    Nếu Bi ko muốn chị khóc thì ko được thêm từ CŨ nhé, em mãi là 1 học sinh, 1 cô em gái mà chị ko bao giờ có thể quên [r32)] hôm Chủ nhật lớp E 53 học, nhìn chỗ em hay ngồi bị bỏ trống chị cay hết cả mắt đấy :((=((

    [FONT=&quot]Topic 8: Millions of dollars are spent on space research every year. Some people argue that the money should be spent on improving living standards on Earth. Do you agree or disagree?[/FONT]​
    In recent years, many countries spent millions of dollars on space research but the value of space projects has been disputed. Some people suggest that government funding should be diverted toward improving the living standards of ordinary people. From my own perspective, the investment in space research can be paid off someday in the future and there are a number of facts indicating that this position is right.​
    [FONT=&quot]Perhaps this is because of the simple fact that many natural resources on the Earth will eventually be depleted, as the consequences of the development of industry over hundred years. Therefore, space projects investment will open-up the opportunities to find out alternative resources, which is very necessary for the human in near future. Some resources although rare on the Earth, might abound on other planets, so investing on space research is a promising adventure. [/FONT]​
    [FONT=&quot]The impact of unfettered population growth is clear for all to see. Not only is more land required for accommodation, but also for a wide range of infrastructure facilities. Maybe someday, the future generations will be facing with land shortage problems or our planet will become uninhabitable, so mankind need a guarantee to seek suitable land for people’s resettlement off the planet. Hence, space research is right investment and we have some initial success such as we found some evidences of life on Mars.[/FONT]​
    [FONT=&quot]In ad***ion to this, there are many applications of space research has been using in everyday life. Nowadays, the idea of travelling through space is no longer just a dream, but a reality. The first commercial tourist recently went into outer space with more trips planned for the near future. By the space research, scientists now can predict many disasters from inside or outside our planet a long time ago that it will occur such as earthquake, tsunami or a collision between Earth and the asteroid. It will help human to significantly reduce the damage or get rid of extinction like the dinosaurs 65 million years ago.[/FONT]​
    [FONT=&quot]As indicated above, the investment in long-term space project is really necessary and space research will prove to be not only worthwhile, but also crucial to the survival and sustainability of human civilization. [/FONT]​

    Topic 14: People should keep all the money they earn and should not pay taxes to the state. Do you agree or disagree?

    As society develops, people are attaching much importance to the money. It bring people a full life so everybody want to earn money as much as posible. As a result most of them do not want to pay taxes and find out the way of tax evasion. However there is a truth that taxes play an important role in the development of any country and everyone is obliged to pay taxes. It not only provides a vast financial resource for national activities, support public works but also helps us make social justice.
    The first reason that can be seen by every person is that annual income tax contributed greatly to the national budget .This amount is used to implement action plans, projects and objectivesconsistent with the direction of socio-economic development of each country. They also are used to invest in research and development of science and technology and ensure national security. The revenues of the country as much as the potential for strong growth.
    We cannot forget a universal truth that the tax revenue is also used to build infrastructure, the key projects for the benefit of the community which individuals and organization can not afford or make profit such as bridges,roads, ... So the government is in charge of building them and people only pay a small fee to use these public services. It can be said that the whole society to benefit from the tax.
    Another reason why I advocate the attitude is that tax with its stuff, especially the personal income tax, reduces the rich-poor divide. Therefore it helps implement social justice. People with high incomes will be taxed more while the low-income people will not have to pay taxes on money they earn. So the lives of the poor will be less difficult.
    From what has been discussed above, we may finally draw the conclusion that all people should pay taxes on money they earn. It also contribute to their own and others benefit. However, the government should be responsible for proposing appropriate measures for each group of taxpayer which helps the tax collector is always done in a fair way.

Discuss these two points of view and give your opinion.

    In the period of industrialization and modernization, international aid has been playing a vital role in developing cooperation relationship among worldwide countries. Developing and under-developed countries seek for international help, which refers to money, equipment or services for economic growth target. Despite the donors’ advocate that it is indispensable support to help each other, some opponents argue that recipient countries are overspending the money they received. Both of these notions are right and I am of mixed opinions on this issue.

    It is undeniable that humanitarian aid has become a moral responsibility of individual country, especially the developed ones. Governments not only facilitate the rapid economic growth and coordinate foreign trade, but also help poor countries and the victims overcome natural catastrophes or economic crisis, such as inflation, financial crisis and recession. Take the most recent disaster in Turkey as an example, according to CNN news, a 5.7 magnitude earthquake rocked Eastern Turkey and left a serious consequence of 4100 injured people and 2000 ruined buildings. However, thanks to the help of international relief organizations and neighbor countries, the survivors and homeless people would come back to everyday life soon, as well as Turkish government could recover the stability of economic status.

    Meanwhile, aid money or donation funds are occasionally misused and wasted, which may lead to negative impacts on both recipients and donors. Besides the fact that this amount of money is misspent on unimportant fields or unsuitable way, it also closely links to rampant corruptions came from governments and the administrations. A typical example illustrating this point of view is the abusing of aid money in Africa. In 2004, aid flows destined to help the African end up supporting bloated bureaucracies in the form of the poor-country governments and donor-funded non-governmental organizations, as stated on BBC news. As a result, if foreign aid is misspent, it can fuel corruption, distort labor and goods markets. After all, I think that international aid is a decisive element in fostering economic growth if it is used appropriately, so people should not resist this financial assistance.

    In the lights of the facts outlined above, it is clear that the main purpose of foreign aid is to help each country develop, but there is some existing negative effect if aid money is not used suitably. In order to make good use of international help, governments should promulgate new policies in both short term and long term, as well as enforce strict laws to limit the acts of misspending aid money.
