FATHERHOOD OUGHT TO BE EMPHASISED AS MUCH AS MOTHERHOOD. THE IDEA THAT WOMEN ARE SOLELY RESPONSIBLE FOR DECIDING WHETHER OR NOT TO HAVE BABIES LEAD ON TO THE IDEA THAT THEY ARE ALSO RESPONSIBLE FOR BRINGING THE CHILDREN UP.
TO WHAT EXTENT DO YOU AGREE OR DISAGREE?
I believe that child-rearing should be the responsibility of both parents and that, whilst the roles within that partnership may be different, they are nevertheless equal in importance. In some societies, it has been made easier over the years for single parents to raise children on their own. However, this does not mean that the tra***ional family, with both parents providing emotional support and role-models for their children, is not the most satisfactory way of bringing up children.
Of crucial importance, in my opinion, is how we define ''responsible for bringing the children up''. At its simplest, it could mean giving the financial support necessary to provide a home, food and clothes and making sure the child is safe and receives an adequate education. This would be the basic definition.
There is, however, another possible way of defining that part of the quotation. That would say it is not just the fathers responsibility to provide the basics for his children, ; while his wife involves herself in the everyday activity of bringing them up. Rather, he should share those daily duties, spend as much time as his job allows with his children, play with them, read to them, help directly with their education, participate very fully in their lives and encourage them to share his.
It is this second, fuller, concept of ''fatherhood'' that I am in favour of, although I also
realise how difficult it is to achieve sometimes. The economic and employment
situation in many countries means that jobs are getting more, not less, stressful,
requiring long hours and perhaps long journeys to work as well. Therefore it may
remain for many a desirable ideal rather than an achievable reality.

    â?oPREVENTION IS BETTER THAN CURE.â?
OUT OF A COUNTRYâ?TS HEALTH BUDGET, A LARGE PROPORTION SHOULD BE DIVERTED FROM TREATMENT TO SPENDING ON HEALTH EDUCATION AND PREVENTATIVE MEASURES.
TO WHAT EXTENT DO YOU AGREE OR DISAGREE WITH THIS STATEMENT?
Of course it goes without saying that prevention is better than cure. That is why, in recent years, there has been a growing body of opinion in favour of putting more resources into health education and preventive measures. The argument is that ignorance of, for example, basic hygiene or the dangers of an unhealthy diet or lifestyle needs to be combatted by special nationwide publicity campaigns, as well as longer-term health education.
Obviously, there is a strong human argument for catching any medical con***ion as early as possible. There is also an economic argument for doing so. Statistics demonstrate the cost-effectiveness of treating a con***ion in the early stages, rather than delaying until more expensive and prolonged treatment is necessary. Then there are social or economic costs, perhaps in terms of loss of earnings for the family concerned or unemployed benefit paid by the state.
So far so good, but the difficulties start when we try to define what the ''proportion'' of the budget "should be, particularly if the funds will be ''diverted from treatment''. Decisions on exactly how much of the total health budget should be spent in this way '' are not a matter for the non-specialist, but should be made on the basis of an accepted health service model.
This is the point at which real problems occur - the formulation of the model. How do we accurately measure which health education campaigns are effective in both medical and financial terms? How do we agree about the medical efficacy of various screening programmes, for example, when the medical establishment itself does not agree? A very rigorous process of evaluation is called for, so that we can make informed decisions.

WITHOUT CAPITAL PUNISHMENT (THE DEATH PENALTY) OUR LIVES ARE LESS SECURE AND CRIMES OF VIOLENCE INCREASE. CAPITAL PUNISHMENT IS ESSENTIAL TO CONTROL VIOLENCE IN SOCIETY.
TO WHAT EXTENT DO YOU AGREE OR DISAGREE WITH THIS OPINION?
Before talking about the essential role of death penalty, you have to think about the meaning, and the purpose, of any kind of punishment. If you consider that the purpose is to prevent the guilty from being nasty again, you can be seduced by an argumentation in favour of the suppression of capital punishment. But you have to think about another aspect of the problem: a punishment is also useful to impress people, to make them fear the law. In fact, let''s take the example of a young misfit, which has grown in a violent atmosphere, influenced by older delinquents, etc... He lives in the streets, he''s got no aim but *****rvive. This is the kind of person who could possibly kill someone for money, or even for fun... Why would he fear prison? Life would be easier for him there. In ad***ion, in many cases, when you behave normally, you can benefit from penalty reductions. This young misfit needs to be impressed, he needs to know that the law is a frontier. When you cross it, you can lose your life. That is why capital punishment helps keeping a distance between robbery and murder. If you abolish it, you suppress the difference between these two types of crime, which are completely different.
But there is also a limit to define: even if death penalty is unavoidable, it would be a crime to apply it to inadequate cases. If there is no preme***ation or past facts which can justify such a punishment, it is far too strict to apply death penalty. That is why the lawmakers have to establish precisely the context in which capital punishment car be pronounced. That is the price to pay to limit violence without using excessive violence...

THE POSITION OF WOMEN IN SOCIETY HAS CHANGED MARKEDLY IN THE LAST TWENTY YEARS. MANY OF THE PROBLEMS YOUNG PEOPLE NOW EXPERIENCE, SUCH AS JUVENILE DELINQUENCY, ARISE FROM THE FACT THAT MANY MARRIED WOMEN NOW WORK AND ARE NOT AT HOME TO CARE FOR THEIR CHILDREN.
TO WHAT EXTENT DO YOU AGREE OR DISAGREE?
It is certainly true that the position of women in society has undergone a dramatic change in the past twenty years but I do not feel that this is a direct cause of the indisputable increase in juvenile-related problems during this period.
It is now accepted that young women should find work on leaving school; indeed to rely totally on their parents'' financial support is no longer an option in many families. Likewise, once they get married, the majority of women continue working since the financial pressures of setting up a house and establishing a reasonable standard of living often require two incomes.
Twenty years ago it was common for women to give up work once they had children and devote their time to caring for their children. This is no longer the general rule and the provision of professionally-run child care facilities and day nurseries have removed much of the responsibility for child rearing that used to fall to mothers. However, these facilities come at a cost and often require two salaries coming into a family to be afforded.
I do not believe that the increase in the number of working mothers has resulted in children being brought up less well than previously. Indeed it could be argued that by giving mothers the opportunity to work and earn extra money children can be better provided for than previously. There is more money for luxuries and holidays and a more secure family life is possible. Of course there are limits as to the amount of time that ideally should be spent away from home and the ideal scenario would be for one of the parents (often the wife) to have a part-time job and thus be available for their children before and after school. It is important to establish the correct balance between family life and working life.

    E35 - SPEAKING 19
    PART 1
The examiner asks the candidate about him/herself, his/ her home, work or studies and other familiar topics.
    EXAMPLE
    COLD WEATHER
õ? Have you ever been in very cold weather? When?
I remember the year 2005. The weather turned quite cold and wet in January and this continued until March.
õ? How often is the weather cold where you come from?
Temperatures only drop to what could only be considered cool in Hanoi from October to March annually.
õ? Are some parts of your country colder than others? Why?
The southwest monsoon brings primarily effects Southern Vietnam -- warming up the Mekong Delta through Saigon and all along the coastal strip as far north as between Qui Nhon and Da Nang. It also covers the Central Highlands region.
The northeast monsoon effects the north bringing lower temperatures to Hanoi, Ha Long Bay, Sapa and the the coastal strip as far south as around Hue.
õ? Would you prefer to live in a hot place or a cold place? Why?
I would like the temperature to swing between the mid 20s to low 30s year-round.
    PART 2
You will have to talk about the topic for 1 to 2 minutes.
You have one minute to think about what youõ?Tre going to say.
You can make some notes to help you if you wish.
Describe a competition (e.g TV, college/ work or sports competition) that you took part in.
    You should say:
What kind of competition it was and how you found out about it.
    What you had to do
    What the prizes were
And explain why you chose to take part in this competition.
Iõ?Tve just done my first jump since the accident that nearly killed me just over a year ago. As I was lying in hospital, thinking that I would ever skydive again, I wasnõ?Tt feeling glad to be alive. Instead, I was wondering how I could possibly live without it.
It all started one evening after another typical nine to five day. I was sitting at home thinking. õ?oThere has to be more to life than thisõ? when an ad came on the television õ?oTry skydivingõ?
, it said. The next day, I called my local skydiving centre and booked my first jump.
I spent a day training and then I was ready for my first jump. Or almost. First, I had to sign a document to say that I understood that I was taking part in an activity that could end in serious injury. At that moment I realised that I was about to do something voluntarily that would put my life at risk and as I signed, I wondered if I was completely mad.
I will never forget my first jump. Five of us walked to the runway and got into a plane barely big enough to hold three people. I was beginning to feel nervous, but the others were chatting and joking and I started to feel more relaxed. It was a beautifull, cloudless day and the sun was just going down. It took us about 20 minutes to get to 11000 feet and then the trainer opened the plane door- the view took my breath away. Suddenly, it was time to jump and as I pushed myself away from the plane, I donõ?Tt know what I was thinking, my mind wet blank.
Words cannot describe the rush of adrenalin I experienced while I was free- falling.
At 5500 feet I pulled the cord and the parachute opened immediately. Suddenly, everything was silent and peaceful. Twice I shouted õ?oThis is absolutely incredibleõ?, I thought I knew there was nobody to hear me. It was the most amazing four minutes of my life.
From the first jump, I was hooked. I started spending every free moment I had skydiving. At work, I sat in front of my computer and imagined ways of making more money so that I could jump more often. It became my reason for living and nothing else mattered. I was addicted to skydiving.
Things were going really well. I was spending every free moment I had skydiving.
Then disaster struck on my 1040th jump. Another skydiver collided with my parachute at 80 feet. I fell and hit the ground at about 30mph, face down. I broke both legs, my right foot, left elbow, right arm, my nose and my jaw. I lost 10 pints of blood, 19 teeth and 25 pounds of fat. I was lucky *****rvive.
People who have never experienced skydiving will find it hard to understand that my only motivation to get better was so that I could do it again. All I can say is that for me, skydiving is life and life is skydiving.

    EXAMPLE
    TRAVELLING TO WORK OR COLLEGE
õ? How do you usually travel to work or college? Why?
Motorbike is the most popular means of transport of Hanoian. Iam not an exception.
õ? Have you always travelled to work/ college in the same way? Why/ Why not?
No. I used to go to school by bus when I was small. It took me about 45 minutes to go from my house to my school.
õ? What do you like about travelling to work/ college this way?
The bus fares were quite low. We had to pay only 3000VND for a short trip or 5000VND for a long one. The network of bus routes is extensive, which enabled us to go nearly everywhere within our city. Besides, the buses in our city are fairly modern. They are equipped with air õ?" con***ioners and comfortable seats. On many buses, passengers can watch TV or video films during their trip.
õ? What changes would improve the way you travel to work/ college? Why?
Many passengers complain about the lack of punctuality of most buses. This has caused much inconvenience for travelers. Worse still, many buses are so crowded, especially in rush hours, that many of passengers have to stand up all the way.
Iam sure that more people will use the bus if this means of public transport is improved.
    PART 2
You will have to talk about the topic for 1 to 2 minutes.
You have one minute to think about what youõ?Tre going to say.
You can make some notes to help you if you wish.
Describe a piece of electronic equipment that you find useful.
    You should say:
    What it is
How you learned to use it
How long you have had it
And explain why you find this piece of electronic equipment useful.
In the late 90s, my uncle took me to work with him one day and showed me the computer he was working on, called the IBM. I was so amazed that I didn''t leave his office all day long. He showed me his appreciation by sitting down and teaching me how it worked. I never forgot that computer, and I couldn''t wait for the day when I could play with one again.
In 2000 I went to work for the a non õ?" government organisation and volunteered to be trained on the computer that tracked all of the clerk''s legal files. When I began using the internet in the early 2000s, web browsers and the web per se did not yet exist: file transfers were done via ftp, searches were done with Gopher, and people used Usenet to communicate.
Well, my computer-geek taste hasn''t changed; my husband bought me a laptop as a Christmas present, which is a Vaio õ?" brand name, I like it so much as it is both nice and useful. Its colour is white. I use it every day to work and entertain myself.
What I like the most is having been able to witness the incredible changes that computers have brought to our lives.
I just can''t image life without computers!
