Form of Government: Although Vietnam is considered in the West to be a Communist Dictatorship, it is a fact that this government was established by a revolution that defeated a major European power (France) and a global superpower (the United States). Vietnam has a Premier who is part of the Central Committee of the Communist Party, but it also has a National Assembly with representatives from the various districts. The National Assembly deals with most of the matters that pertain to running the government. The Central Committee of the Communist Party does have enormous power and it is at that level that major policy decisions (such as reopening diplomatic relations with the United States) are made. It should also be remembered that since the end of what the Vietnamese call "the American War," Vietnam has fought, and won, wars with other Communist countries and former allies: The People's Republic of China (1979) and Cambodia where the Vietnamese invasion actually caused the overthrow of their former allies, the Khmer Rouge.
