Ph.D. Scholarship in Public Policy Evaluation - Politecnico di Milano
Deparment of Management, Economics and Industrial Engineering,
    Politecnico di Milano (Italy)
Yearly value of each PhD scholarship: õ,ơ 13,000 of which approximately õ,ơ3,000 are held as retirement contributions.
Yearly net income of each PhD scholarship: approximately õ,ơ 10,000.
Motivations and objectives of the research in this field: within the context of increasing globalisation of firms and markets, most public institutions are now aware of benefits stemming from both innovation and internationalization of the economic activities. However, studies on the evaluation of effectiveness and economic effects of public incentives are still scant. Main difficulties concern: (i) the need of transparency and examinations at regularly intervals; (ii) the difficulty of distinguishing direct vs. indirect effects, and (iii) the need of counterfactual evidence (what would have happened without the incentive?). The present research project aims at developing both a theoretical framework and an empirical analysis for the evaluation of public policies and incentives to innovation and internationalization of firms.
Methods and techniques that will be developed and used to carry out the research: The research will be both theoretical (development of economic models on the basis of the literature) and empirical (gathering of primary and secondary data on direct and indirect effects of public policies and incentives to innovation and internationalization). Advanced statistic and econometric techniques will be applied in order to test research hypotheses.
Educational objectives: acquiring a comprehensive knowledge of the literature on public policies and incentives, and developing the capacity of elaborating it in a critical manner. Developing advanced statistical and econometric skills for testing theoretical hypotheses. In short, becoming able to write scientific papers on the topic to be published in top international journals.
Job opportunities: the issue of evaluation of public incentives to firms is of great interest for both economic scholars and policy makers. People earning a Ph.D. in this field can yearn for both an academic carrier (public policy evaluation is among the research lines of important economic and management departments) and a carrier in national and international public bodies.
Composition of the research group: a Full Professor, an Assistant Professor, two Dost-Docs, a PhD student, a contracted researcher.
    Research director: Lucia Piscitello
    e-mail: lucia.piscitello @ polimi.it
Application has to be received by 15 October 2008.

PhD position in Stability Analysis and Robust Stabilization for System Behaviors (1,0 fte)
(Groningen), 38 hours per week University of Groningen

    Job description
    --------------------------------------------------------------------------------
PhD position in Stability Analysis and Robust Stabilization for System Behaviors
The research to be carried out in this project deals with robust stability analysis and robust stabilization of systems with uncertain components. A possible way to model a complex system, possibly with complicated nonlinearities, uncertain time delays, and unmodelled dynamics, is to represent it as the interconnection of a linear, time invariant, finite-dimensional system, called ''the nominal system'', and a so-called ''uncertain system'' in which the modeller ''puts away'' the non-linearities, time delays, and possibly unmodelled parts of the system. This uncertain system does not get an explicit mathematical description, but rather is embedded into a so-called ''relaxation'', which expresses that the signals in the system satisfy certain quadratic inequalities, or that the system has certain dissipativity properties. In order to decide robust stability of the overall system, one then needs to check whether the nominal systems has certain dissipativity properties compatible with the dissipativity properties of the uncertain system.
The distinctive feature of the project is that it intends to study the problems of robust stability analysis and robust stabilization from a behavioral point of view. The purpose is to establish a representation-free approach to robust stability analysis and stabilization, one which considers the system itself as the starting point, instead of one of its particular representations. We will also avoid the use of input/output partitions of the system variables. The advantages of this approach are the wider variety of model classes that can be considered, and the flexibility with which the results can be adapted to the particular system representation at hand. Whereas most of the theory on robust stability analysis and robust stabilization deals with feedback interconnection, in this research project we will consider the more general notion of behavioral interconnection.

    PhD Studentship
The mindsets of effective programme office managers: A phenomenographic study
    International Centre for Programme Management
Cranfield School of Management - one of Europê?Ts top management schools - is offering this PhD studentship within its International Centre for Programme Management, a world-leading hub for research into this important emerging discipline. The studentship is tenable for four years from October 2008.
In business and government, programmes are used to transform strategies and policies into desired outcomes and benefits. The ?~programme officê?T is the information hub for the programme, performing on behalf of the programme leadership team a variety of functions associated with programme support. Some programme offices have wider responsibilities for the maintenance of corporate standards and processes.
There is a growing recognition that the role of programme office manager requires an individual with a certain mindset, but little is known about the conceptual attributes that make up that mindset. Phenomenography is an established research approach for identifying and mapping the qualitatively different ways in which people conceive a given aspect of reality, in this case the work of a programme office manager. The approach leads to the identification of the key attributes of conception at a number of levels (usually three of four) that distinguish and explain why some individuals are more effective than others.
Applications are invited from exceptionally qualified candidates for this fully funded full-time studentship under the supervision of Dr David Partington. Applicants should have a good first degree in a relevant discipline. Experience of working on projects and programmes is desirable, although not essential. An MBA or relevant specialist masters degree would be an advantage.
The studentship includes full payment of fees at the UK or overseas rate and stipend of £12,940 per annum.
For an informal discussion about the project, please contact Dr David Partington, tel +44 (0)1234 751122, email d.partington[ at ]cranfield.ac.uk, Website http://www.som.cranfield.ac.uk/som/research/centres/icpm/
The closing date for applications is 31 July 2008.
Full details of the application process, the PhD programme and other PhD projects are available on the School?Ts website at www.cranfield.ac.uk/som/phd or from the PhD Programme Manager, Wendy Habgood, on tel +44 (0)1234 754373, email wendy.habgood[ at ]cranfield.ac.uk.

[UK] PhD Studentship in Chemical Engineering - University College London
PhD Studentship: Dorothy Hodgkin Postgraduate Award
    Modelling Rupture of CO2 Pipelines
    Department of Chemical Engineering
Reducing carbon dioxide emissions is considered to be the most effective way of tackling the effects of global warming. This will require the large-scale capture, transportation and storage of CO2. In the case of coal fired power generation plants, pressurised pipelines are considered to be the most practical, and possibly the only option for transporting the captured CO2 for subsequent storage.
Given the enormous amounts of CO2 contained in such pipelines (typically several million tonnes), a prior knowledge of the release rate and subsequent dispersion in the event of pipeline rupture is central to assessing the failure impact. CO2 is toxic and when inhaled in large concentrations can lead to asphyxiation.
This exciting PhD project aims to extend our award winning work to develop a computer based model for predicting the failure consequences of CO2 pipelines. The project carried out in close collaboration with a major industrial partner is multidisciplinary involving a variety of subjects including, fluid mechanics, mathematics, heat transfer, quantitative risk assessment and computing. The experience gained is expected to equip theprospective PhD graduate with job opportunities in a variety of industrial sectors particularly in the oil and gas industry.
The successful candidate will be an outstanding First Class Chemical Engineering or Mathematics graduate (although other relevant disciplines will be considered) preferably with computing skills. The funding covers full tuition fees plus maintenance over three years and is open *****itably qualified overseas students.
UCL is consistently classed amongst the top Universities in the world. The UCL Chemical Engineering department in particular received the highest research rating in the most recent Government funded Research Assessment Exercise placing it amongst the only three such departments in the UK.

    PhD Studentship
Crisis Management in Project and Programme Management
    International Centre for Programme Management
Cranfield School of Management - one of Europê?Ts top management schools - is offering this PhD studentship within its International Centre for Programme Management, a world-leading hub for research into this important emerging discipline. The studentship is tenable for four years from October 2008.
The repeated failure of major projects and programmes in the public and private sectors has been linked with the inability of project and programme managers to manage crisis situations effectively. One certainty in a world increasingly saturated with complexity and uncertainty is that the future will be punctuated by sudden, unexpected, and potent events that will require a rapid response. The variety of crisis that can arise in projects and programmes is enourmous.
However, there are very few detailed accounts of crisis management. This PhD study will explore the phenomenon of crisis in projects and programmes - its nature, its causes and its resulting managerial behaviour. We envisage that the findings of the study will have significant theoretical and practical implications.
Applications are invited from exceptionally qualified candidates for this fully funded full-time studentship under the supervision of Dr Elmar Kutsch.
