To be honest, I really don't understand what you mean. It seems that you want to know the difference between PEOPLE and PERSONS.
If yes, please find the follow satisfying your question. Please note that I take it from OXFORD Advanced Leaner's Encyclopedic Dictionary.
Compare person and persons, people and peoples
    1. People is the most usual plural of person. Persons is formal and mostly used in legal language. In general statements, the sentence can be made plural: A person has the right to defend himself/ People have the right to defend themselves. When referring to particular situation, we can say I saw someone/ a man/ a woman riding a horse instead of I saw a person riding a horse.3. People is also singular noun (plural peoples) meaning 'nation', 'tribe' or 'race". The ancient Egyptiants were a fascinating people. o The French-speaking peoples of the world.[/i]
