Viet Nam?Ts tertiary education system requires major changes
Tran Van Tho, a professor of economics at Waseda University in Tokyo, spoke with Thoi Bao Kinh Te Sai Gon (Sai Gon Economic Times) about improving the quality of Viet Nam?Ts universities.
The quality of Viet Nam?Ts universities has been considered poor for a long time.
A thorough solution needs to be multi-faceted and will require time and money. In some cases, however, small-scale changes will help, as they can be implemented quickly and inexpensively.
Competition is the key factor in development, and it is the key factor in improving Viet Nam?Ts tertiary education.
In order to create the best professors we should encourage them to compete with each other.
The organisation of Vietnamese universities too much resembles primary and high school.
Students have no rights. They do not have the right to choose the subjects, classes or teachers that interest them.
The current tertiary education system neither encourages teachers to improve their knowledge nor fires unqualified, irresponsible staff.
Students should be required to take 100 cre*** hours, but they should be allowed to chose what classes to take.
Any class that fails to interest students for two or three consecutive years should be replaced with another one.
Vietnamese students are forced to follow a strict curriculum, which is more difficult that they can handle.
To improve the quality of tertiary education, we need teachers who are knowledgeable and enthusiastic.
Rearranging labour is necessary and will require much of the State budget.
My suggestions follow:
First, teaching and researching need to be combined. Research institutes and universities currently work independently of each other in Viet Nam.
I once proposed merging most research institutes with universities but it will take a long time for it to happen.
We can, however, immediately create closer relationships between institutes and universities, so that skilled researchers can directly lecture at universities.
We have invited some researchers to lecture at universities but it has been ineffective as they had little time to prepare their lessons.
Researchers should be sent to work officially for one or two years at universities.
On the other hand, lecturers, especially recent graduates, should be sent to research institutes to broaden their knowledge base before returning to the university to teach.
Second, professors need more chances to study abroad. We should give priority to professors who want to improve their teaching.

* Một nhóm sẽ là Các chuyên gia trong lĩnh vực giáo dục nhìn nhận về thực trạng giáo dục đại học Việt nam.
* Một nhóm là Sinh viên ?" những người trực tiếp thụ hưởng nền giáo dục đại học Việt nam.

Higher education lacks funds, quality
Prof Do Duc Thai, a lecturer in the Department of Mathematics-Informatics, Ha Noi Teachers Training University, spoke with Phu nu Thu do (Capital Women) about ways to improve higher education.
What are your thoughts on tertiary education in Viet Nam?
It is different from high-school education. Tertiary education and post-graduate education aim to provide high quality skill. Tertiary education goes hand in hand with scientific research and technological advancements.
When assessing or grading universities, we must look at their reputation and the prestige of the academics and scientists that work there. We need to ask two questions: "Where does scientific research currently stand?" and "How many universities have contributed to and benefited from technological advancements?".
In reality, Viet Nam?Ts tertiary education has been lagging behind that of other newly-developed countries such as Singapore or Thailand, not to mention nations such as the US, UK, France, Russia, Japan and Germany.
Why is tertiary education in Viet Nam so weak?
Viet Nam?Ts tertiary education was formed over the last 50 years. We are still a poor country, and the total amount we invested into education over the last 50 years was roughly equal to what developed countries would spend in a single year.
I know of a university library in Japan that has a yearly budget of US$10 million, just to update information and buy documents. In Viet Nam, that would probably be a university?Ts budget for the entire year. Out of this, around 90 per cent would be spent on lecturers?T salaries and student scholarships.
What should Viet Nam?Ts tertiary education start to focus on in order to improve?
I think it should start at teacher training. Teachers are always the foundation of any educational system.
If a lecturer is not professional, how could he ever be expected to educate students in a way that falls in line with international standards.
As for the older generation of teachers, we should re-standardise. As for the new generation, we should train them well. The teachers must work towards an international standard.
How can we go about this if we are facing a lack of funding?
Currently, we have about 14 teachers training schools nation-wide. These 14 schools have about 14,000 teachers and 50,000 students.
Meanwhile, there are between 8 million and 10 million students studying at varying levels throughout the country. If we use the money allotted for students now its not really sufficient to adequately provide the education we need. If however, we use those funds on teachers training, the students from these schools will take on the responsibility to educate the remaining students.
The quality of education as a whole would be greatly improved.
What else should be considered in improving education in the country?
There are many things to mention. For example, we should change the way we assess students at the tertiary level. At the moment, we are going in the complete opposite direction from the rest of the world.
The university entrance is very difficult but to graduate is relatively easy. There is no motivation for students. In other countries, France for instance, a university enrols up to 2,500 students but the number of graduates maybe as low as 100.
