    Buổi outdoor vừa rồi đã thành công tốt đẹp. Tất cả mọi người đều rất vui vẻ, hồ hởi và tham gia các trò chơi nhiệt tình. Đó thực sự là cơ hội rất tốt để các mem gắn bó và hiểu nhau hơn nữa.

    Topic tuần này như sau: Government of Viet Nam (GoV) has issued a regulation on motorcyclists to wear safety helmets to protect themselves and to reduce traffic accidents. However, the regulation is facing up with various points of view. Some agree, some disagree with the regulation. What do you think about the regulation? Do you agree or disagree with this? Give your own specific explanations.
    With this topic, the members will be divided into 4 groups, in which:
    1 group will be the road-users (motorcyclists in this case) who are directly influenced by the regulations
    1 group will be decision-makers/ high-ranking officials from Ministry of Transportation who have issued the regulations
    1 group will be decision-makers/ high-ranking officials from Transportation Ministry of Thailand or China, which can provide good lessons in terms of traffic regulations, laws?for Viet Nam to follow.
    1 group will be safety helmet producers who are directly benefited by GoV?Ts regulations on motorcyclists (note that helmet producers have gained a very big amount owing to the regulations of GoV).
    It would be great if we can conduct a tough interview in which 1, a reporter of VTV interview decision-makers/ high-ranking officials from Ministry of Transportation on the regulations, quality of safety helmets, helmet market, safety price, public awareness on the regulation (voluntary or compulsory obedience)?

    Head case for helmet makers
    The mandatory helmet law took effect on September 15 for national and inter-provincial high-ways and will be extended to all roads on December 15. The new law has received a lot of press, but it''''s really not that new.
    The mandatory helmet requirement was first announced in 2004, but the regulation was cancelled due to a shortage of helmets that met quality standards.
    Three years later, preparation for the "new" requirement remains as inadequate as it was during the first effort to implement the rule.
    With the sudden burst in demand, domestic helmet manufacturers have been operating at full capacity.
    Nguyen Hoang Anh, deputy director of the Viet Nam Safety Equipment Co, said his company had increased its monthly output of 15,000 helmets to 70,000, but it still can''''t meet demand. The output will go up to 100,000 helmets monthly.
    Anh said that he was importing materials from the US and Hong Kong and needed time for materials to arrive, even though the mandatory helmet deadline was approaching fast.
    Aware of the government''''s determination to crack down on violators, people are rushing to buy helmets to avoid being fined by police, no matter what the quality of the helmets is.
    Market management teams in Hanoi and HCM City have found that many helmets that failed to meet safety standards were being sold in markets.
    But the certification agencies say that they don''''t have enough time and manpower to inspect all helmet manufacturers, not to mention their products.
    Because many agencies share responsibility, no one agency knows how many helmets have been manufactured domestically and how many have been imported.
    Last week, the Ministry of Science and Technology announced that it had drafted a proposal on regulatory oversight of helmet production quality. Under this draft, all helmet producers would have to adhere to government standards and stamp their products before distribution.
    All helmets would be inspected for certification and no non-certified helmets would be sold in the market. In ad***ion, the list of certified helmet producers would be made public.
    Helmet storage is another issue inspiring public grumbling. Most people would prefer to leave their helmets on their motorbikes when they park, but few parking places has facilities or staff to safeguard helmets from theft.
    Helmet prices up as demand increases
    VietNamNet Bridge ?" Helmet prices have increased sharply since police in the capital promised to start fining people without protective headgear on six highways throughout the city as from July 15.
    Distributors said a helmet would cost between 20 and 30% more because Hanoians were looking to avoid getting a fine or having their vehicles impounded under a new Government regulation.
    Hard headed

    HCM City''''s police cracked down on motorcyclists without helmets on the region''''s highways on Monday. According to preliminary data, police have pulled over 600 people not wearing protective headgear and fined them VND30,000 on top of seizing their vehicles for three days.
    A new regulation states that the law will soon apply to all national highways as of September 1 and every road in cities from January 1,2008.
    During the first week of July, Hanoian police pulled people over to remind them that they must wear helmets. As of now, only 30 to 50% people of residents riding motorbikes on these routes wear them.
    Members of the Viet Nam National Traffic Safety Committee, the Asia Injury Prevention Foundation and French Red Cross Society have suggested the Government increase the fines to VND100,000, and even more for repeat offenders, to ensure the public obeys the law.

    Protective gear from Taiwan will now set you back from VND220,000 (US$13.75) to VND250,000, while imports from Japan are even more starting at VND280,000. Vietnamese products remain the cheapest at around VND80,000.
    But not all of the helmets sold on Hanoi''''s streets are safe.
    Authorities from the Viet Nam Registration Office asked citizens to only purchase protective headgear that had its official stamp, but said that most preferred to ignore the plea and had bought inferior, yet less expensive, gear made in China or from shady southern firms.
    Vietnam''''s market watch agency said it was difficult to control what kind of products were sold due to the fact the country hadn''''t laid out specific rules as to what kind of protective gear could be imported.
    Producers are not required to register their products with any Government agency either.
    All motorcyclists will have to wear helmets when driving on Phap Van-Cau Gie, national highways 2, 3 and 5, the northern section of Thang Long-Noi Bai and Lang-Hoa Lac Highways-Violators will be fined up to VND40,000 each and have their motorbikes impounded for three days.
    Wearing safety helmets as of 2008 inappropriate

    VietNamNet Bridge - Tadamich Hoshi, an expert on traffic safety education of the Japan International Cooperation Agency (JICA), said that Japan needs eight years to make people familiar with wearing safety helmets and it is early for Vietnam to force citizens to wear helmets as of 2008.
    What do you think about the regulations that force people to wear helmets on all roads as of early 2008?
    This is a very good thing but it is quite early to implement the rule as of early 2008. Vietnam should apply it since 2010 to extend the time for its people to get familiar with this.
    Could you share the experience in enforcing the rules that force people to wear helmets in Japan?
    In Japan, to put this rule in practice we spent up to eight years. Since 1978 the Japanese government introduced a draft regulation that forces motorbike drivers to wear helmets. At that time, policemen had the rights to stop a driver and ask him to wear a helmet but didn?Tt fine him. Eight years later, the government officially applied the rules. And at this time, the people must combine with the government to realize the law.
    We carried out this task in two phases. Initially, only drivers of motorbikes of 125cc upwards were forced to wear helmets. The second phase was that all motorbike drivers had to wear helmets. Violators are fined for US$70/time and have their points deducted. If their points are deducted to a certain level, they would not have the right to drive a motorbike. $70 is a high level of fine compared to income of Japanese people, especially the young ones like students.
    The percentage of drivers wearing helmet increased from 10-20% to 70-80%. According to a survey in 2005, 100% of drivers of motorbike of 125cc upwards wear a helmet and it was 83% for drivers of smaller motorbikes.
    Many people think that driving a motorbike at low speed in the inner city will not cause any danger, what do you think about it?
    In the past, the motorbike was a major means of transport in Japan. We also had similar thinking like Vietnamese people. However, statistics in 2006 in Japan shows that 6,300 people died by traffic accidents, 17% of them died by injuries on their head. The rate was 33% in Tokyo. The ratio of traffic accidents in the inner city is very high so people must wear a helmet.
    Even motorbike drivers who wear helmet could still die of traffic accidents due to wearing a helmet the wrong way. Japan is educating people how to wear helmets in a correct manner. Vietnam should do this from now on.
    The number of motorbikes in Vietnam is too large while the number of traffic policemen is too modest. How should Vietnam put the rules into practice?
    The best way is improving the awareness of the people. In ad***ion, state agencies should have convincing research and data. Hanoi should collect statistics of accidents on six national highways crossing the city to compare with other highways. The people will realize how meaningful wearing a helmet is.
    If the people are provided with statistics about deaths caused by traffic accidents in which the victims don?Tt wear helmets, they would pay more attention to protecting their lives. I know that it is quite difficult for rural people to buy helmets but are their lives not more valuable than VND100,000?
    Hanoi is applying the measure in which the violators have their motorbikes seized for three days. What is your opinion about it?
    Hanoi should not keep motorbikes of violators because the government will need a place to keep those vehicles. Moreover, three days is nothing. I think policemen should be present on six national highways to coerce drivers.
    According to a scheme on strengthening national traffic safety to 2010 and diminishing traffic accidents, as of September 1, 2007, motorbike drivers going on national highways must wear helmets. As of January 1, 2008, all drivers must wear helmets while driving on all roads.
    In the first five months of 2007, 6,500 cases of traffic accidents were reported in the whole country, killing 5,600 people, injuring 4,800 others. At the June cabinet meeting, Prime Minister *************** said that traffic accidents was a very serious situation.
