    Japan intends to set up intelligence station at East China Sea
    Japan Defense Agency is studying the possibility of adding an electromagnetic wave detecting system on the East China Sea to strengthen collection and management of intelligence from China as well as supervision over Chinese warships and jets.
    The Agency decided earlier to build a station on Miyako Island of Okinawa County to intercept and handle communication signals of Chinese warships and aircraft, which will be put into operation in 2008. Since the China-Japan dispute over resources of East China Sea surfaced, Japan has enhanced all kinds of military deployment in this sea area and the two countries conducted consultations at the end of last month.
    The Agency believes that a station on Miyako Island is not enough, and another one must be added at a southwest island to intercept and decode the rivalry''s radio communication signals, Xinhuanet quoted Japanese newspaper Sankei Shimbun as saying.
    HK-based Ming Pao Daily News reported on November 7 that presently Japan only has a radar station on Miyako Island without troops deployed there. The Agency has decided to dispatch Ground Self-Defense Force to the island with a newly established "communication intelligence team" and unmanned surveillance planes. The F4 fighters on Naha Base will also be replaced by more advanced F15 fighters, and fighters will be sent to Shimoji, an island near Taiwan, to enhance defense capability in the southwest.
    The Agency has planned to build an 850-people army to be sent to Naha City, Okinawa, to form a 2,300-member brigade there, the report pointed out. To guard against enemy''s attacks against the isolated islands, the Agency changed its defense ideology in the past (that is, taking the Soviet Union as the imaginary enemy and attaching importance to defending the north) and made clear the policy of reinforcing military deployment on southwest islands.

    Japan''s new defense outline names China and DPRK as major threats
    The Japanese government will decide its "New Outline of National Defense" in early December, in which China and DPRK are singled out as major threats to the country, the Japan Times reported on November 27.
    The government submitted on November 25 a draft of the new outline to the ruling Liberal Democratic Party (LDP), which put China and DPRK as its main threats, the newspaper revealed.
    The draft declared alarmingly that "military development in DPRK is a serious destabilizing factor of the region", and "Japan must watch closely the modernization of Chinese armies".
    This is the first time that the Japanese government names certain countries as its major threats. The current defense outline only indicates that destabilizing and unpredictable elements exist in surrounding areas including the Korean Peninsula.
    It must be pointed out, however, that in 2003 Japan''s military expen***ure stood at more than 45 billion US dollars, over three times that of China. Analysts say the Japanese playing up of other countries'' military strength and spending is purely meant to divert attention away from its own military buildup.
    The Japan Defense Agency and Ministry of Finance have been split on the size of the Ground Self-Defense Force in formulating the new defense outline.
    According to reports from Kyodo News Agency, the Defense Agency hopes to keep the Force at 160,000 people, while the Ministry stands for cutting it to 120,000. At the November 25 meeting, the Ministry gave in by suggesting a number of 140,000, but the Agency said " 150,000 and no less".
    Besides, the Japanese government is also planning to cut its next medium-term defense budget. The spending for 2005-09 was set around 25 trilllion yen, and a cut of 1 trillion yen for the next five-year-period plan is being considered. This is the first time that the government cuts defense budget since the current plan was adopted in 1986.
    Meanwhile, disputes arose between LDP and the Komei Party on whether to loosen weaponry export.
    According to Kyodo report, the Komei Party holds that "the three principles on weaponry export is a pillar of a pacifist country", and therefore opposes adding "loosen weaponry export" into the new defense outline. Japan published its "three principles on weaponry export" in 1967 which prohibits weapon exports to countries under UN sanctions and those involved in international conflicts. In 1976, the then Cabinet published the "unified governmental opinion" which laid an overall prohibition on arms export. According to it, Japan can neither export weapons nor cooperate with other countries in weapon development and manufacture. Due to opposition from the Komei Party, the government decided internally on November 25 that loosening of weapon export will not be included into the new outline, but it still considers loosening the export of component parts of its missile defense system. The Japanese government, as Kyodo pointed out, is in fact still seeking for broadening its weapon export.

    Japan to Streamline Defense Forces to Fight Terrorism

    TOKYO --- Japan''s prime minister Sunday has vowed to make the country''s defense forces better able to fight terrorism and any attackers who would use weapons of mass destruction.

    During a troop review ceremony Sunday, Prime Minister Junichiro Koizumi said Japan would fully review the existing structure and weapons of the Self Defense Forces to make them more efficient.

    Mr. Koizumi says Japanese forces must be capable of dealing with new threats, such as terrorism and the proliferation of weapons of mass destruction.

    Concern has mounted here in recent years about North Korean missile and nuclear capabilities. There are also escalating worries about terrorism amid reported threats against Japan by Islamic militants opposed to the U.S.-led war on terror.

    The prime minister, speaking Sunday at the Asaka base of the Ground Self-Defense Forces outside Tokyo, gave the strongest hint yet Japan will extend its deployment of non-combat troops in Iraq beyond the scheduled end of tour December 14.

    A recent newspaper poll shows more than 60 percent of those surveyed were against extending the one-year troop mission in Iraq.

    Last week, Mr. Koizumi said he would not withdraw troops as demanded by militants who took a 24-year-old Japanese backpacker hostage. The group, believed allied with al Qaida terrorist network, later beheaded the captive.

    For the first time on Sunday, an opposition party leader attended the annual military review - a possible indication the political bloc may be softening its staunch opposition to deploying Japanese forces overseas. The president of the Democratic Party, Katsuya Okada said he thinks it is important for the opposition to also show its appreciation for the Self-Defense Forces'' work in disaster relief and protecting the nation during its 50 years of existence.

    The opposition has criticized Mr. Koizumi for strongly supporting President Bush in the war in Iraq. When Mr. Koizumi sent units of the Ground Self-Defense Forces to southern Iraq in January to help in reconstruction efforts, he became the first leader here since World War II to send troops to a nation still experiencing armed conflict.

    A US offer Delhi can''t refuse

    NEW DELHI - US President George W Bush''s first tenure was good for India, and Bush II promises to be even better, with the United States formally offering a range of military hardware, including an anti-missile radar system and maritime spy planes, to India. The offer includes the much-touted Patriot anti-missile defense system that tackles aircraft and also tactical and cruise missiles, C-130 stretched medium-lift transport aircraft, P-3C Orion maritime surveillance planes, and even F-16 fighters. The US has also offered Perry-class frigates and Sea Hawk helicopters, while special-operations forces will be looking at chemical and biological protection equipment.
    According to reports in the Indian media and independently confirmed by Asia Times Online, Indian Ambassador to the US Ranendra "Ronen" Sen was in New Delhi last week and discussed the US offer - as well as a proposed US arms deal with Pakistan - with Prime Minister Manmohan Singh and Defense Minister Pranab Mukherjee. Sen also met with the ruling United Progressive Alliance (UPA) chairperson, Sonia Gandhi. The hardware offer will be discussed further when US Defense Secretary Donald Rumsfeld comes to New Delhi next week (the highest ranking official since Bush''s election victory last month to visit the subcontinent) and will also travel to Pakistan.
    The US offer to sell military hardware - including the Patriot missile system - to India comes with a much deeper strategic message. India has a constant gripe against the United States'' arming of Pakistan, with the ostensible reason of taking on al-Qaeda terrorists and patrolling the Pakistan-Afghanistan border. India fears that a militarily strong Pakistan in the wake of US sanctions against the supply of similar weapons to India is a threat to its own security. Last month the US Defense Security Cooperation Agency, which handles all government-to-government military sales, informed the US Congress of a weapons package for Pakistan. It includes TOW anti-tank missiles, Phalanx shipborne guns and P-3C Orion long-range maritime-patrol strike aircraft at a total cost of US$971 million.
    The news came as a bit of a shock to India, with Foreign Secretary Shyam Saran conveying India''s apprehension over the proposed sale to incoming US secretary of state Condoleezza Rice. What was particularly galling was the fact that the Indian navy had been in negotiation for over three years for the purchase of 12 P-3C Orions to bolster reconnaissance capabilities. India instead was offered older hand-me-down P-3B models, which it turned down.
    With the latest US offer, comparing the Indian military acquisition to Pakistan''s would be redundant: if the Patriot deal goes through, it will provide the necessary strategic depth to India''s defense arsenal, making it significantly different from that of either China or Pakistan. The US offer to sell P-3C Orion naval reconnaissance aircraft is also an upgraded one with the version being offered to India the "P-3C plus", equipped with the latest avionics and equipment systems. US officials describe it as a "maritime patrol aircraft with offensive capability", more advanced that what Pakistan will have at its disposal. Indeed, the US proposal comes during a period when India has been warming up to the Bush administration second term as well as an unprecedented level of US-India military ties over the past couple of years. Importantly, this break from the past, wherein the US has been reluctant *****pply arms to India, comes when Rice is set to take over the State Department.
    However, analysts here also warn against going all the way with the US. According to defense expert Bharat Karnad, "US arms supply policies are extremely fickle and hostage to not just the White House but also a number of committees and subcommittees in the US Congress, any of which could insert a rider to an Appropriations Bill negating at well a deal cut by the executive." There is truth in this caution; in the past the Indian navy''s entire Sea King helicopter fleet - with US components - was grounded in the face of US sanctions.
    But in the current context and by all accounts, the Indian government wants to move quickly on the United States'' offer. According to a detailed report that appeared in the Indian Express, the UPA government wants Raytheon, which manufactures the Patriot system, to give a presentation; it is likely that India will accept the offer of the 30J-30 Hercules aircraft, the only medium-lift plane in its class that carries tanks and troops to battle; on the F-16 planes also offered to Pakistan, the paper said the UPA government was not likely to be interested as India already has Russian Su-30 MKIs and French Mirage 2000s. The P-3C Orion aircraft is expected to be picked up, as the Indian navy is keen to have a long-range maritime surveillance platform, with anti-submarine capabilities. It is understood that F-16 manufacturer Lockheed Martin approached the Indian Embassy in Washington with an offer after New Delhi objected to F-16 sales to Pakistan. Lockheed Martin''s representatives said India was cleared by the Pentagon for the supply of F-16s, the P-3C Orion and C-130J-30 stretched Hercules transport aircraft.
    Indeed, the latest India-US entente is a culmination of the two critical components through which India is being perceived by the Bush II regime. One is purely business, with India expected to tread the path of a reciprocal partner in other purchases such as the augmenting of Air India''s passenger aircraft, which is being keenly watched in Boeing headquarters in Seattle. It is also likely that India will pitch for the Arrow missile defense system, which is a joint US-Israel effort. India has already purchased the Green Pine radar system and the Phalcon early-warning aircraft from Israel. Between the Israeli offer and the US, India is likely to bend the Washington way because of the long-term political and strategic implications attached to the purchase.
    The second reason is the role that the US expects India to play in the international security structure, once US Secretary of State Colin Powell is out of the picture and Rice takes command of the foreign office. Rumsfeld, Vice President Dick Cheney and Rice have never been comfortable with Powell''s even hand to China with the intention of engaging the Asian giant in trade and security matters. Powell''s China-centric Asian approach has never gone down well with the neo-conservatives who control the Bush administration. The neo-cons prefer India to act as an effective check on the military and economic might of China. Rice has also never been comfortable with Powell''s mollycoddling of Pakistani President General Pervez Musharraf. Under Rice, Musharraf (who is on his way to Washington to meet with Bush) will continue to be very important to the US, but not at the cost of relations with India. With Powell out of the way, the path is clear and the arms offer is the first real indication of a more proactive India policy under Rice.
    Russia, meanwhile, is far from impressed with the deal. On Tuesday, officials told Delhi that Moscow would no longer transfer any high-technology defense system to India without a pact to protect intellectual property rights, and said India''s bid to buy the United States'' Patriot anti-missile system would not work on Russian-supplied platforms.
    "If India will not fully honor our interests, then there is no need to attach strings, con***ions and demands from Russia not to trade [in arms] with Pakistan," an unnamed Russian Defense Ministry source was quoted as saying by the state-run RIA Novosti agency, ahead of Russian President Vladimir Putin''s visit to India.
    Pointing out that currently, at the request of India, Moscow is not cooperating with Islamabad in the defense sector, the official said that if India does not keep Russia''s interests in mind, military ties with Pakistan can be resumed.
