    HSP Huygens Programme
    http://www.nuffic.nl/

    Introduction
The prestigious HSP Huygens programme is open to excellent students from all countries of the world. It is aimed at talented students who want to come to the Netherlands in the final phase of their bachelor studies or during their master studies. PhD applications can only be accepted from excellent students from Croatia, Turkey, Bulgaria and Romania.
The minister has reserved part of the total budget for excellent students following programmes in Dutch language and literature, so called Neerlandistiek. The candidates of Neerlandistiek must meet the same criteria as all other candidates.
The Dutch Minister for Education, Culture and Science has made four million euros available for international excellent students coming to the Netherlands under the HSP Huygens programme. There is no fixed number of available scholarships, but the actual number is determined by the total cost of the variable components of the scholarships.
Applications for the 2008-2009 academic year must be received by Nuffic by 1 February 2008 at the latest. The starting date of the HSP scholarship is September 1th, 2008.

    Announcements
Once we receive your application, we will send a confirmation via email. Because of the volume of applications, it may be some time before you hear from us. Please do not contact us for confirmation in the meantime.
Applications for the 2008-2009 academic year must be received by Nuffic by 1 February 2008 at the latest. Applications must be sent to us no later than 31 January 2008 (i.e. the date of the postmark must be 31 January or earlier).
    HSP FAQ
    1. The deadline for applications is 1 February 2008. Can I submit an application after this date?
No. Applications received after the deadline will not be considered. You must submit your complete dossier to Nuffic no later than 31 January. Dossiers postmarked later than 31 January will not be accepted.
    2. TOEFL or IELTS test
    a. English is not my native language but the language of instruction at my university was English, so my English is good. Do I still need to take a TOEFL test or an IELTS test?
No, not if the host institution in the Netherlands will provide you with a statement attesting that you have been granted uncon***ional admission to the Dutch programme or with a statement, confirming that your language skills are sufficient. Please attach their statement to your application.
    b. I want to get the organization where I passed my TOEFL test to send my results to Nuffic. What is Nuffic''s Institutional Code?
Nuffic doesn''t have an Institutional Code. It is therefore advisable to have them send it directly to you.
    c. Do I have to send a certified copy of the results of my TOEFL or IELTS test?
No, it is not necessary to send us a certified copy of the results of the TOEFL test, you just can send us a copy of the results of the test.
    3. I am already studying in the 2007-2008 academic year with a HSP Huygens scholarship, and I would like to extend my scholarship. Can I do this?
No. But you can submit a completely new application. The procedure you have to follow is exactly the same as for all other candidates in the same application round. You must, of course, also meet all the HSP criteria.
    4. I spoke to a course administrator at the place where I want to study, and asked them for a Huygens nomination letter. But they told me that they couldn help because they know nothing about the procedure. What do I do now?
You should refer the person in question to our website. The whole procedure is explained for them in Dutch. You could also remind them that each institution has its own central HSP Huygens contact person (usually someone from the international office) who can tell them everything they need to know about the procedure and the HSP Huygens nomination letter (please also read FAQ nr. 5).
    5. How do I find out the name of the HSP Huygens contact person at the Dutch institution?
Please click here to find the e-mail address of the HSP contact person at the Dutch institution.
    6. I want to study in the Netherlands, but where can I find an overview of Dutch institutions for higher education?
Please click here to find an overview of Dutch institutions (see also FAQ nr. 5).
    7. Can I apply for a HSP scholarship for more than one programme?
Yes, you can. But it will not increase your chances of getting a scholarship. You should first choose which study programme suits you best (e.g. is it what you really want, does it follow on from your previous study?). If you still decide to apply for a HSP scholarship for more than one programme, you must let the course directors know about this in your admission application. You will also have *****bmit a complete HSP application dossier for each programme that you apply for. Ultimately, you will have to choose which programme you want to follow.
    8. To qualify for a HSP scholarship, I have to be in the top 10% of students on my programme.
    How can I prove this?
When you ask your referees for a reference or a HSP Huygens nomination letter, ask them to state how you rank in terms of a percentage (top 10%, top 5% - the smaller the number, the better).
    9. CROHO quality certification
    a. What is CROHO?
CROHO is the system used by the Dutch authorities to register study programmes in the Netherlands. A programme must be registered in CROHO, for example, before you can use a title awarded on succesfull completion of the programme.
    b. Can I submit an HSP scholarship application for a programme if its CROHO registration has not been finalized by 1 February 2008?
Yes, but be aware that the scholarship will only be awarded if the programme is registered in CROHO no later than 1 September in the academic year to which your application relates.
    c. Where can I find the CROHO code of the Dutch study programme?
Please contact the HSP contact person at the Dutch institution (see also FAQ nr. 5).
    10. I have already applied for a scholarship for study in the Netherlands. Can I still apply for a HSP scholarship?
Yes. Please bear in mind that you will eventually have to choose between the HSP scholarship and any other scholarship you are offered. You may not have a HSP Huygens scholarship in combination with another scholarship for your studies in the Netherland.
    11. Can I apply if I have graduated more than two years ago, and I do meet all the other HSP requirements?
Yes, you can apply if you have graduated more than 2 years ago and fulfill all the other HSP requirements for eligibility. But please bear in mind that your curriculum vitae is of less quality than that of the other candidates who have not graduated more than 2 years ago. Your application will be assessed with respect to all the criteria, it is therefore important that you compensate the fact that you graduated more than 2 years ago.

    Requirements for eligibility
If you want to take part in the HSP Huygens programme, you must meet the following requirements.
You are an excellent student: you have obtained excellent results in all your previous studies and you are in the top 10% of students in your programme
Your prior education must have taken place outside the Netherlands
The Dutch programme should be on the CROHO list.
Your study in the Netherlands should be in the final phase of your bachelor studies, or during your master studies, and must be used primarily to earn a degree at the Dutch institution.
At the start of the academic year (1 September) in which you study in the Netherlands, you must be no older than 35 years of age.
Scholarships are only awarded for studies lasting at least 6 months, but no longer than 24 months.
Your studies in the Netherlands must constitute a deepening and broadening of your previous studies in your home country.
You must be proficient in the language of instruction of your chosen programme.
If you are already a graduate, you must have graduated less than two years ago.
If you are a student of Neerlandistiek, the language of instruction of your programme has to be Dutch.
Explanation of the Requirements for eligibility
    Your study in the Netherlands:
    - If you want to do research or practical training, it is possible, but it must form part of your studies (a programme on the CROHO list), i.e. you must earn study cre***s for it.
    - Scholarships are only awarded for an MPhil. Programme, if this programme leads to the award of a Dutch master degree
    - If you are an exchange student or if you want to follow a non-degree programme, it is possible to apply for a HSP scholarship, but please bear in mind that one of the objectives of the HSP programme is to allow students to study towards a degree at Dutch higher education institutions. This means that candidates who apply to study for a degree will have a greater chance of being awarded a scholarship than candidates who apply for non-degree programmes.
CROHO list: You can only submit a HSP scholarship application for Dutch programmes that are in CROHO, the Central Register of Higher Education Programmes. This information can be found in the Dutch nomination letter. Otherwise you can ask for it from the HSP contact person at the Dutch institution.
Language proficiency: if you cannot present a certificate comparable to a TOELF or IELTS certificate, please attach a statement to your application from the host institution in the Netherlands, attesting that you have been granted uncon***ional admission to the institution or confirming that your language skills are sufficient
    Scholarship outline
Scholarships are awarded for a period of no less than six months and no more than 24 months. They include the following components:
a monthly allowance of 900 euros (this includes a standard contribution towards healthcare insurance)
a generous reimbursement of tuition fees or a contribution towards the costs of the PhD thesis, as estimated in the research proposal
    visa fees (standard contribution)
a one-off payment towards international travel costs (standard contribution based on country of origin)
The average value of scholarships awarded in 2006 was 22.000
    Application procedure
If you want to apply for a scholarship, you must first obtain a HSP Huygens nomination letter from the Dutch host institution for your chosen study programme.
First of all, you are an excellent student
You have to apply for admission to a study programme
When you apply for admission to a study programme in the Netherlands, you should indicate that your study performance is excellent and that you wish to be nominated for the prestigious HSP programme.
Important! The admission criteria for the study programme will differ from the requirements that the commission adheres to when selecting academically excellent students for the HSP programme. See the section entitled Requirements for eligibility elsewhere on this website.
If the Dutch institution agrees with your candidacy for a HSP Huygens scholarship, they will send you by e-mail a HSP Huygens nomination letter. The nomination letter is a standardized form used by the institution to provide Nuffic with some details about your unique attributes and your proposed programme of study.
You can submit an application to Nuffic as soon as you have received a HSP Huygens nomination letter.
The application dossier must include the following documents.
    1. A printed HSP Huygens application form (including checklist), completed in full, signed.
    2. A HSP Huygens nomination letter
    3. Your curriculum vitae
    4. Copies of relevant diplomas, certificates and transcripts
    5. A reasoned account of your motivation for wanting to study in the Netherlands (about one side of an A4-sized sheet)
    6. Two letters of reference
    7. A statement of your language proficiency
    8. A copy of your passport or identity card.
    PhD applicants must also include:
    - a training and supervision plan signed by both the prospective PhD student and the supervisor or a research proposal that has been approved and signed by the supervisor.
    Explanation of the required documentation
Your motivation must include the following points:
    - why you have chosen to study this programme in the Netherlands;
    - what value the programme would add to your previous education;
    - what the Dutch programme would mean for your future career;
The letters of reference should be on the institution official notepaper and must be signed and dated. They must also include:
    - the student name
    - the name, position, institution and department of the referee (and their relationship to the andidate)
    - description of the candidate excellent academic ability
    - at least one of which should be from your home country or the country where you are currently studying (for PhD applicants: at least one letter should be from your PhD supervisor at the Dutch institution).
The statement of your language proficiency. This can be one of the documents mentioned here below:
    - a statement from the host institution, attesting that you have been granted uncon***ional admission to the institution, or
    - a statement from the host institution, confirming that your language skills are sufficient, or
    - a TOEFL or an IELTS certificate for English-taught programmes, or
    - a certificate showing your proficiency in Dutch as a second language (NT2) for Dutch-taught
    programmes

<-- rất tiếc link này đã down rồi ạ .. mà năm này application form được print từ account luôn các bác nhỉ
Important: do not complete this application form until you have received your nomination letter from the Dutch institution.
Once you have compiled your application dossier:
    1. send the application form no later than 31 January by e-mail to: hsphp@nuffic.nl . You must include the name of the HSP Huygens programme and your family name in the subject of your e-mail;
Important: We only accept completely filled out digital application forms. Application forms can not be accepted without CROHO code, tuition fee, name of the Dutch institution.
    2. send the complete dossier, including a print-out of the application form (the print-out should be identical to the one you sent by e-mail) by post to the address below.
    Nuffic
    HSP Huygens Programme
    Kortenaerkade 11
    2518 AX THE HAGUE or
    PO Box 29777
    2502 LT THE HAGUE
Do not include original documents in your dossier, but make single-sided copies of relevant documents on plain A4-sized paper. All documents must be in either English or Dutch. Documents in any other language must be accompanied by an official translation.
Incomplete dossiers or dossiers received late cannot be accepted!!
    Closing date
Applications for the 2007-2008 academic year must be received by Nuffic by 1 February 2007 at the latest. You must submit your complete dossier to Nuffic no later than 31 January. Dossiers postmarked later than 31 January will not be accepted.
Important: the 2007-2008 academic year starts on 1 September 2007. All scholarships awarded will start from that date, and not earlier. A later scholarship start date is possible, however.

    Selection procedure
The most important criterion is top quality in all senses of the word. The Minister for Education has appointed a special committee to assess quality. The committee is chaired by Nobel Prize winner Professor Gerard Hooft, and makes its assessment based solely on your application dossier. There are no selection interviews. All aspects of your application dossier are considered when your application is assessed. Certain criteria are ard? e.g. your average grades, your age, the level of your studies, degree orientation, length of studies and quality certification (CROHO) of the Dutch programme. The committee also considers the following aspects:
    your study history and pace
    your diplomas and grades
    your nomination letter
    your reference letters
the strength of your written motivation setting out why you have chosen to study this programme in the Netherlands and the value it can add to your prior education
the importance of the Dutch programme for your future career
how well the proposed studies match your previous education
    extracurricular activities
Nuffic lets you know the decision of the selection committee as soon as possible after 1 May. The outcome will first be published on the internet. We will send all applicants an e-mail explaining how to access this information. You will also be sent a letter by regular mail to let you know the outcome.
If you are selected, your host institution will make arrangements for your accommodation, healthcare insurance and certain immigration procedures.
    Visa requirements.
To enter the Netherlands and take up temporary residence, you will need to complete the correct immigration formalities. What the immigration authorities require depends on what nationality you have and on what purpose you are coming for. See: http://www.nuffic.nl/immigration/.
If you have been selected for the HSP scholarship: please contact the HSP contact person of your host institution for more information about the procedure before taking any action.
    Payment of the scholarship
Nuffic will not pay the scholarship directly to students. You will receive the scholarship from your host institution at the start of the academic year.
