    The 3rd test ( from June 1 to June 15 )
    Bộ trưởng bộ kế hoạch và đầu tư Trần Xuân Giá cho biết các khu vực công nghiệp cần phải duy trì phần lớn vốn đầu tư quốc gia để thúc đẩy tăng trưởng kinh tế. Đầu tư cần phải tập trung vào phát triển công nghiệp ở các khu vực đồng bằng và trung du . Các doanh nghiệp công nghiệp chiếm 10% ngân sách nhà nước & 45 % tổng đầu tư quốc gia . Số phần trăm này cần phải được duy trì để kích thích phát triển.

    Well,not a really good translation but i wanna have a crack at it.

    Minister of Planning and Investment Department Tran Xuan Gia suggested that industrial sectors preserve a large proportion of national investment fund to jack up economic growth. Investment needed to focus on developing industrialization in delta and midlands.(According to Gia) Industrial businesses account for 10% of the nation's budget and 45% of gross national investment . (He went on saying that)These percentages were required to be maintained to promote the development.

    It's not wealth one asks for, but just enough to preserve one's dignity, to work unhampered,to be generous, to be independent

Investment has to be concentrated in development of industry in midland and flat country. The industrial businesses occupy 10% of national budget and 45% of national investment canton.     nice translation NHHN but i don't understand why didn't you write everything in past tense.? The whole paragraph is a statement which was said in the past by Mr.Gia.

    I beg to differ with you! WHile it's true that you can use present tense to write about past events to make your report more lively, you can't mix past tense with present tense for a same statement in your writing unless there are some direct reporting forms in the statement or else it will be not cohesive and confusing.It is subjective to say that what Mr. Gia stated in his speech  is not only needed in the past but also presence . It's you who believe these things are facts but what about other readers.? If he had said something like this "the sun always rise in the East" ,then the statement is not subjective!  
    Your translation would have been better if you'd conjugated the whole statement in past or present tense.
    Any objection?
