Solutions discussed to realize socio-economic and budget plans in 2008
VNGOP ?" A national conference was started yesterday morning, December 25, in Hà Nội under the chairmanship of PM *************** to discuss the implementation the National Assemblys resolutions on socio-economic development and State budget plans in 2008.
In his opening speech, PM *************** emphasized that the Government will do its utmost right in early 2008, the fringe year of the five-year plan 2006-2010, to fulfill major socio-economic goals, so as to lift Việt Nam from the low-income status by late 2008.
The Government chief asked ministries, sectors, and local authorities to proactively contribute their opinions to the Government?Ts draft resolution on main solutions to guide the realization of socio-economic development and State budget plans in 2008.
The draft resolution shows a high determination to advance to a socio-economy of high and sustainable growth rate. All solution groups mentioned in the document are aimed to improve the business and investment environment, speed up growth rate, and increase the economy?Ts quality, effectiveness, competitiveness and stability. Other important tasks are to properly settle social issues; protect environment; boost administrative reforms; perfect the State apparatus; maintain national sovereignty, political security and social safety; promote anti-corruption, anti-prodigality and thrift practice; and actively integrate into the international economy.
The Government paid a special attention to solutions to push up capital construction, considering this work a major duty to ensure a high growth rate in 2008.
In the first working day, the participants listened to some reports presented by Deputy PM, Minister of Education and Training Nguyễn Thiện Nhân, ministers of Planning and Investment, Labor-War Invalids and Social Affairs, Finance, Industry and Trade, Health, Transport, Agriculture and Rural Development, Internal Affairs, Resource and Environment, and the Government Inspectorate.
In their reports, ministerial leaders thoroughly analyzed causes of difficulties and unsolved problems within their competence and proposed solutions.

Gov?Tt and localities gain high consensus in solutions to fulfil socio-economic tasks 2008

In the second day of the conference on the ways to implement the National Assembly resolutions on socio-economic development and State budget plans in 2008, December 26, nearly 20 speeches were presented by local leaders, showing their agreement with ten solution groups and 233 specific ways put forth by the Government to boost socio-economic development next year.
Mentioning the improvement of economic competitiveness and administrative reforms, representatives of Hà Nội asserted that, first and foremost, it is necessary to renovate and perfect the institutions. They also suggested the Government build more transparent and open institutions suitable to Vietnamese and international laws. Delegates from Hồ Chí Minh City and major investment attractions like Đồng Nai, Hải Phòng, Đà Nẵng, Cần Thơ focused on difficulties in infrastructure, environmental pollution, and shortage of high-skilled human resource.
Meanwhile, representatives from mountainous, central and southwest provinces paid attention to solutions to improve social life, poverty reduction, infrastructure construction and agricultural development in disadvantaged areas to narrow the gap between urban and rural areas as well as between the mountains and the plains.
Concluding the conference, PM *************** once again stressed that the conference was aimed to design a resolution to fulfill all duties assigned by the National Assembly, with better results compared to previous year.
The PM urged ministries, sectors and localities to center on five tasks:
First, every sector and locality should set proper growth goals. It is also necessary to ensure a rapid and sustainable growth rate through facilitating enterprises?T establishment and operation, and lifting difficulties in disbursement and investment formalities;
Second, to deal with social issues, especially poverty alleviation;
Third, to increase the absorbability of capital and make good preparation in terms of infrastructure, transport, electricity, harbor and human resource;
Fourth, to boost administrative reforms, from procedures to apparatus and the contingent of civil servants;
Finally, to promote anti-corruption./.

Greater importance to be placed on anti-corruption in 2008
VNGOP ?" In 2007, laws and legal documents on anti-corruption have been popularized among civil servants; mechanisms and solutions to control corruptions tightened; some notorious corruption cases came up for trial; and many agencies in charge of anti-corruption established at all levels.
The above-mentioned results were obtained with a high consensus at a meeting on anti-corruption between the Central Steering Committee for Anti-corruption (CSCA) and leaders of 32 northern provinces held last week in Hà Nội.
Addressing the meeting, PM ***************, CSCA Chairman, asserted that, in order fulfill socio-economic goals in 2008, the hinge year of the five-year plan 2006-1010, greater importance must be attached to anti-corruption. The Government chief pointed out some major duties to be drastically carried out by all ministries, sectors and localities next year:
- To fight against corruption in a consistent and persistent manner under laws and with practical and effective actions;
- To further build up institutions for anti-corruption and speed up administrative reforms;
- To pay attention to inspection work at ministerial, sectoral and local levels;
- To encourage the public, mass organizations and media to take part in the struggle against corruption.

PM calls for efforts to obtain GDP growth rate of 9% and lower CPI in 2008
VNGOP ?" In the last regular meeting of the Government in 2007 on December 23?"24, PM *************** stressed the solutions to deal with challenges right in early 2008 and speed up administrative formality reform and anti-corruption, so as to reach a sustainable socio-economic development and GDP growth rate of 9%.
Assessing the socio-economic development and the Government?Ts performance in 2007, all Cabinet members agreed that, despite of many difficulties, especially natural calamities, epidemics, and price escalation in the world market, Việt Nam still gained a record GDP growth rate of 8.5% for the last decade, an export revenue of over US $48.3 billion and attracted more than US $20 billion in FDI.
The above positive achievements have been resulted from the drastic direction from the Government and the PM as well as great efforts of all ministries, sectors and localities.
Development goals for 2008
GDP growth rate: 9%
GDP per capita: about US $960
Total development investment: VND 567.3 trillion (42% of GDP)
Total export turnover: US $57.6-58.6 billion (increasing by 20-22% against 2007)
Generating jobs for 1.7 million turns of laborers
Poverty rate reduced to 11-12%
In 2007, the Government fruitfully managed to improve the quality of institutions, providing a favorable legal corridor for socio-economic development; maintain macro balances and regulate prices under the market rules; supervise the construction and disbursement of State budget-using projects; and speed up the equitization of State-run enterprises. Administrative reforms, anti-corruption, and thrift practice were highly appreciated by the public.
Particularly, according to a report made by Minister, Head of the Government Office Nguyễn Xuân Phúc, PM ***************?Ts online talks to the public was a turning point in the Government?Ts performance, showing the leaders?T transparency, openness and readiness to welcome people?Ts proposals and aspirations.
Mentioning the Government?Ts agenda in 2008, PM Dũng asked all ministries, sectors and local authorities to further boost the realization of nine solution groups submitted by the PM to the 12th National Assembly.
The PM also ordered to put the socio-economic development plan into reality and control consumer prices right in early 2008. He asked ministries and sectors to prepare an abundant quantity of goods and ensure social order and safety during the tra***ional Lunar New Year.
