    ........................................................................................................

    Malaysia may buy more Su-30 fighters from Russia
    14:32 | 12/ 12/ 2007

    MOSCOW, December 12 (RIA Novosti) - Malaysia may soon order a new batch of Russian-made Su-30MKM combat aircraft to equip an ad***ional fighter squadron, a Russian source at the recent LIMA-2007 air show said Wednesday.
    The Southeast Asian country has already received six out of 18 Su-30MKM fighters under a $900-million contract signed in 2003. The remaining 12 aircraft will be delivered in two shipments by the end of 2008.
    "The Malaysian Royal Air Force is considering a new contract on the purchase of Russian Su-30MKM fighters," the source said.
    The Su-30MKM is a multi-role Flanker variant based on the Su-30MKI model and features a customized avionics suite to meet Malaysian specifications.
    The aircraft are being manufactured at Sukhoi''s Irkutsk aircraft manufacturing plant in Siberia.
    Malaysia currently operates a mixed fighter fleet, with the Russian MiG-29N Fulcrum, and the U.S.-made F/A-18D Hornet and F-5 Tiger.

    ROYAL MALAYSIAN AIR FORCE MAY DECIDE IT''S NEXT GENERATION FIGHTER NEXT YEAR
    Interview with General Suleiman Bin Mahmud, Chief of the Royal Malaysian Air Force
    KANWA: Some media reported before that Malaysia sometimes suffers in maintenance and repair of MiG29 due to the lack of spare parts for it. Is this true?
    A: We do have problems in getting spares for not only Russian aircraft but also other Western aircrafts.
    KANWA: Are you satisfied with the service for MiG29?
    A: Yes. We have an organization called Aerospace Technology Service Center, ATSC in short. It is partially owned by the Malaysian government and specially set up to maintain MiG29 aircraft. MiG-MAPO plus one or two other shareholders also form this company but it is basically a government company. It dose all the logistics as well as all the second line maintenances. Up to today, a fair number of aircrafts have become serviceable, and more will be so by the end of the year. Most of the aircrafts came with the levels that needed second line services in this ATSC for inspection and maintenance check. Because the serviceability of aircrafts was not sufficient, all those were held in ATSC first.
    One of the reasons for that situation was Russian bureaucracy. There seemed a lot of steps required in the process of export. The second reason is long delivery time. Products were delivered long after the order. The cost was exuberant, too. For the order within one month delivery, ad***ional payment was required. Thirdly, Russia required the part of the payment at first, then the rest when delivery. We were not used to this kind of system. Then in 1997, we had recession, when we did not order any spare except critical ones. After the recession, our flying service was not controlled any more so that the intervals for changing spares for maintenance became closer. Now, we have this ATSC program with Russia to get spares from Russia as soon as possible and it has been performing very well.
    KANWA: I heard that Indian government has involved in the maintenance program. What kind of service are they offering?
    A: Nothing or minimum as long as I know. There may be some communication between our governments regarding spares, but they are also short of spares.
    KANWA: I asked three different pilots which aircraft they prefer to fly, MiG29 or F18. All of them preferred MiG29. What do you think is the reason?
    A: I cannot answer this kind of question, however, I will point out the difference. MiG29 is air to air interceptor and F18 we have is for ground attack so that there are differences in roles and performances.
    KANWA: Do you have an upgrading plan for MiG29?
    A: Yes. In fact, Mig-MAPO, now Russian Aircraft Corporation, is offering some proposal for upgrading MiG29 to MRCA multi-combat aircraft standard, with Zhuk-M radar system. Our priority, however, is to get aircraft services first through ATSC program, the program to make good of present asset. Not too long in the future, presumably in about 8 to 10 years, we will have to do midlife inspection on the MiG29 and if we have enough funds then, it might be a good time for the upgrade.
    KANWA: Major aircraft companies are now promoting the most advanced generation such as Sukhoi Bureau for Su30MKM and the US for F18E. Do you have any concrete plan for the next generation aircraft?
    A: Two or three capabilities need to be developed and enhanced and now we are prioritizing which capability should come first. One of them is a multi-role combat aircraft, because a small country like us cannot afford many numbers of aircrafts. At the moment, we have MiG29 for air to air, and F18D for air to ground. If we buy some more, it should be sensible and more economical. If the multi-role combat aircraft is the first priority, we will evaluate all the aircrafts within that class such as F18E/F, Su30, MiG29MRCA, which have two engines, and for a single engine, Rafale. For the later generation Typhoon, I do not think we can afford it.
    KANWA: When are you going to make the decision?
    A: Maybe next year.
    KANWA: Looking around your country, China has Su30MKK, probably so does Indonesia, and Vietnam may follow them. Do you think that this kind of situation will change the air power in this region?
    A: Air power in this region is certainly increasing. In 1967, Britain implemented the policy of East of Suez and started going back. We did not have air defense until British pulled out. After that, we and other countries started to build up our air defense. Our Royal Air Force has moved from counter-agency bias to conventional air defense type. I do not think we are arms-racing here. We are just building up our own forces so that they can reach the credible level to maintain integrity and sovereignty of our space. It is our sovereign interest.
    KANWA: Do you have a plan to purchase AWACS?
    A: As I mentioned earlier, we have two or three capabilities to examine and early warning system is one of them and it could be any type of system. We have not finalized what kind of specifications we need and when we can buy. Fund is not available yet. Many factors have to be considered when determining which capability to be developed, such as strategic scenarios and relationships between countries. As far as Royal Malaysian Air Force is concerned, among ASEAN countries, we have established very close ties with other countries. Even though we do not have any military agreement with them, we have frequent exchanges. The delegations from overseas, from African countries to Arab, have grown tremendously. In fact, we had the largest delegation this time than ever despite the terrorist attack and its aftermath.
    KANWA: I have visited Singapore and Malaysia and have the impression that both countries are competing each other. For example, after Singapore imported F16 Block 52, Malaysia obtained F18. What is your comment on this?
    A: It is just the result each of us has tried to achieve severally. As you know, we were one country during Britain''s colony and then separated. Both of us had to build our own defense forces at about the same time. Probably that is why. The only thing Singapore does not have is counter-agency capability because they did not need to fight in jungle but we did. We are still on the process of modernization and so are all the countries in the area and we cannot be left behind. We are trying to keep up new technology and to embark on new equipment that is available. That is why we hold LIMA so that we can really see what is in the market, what will be in the market, who is developing and so on. The future aircrafts are going to be chip-driven, I mean IC-driven, computerized ones. As a result, different kind of personnel and technologies are required from the times when I joined the Air Force. (Kanwa Lankawei 2001)

    MiG-29M éá MiG-29M2
    Both the MiG-29M (single seat) and MiG-29M2 (double seat) aircraft are the "4++" generation multi-role fighters with the extended range, weapons increased load and airborne weapons broad nomenclature.
    Main technical and technological innovations applied on the MiG-29M/M2 fighters are as follows:
    õ?" improved fuselage & wing;
    õ?" fly-by-wire control system with quadruple redundancy;
    õ?" significantly reduced radar signature;
    õ?" increased internal fuel capacity and in-flight refueling possibility;
    õ?" increased weapons load stored at nine external hard points.
    The MiG-29M/M2 fighters belong to the new unified combat aircraft family designed on the basis of MiG-29K/KUB carrier-based fighters.
    The power plant includes RD-33MK engines with increased thrust power, equipped with smokeless combustion chamber and new electronic control system (of FADEC type). Engines are of the module structure and have increased reliability and service life.
    Upon customerõ?Ts request the fighters can be equipped with the modified "all aspect" vectored thrust RD-33MK engine ensuring the aircraft superiority in a maneuvering dogfight. The power plant of two vectored thrust engines was tested on the super-maneuverable prototype-aircraft MiG-29M OVT.
    The MiG-29M/M2 fighters are remarkable for the improved operational characteristics and increased reliability of assemblies, systems and units. As compared to the previous fighters the flight hour cost is reduced about 2.5 times. The MiG-29M/M2 fighters are intended for the on-con***ion maintenance.
    The airborne avionics is of the open architecture based on MIL-STD-1553B standard that allows the installation on aircraft of new equipment and weapons of Russian and foreign origin upon customer request.
    The fighter has multi-role, multi-mode "pulse-Doppler" type radar "Zhuk-ME" manufactured by "Fazotron-NIIP" Corporation. The radar is provided with the slot array. As compared with radars of the previous generation, "Zhuk-ME" has wider scanning angle in azimuth, twice longer target detection range, less weight and increased reliability. "Zhuk-ME" provides tracking up to 10 air targets with four targets simultaneous firing with missiles.
    The MiG-29M/M2 fighters are equipped with state-of-the-art multi-channel IRST with target designation system to the anti-radar passive war-head missiles.
    There is the possibility of installation on aircraft of IR and laser sighting equipment pods for ground targets illumination.
    Weapons system includes "A-A", "A-S" missiles, guided aerial bombs, rockets, aerial bombs and built-in air-gun of 30 mm caliber. Upon request of the customer the new types of weapons can be applied. The MiG-29M/M2 fighters weapons allow to destruct air targets as well as the movable and stationary ground/surface targets.
    Both the single and double seat versions of aircraft have the same airborne equipment and weapons as well as the high unification level of structure.
    For the MiG-29M/M2 fighters the full set of training means was developed.
