    Algeria asks Russia to swap MiG-29s for Su-30 fighters - paper
    15/05/2008 12:48 MOSCOW, May 15 (RIA Novosti) - Algeria has asked Russia to deliver between 14 and 16 ad***ional Su-30 Flanker fighters in exchange for the MiG-29 Fulcrum aircraft it was supposed to receive under a contract that was terminated this year, a Russian business daily said.
    "The Irkut corporation may deliver 14-16 Su-30MKA fighters [to the Algerian air force] for the same amount stipulated in the MiG contract," Russia''s Kommersant business daily quoted a source in the defense industry as saying.
    Russian arms export monopoly Rosoboronexport had signed a $1.3-bln contract to deliver 29 one-seat MiG-29SMT fighters and six two-seat MiG-29UB fighters to Algeria in March 2006 as part of an $8 billion military-technical cooperation agreement.
    After receiving 15 MiG fighters, Algeria began refusing further deliveries in May 2007. It froze all payments under military contracts with Russia in October 2007, requiring that Moscow first take back 15 MiG-29s due to their "inferior quality."
    The aircraft were eventually returned to Russia in April this year and may be put in service with the Russian Air Force after ad***ional testing.
    Under a 2006 contract, worth about $2.5 billion, the Irkut corporation is supposed to deliver a total of 28 Su-30MKA fighters to Algeria until 2010. The company has supplied six aircraft so far.
    "If a contract for ad***ional aircraft is signed, we will start deliveries in 2011, following the completion of deliveries under the current contract in 2010," Irkut president Oleg Demchenko said.
    The Irkut Corporation, part of Russia''s United Aircraft Corporation (UAC), created in 2006, manufactures variants of the famed Su-30MK for India, Algeria, and Malaysia.

    Russia ready to offer Algeria MiG 35 fighters
    28/05/2008 19:51 BERLIN, May 28 (RIA Novosti) - Russia is prepared to offer Algeria new MiG-35 Fulcrum fighter aircraft to replace the MiG-29 Fulcrum aircraft due to be supplied under a contract terminated earlier this year, the MiG Corp. CEO said Wednesday.
    "We are currently in negotiations on delivering our fighter aircraft, including MiG-35s, to Algeria," Anatoly Belov said.
    Algeria has requested that Russia deliver between 14 and 16 ad***ional Su-30 Flanker fighters in exchange for the MiG-29s.

    Russian-Chinese military relations at a low point
    27/05/2008 15:43 MOSCOW. (Nikita Petrov for RIA Novosti) - Russian President Dmitry Medvedev''s recent visit to China has encouraged economic, cultural and other ties. The parties also signed a whole package of documents, including a $1.5 billion deal on Russia''s contribution to China''s nuclear power generation.
    The only issue the journalists on Medvedev''s team overlooked was military technical cooperation - an area of relations that has been gathering moss for quite a while.
    The bilateral commission on military technical cooperation has not met for two years, and Russia''s defense minister has repeatedly postponed his visit to Beijing. Military experts say that Russian companies are not working on a single major contract for China, supplying only spare parts and components, including for the assembly of Mi-8 Hip and Mi-17 Hip H transport helicopters.
    Not long ago, Russian arms and equipment supplies to China made up 40% of Russia''s military exports, and earned the country between $1.8 billion and $2.5 billion a year. According to independent sources, Russian military deliveries to China over the past 15 years, mostly of aircraft, naval and air defense equipment, exceeded $25 billion.
    The Chinese Air Force currently has over 280 Russian Sukhoi Su-27 and Su-30 Flanker fighters.
    Several years ago, Beijing bought a license to assemble 200 Su-27SK fighters at the Shenyang Aircraft Corporation. But China suspended the contract after producing just 105 aircraft. Analysts say the Chinese have learned to build the planes without Russian assistance, and therefore no longer need the Russian-made components, even though China''s JF-17 Thunder fighters need the RD-93 engines produced at the Moscow-based Chernyshev machine-building plant.
    The aircraft were delivered to China together with air-to-surface (X-35), anti-ship (X-31A) and anti-radar (X-31P) missiles.
    China also bought a large batch of Mi-8, Mi-17 and Mi-171 helicopters and engines for them. Russia has built four Sovremenny class destroyers for the Chinese Navy and armed them with supersonic Moskit anti-ship missiles (SS-N-22 Sunburn).
    China ordered the construction of twelve diesel-electric submarines (two Project 877EKM and 10 Project 636 and Project 636M Amur submarines), armed with Club-S anti-ship cruise missiles, in St. Petersburg.
    Beijing also bought as many as 60 air defense systems (28 S-300PMU-1 and S-300PMU-2 systems and approximately 30 Tor-M1 air defense systems made at the Almaz-Antei concern).
    There are several reasons for the recent problems in Russian-Chinese military technical cooperation. One was Russia''s failure to deliver on a $1.5 billion order for 34 Il-76MD Candid transport and landing aircraft and four Il-78 Midas flying tankers.
    The contract had been initially placed with the TAPO plant in Tashkent, which proved to be in no con***ion to fulfill it. Large numbers of staff had deserted the company while it was idle, and its equipment had either been plundered or become obsolete. The contract was then moved to Ulyanovsk, which was not ready to build so many planes at such short notice either.
    Most importantly, China no longer wants to buy what Russia has to offer, preferring to import weapons of its choice together with licenses and technology for their production, which Moscow is not willing to provide. China has not signed a copyright agreement with Russia and is producing the J-11B aircraft, effectively a carbon copy of the Su-27SK Flanker. Beijing even exports the plane to Pakistan without getting a permit from Sukhoi, which holds the patent for the Su planes, or paying royalties to it.
    China is interested in Russian armor and artillery, including the Nona-SVK and Vena self-propelled gun, the 152-mm Msta-S howitzer, the T-90S main battle tank, the Smerch multiple-launch rocket system, the BTR-80 and BTR-90 armored personnel carriers. It has also expressed an interest in multirole helicopters, such as the Mi-28N Havoc and Ka-50 Black Shark.
    But Moscow is in no in hurry to sign the agreement, for several reasons. Although China is friendly now, nobody knows how it will behave tomorrow, when new leaders replace the Old Guard who were brought up to respect the Soviet Union and Russia. The United States is openly worried over China''s growing military might. Is Russia supplying weapons to an army that may turn against it tomorrow?
    That is pure speculation, of course, but theories have become reality more than once before in history.
    Such caution is not pleasant for China, which has suggested that Russia think about the future of bilateral military technical cooperation. Bilateral military ties would have been rolled back to zero very quickly, if not for a European ban on the supply of weapons and combat control systems to China.
    But moratoriums are lifted, sooner or later. Economic expediency, financial gain, and rivalry with other arms producers and suppliers may eventually force Europe to resume cooperation with China, leaving Russia empty-handed.
    Russia''s President Dmitry Medvedev and Chinese leader Hu Jintao probably discussed military technical cooperation in Beijing, and we may soon learn what they have decided. Visits to China by Defense Minister Anatoly Serdyukov and Chief of the General Staff Yury Baluyevsky are still on the ministry''s agenda this year.

    Venezuela to deploy two new Russian Su-30 fighter jets
    30/05/2008 09:08 CARACAS, May 30 (RIA Novosti) - Venezuela will put two new Russian Su-30 fighter planes on combat duty on Friday, bringing the total number to 22, news agency ABN cited the president as saying.
    Hugo Chavez told a meeting of the United Socialist Party of Venezuela: "From Friday we will have on combat duty 22 Russian Su-30 planes, which will fulfill the role of defending the independence and sovereignty of our country."
    Oil-rich Venezuela is a major purchaser of Russian weapons and hardware. In 2005-2006, Venezuela ordered weaponry from Russia worth $3.4 billion, including 24 Su-30MK2V Flanker fighters, Tor-M1 air defense missile systems, Mi-17B multi-role helicopters, Mi-35 Hind E attack helicopters and Mi-26 Halo heavy transport helicopters.
    The president also said that the first test launch of a Russian guided air-to-air missile will be carried out in the near future as part of the modernization of the Venezuelan armed forces.
    "We are preparing for the launch of a Russian guided missile with a range of 115 kilometers (71 miles), about which we will give further details later," he said.
    Chavez, a former military officer, said he may personally carry out the first launch of the new missile, controlled by the pilot via a television guidance system.
    Next month, Venezuela plans to conclude several contracts with Russia on the purchase of military equipment worth at least $2 billion, Russian business daily Kommersant reported on Monday.
    Chavez is expected to pay an official visit to Moscow in the near future to conclude the necessary agreements with Russia''s new President Dmitry Medvedev, who earlier pledged to maintain close military cooperation with Caracas, the newspaper said.
    Russia has repeatedly stated that it will actively participate in the modernization of the Venezuelan armed forces until 2013.

    Venezuela shows off military might in missile test

    LA ORCHILA, Venezuela, June 6 (Reuters) - Venezuela test-fired missiles in the Caribbean Sea on Friday in a display of military strength at a time of tense relations between Washington and leftist President Hugo Chavez.
    Five Russian Sukhoi fighter jets swooped over the military base on the island of La Orchila, dropping a half-tonne bomb and firing a KH-59 missile at a seaborne target. A patrol boat fired an Otomat surface-to-surface missile at the same target.
    Air Force Commander Gen. Luis Jose Berroteran, said the newly acquired military equipment would help Venezuela ward off potential invasions.
    "When you have (resources) that are desired by foreign powers, you have an obligation to your people to defend them," he said.
    Chavez frequently accuses the United States of plotting his overthrow to snatch the OPEC nation''s oil reserves, and in recent weeks has said the U.S. attitude toward Venezuela echoes U.S. "aggression" in Iran and Iraq.
    The test was the first display of firepower purchased from Russia and China using profits from its record oil revenues.
    Washington has criticized Chavez''s military buildup, arguing it could destabilize the region. Chavez bought the Russian fighter jets after the United States blocked his efforts to buy planes with U.S. technology.
    Venezuela has the fourth-largest military budget in Latin America, and analysts say its military spending is relatively low in relation to its GDP.
    Tensions remain high between the United States, Venezuela and its neighbor, U.S.-ally Colombia, which accuses Chavez of helping Marxist insurgents fighting the government.
    This week, U.S. Ambassador to Venezuela Patrick Duddy said relations between the two countries were going through "very difficult times."
    Chavez sees a U.S. plan to relaunch its fourth naval fleet in the Caribbean after nearly 60 years as a threat and says incidents such as the violation of Venezuela airspace by a U.S. warplane in May are evidence of hostility.
    "We are threatened by the empire. What do they want, that we disarm?," he said in May after the airspace incident, which also took place near the La Orchila base, home to a presidential retreat.
    "We are not going to harm anybody, but nobody should make mistakes with us."
    Increased weapons budgets in South America have prompted talk of an arms race in the region, but most analysts say the spending so far is justified after years of defense neglect.
    Caracas-based security analyst Rocio San Miguel says Venezuela needs to modernize its military to adequately control its vast land and maritime borders.
    "It is legitimate that a state renew its arms systems, and in Venezuela this is a necessity," she said. "The challenge is (to ensure) these acquisitions do not turn into threats to our neighbors." (E***ing by Brian Ellsworth and Stacey Joyce)
