The Vietnamese People''s Navy (VPN) currently possesses two Yugo-class midget submarines which were transferred from North Korea in 1997. These were immediately dispatched to Cam Ranh Bay for repair and overhaul due to their poor con***ion, and their current operational status is doubtful. These units are intended primarily for diver related operations and can accommodate six or seven divers.
The VPN has had a long-standing interest in developing a conventional submarine arm. The 1988-89 e***ion of Jane''s Fighting Ships reported that "one Soviet Foxtrot-class diesel-electric submarine is at least partly manned by Vietnamese personnel, presumably with a view to transfer in due course". This transfer never took place but in June 2000 there were reports of a Memorandum of Understanding covering the sale of a Russian Kilo-class submarine to Vietnam. This followed negotiations, which were started in late 1997 subsequent to the visit of a Russian Project 636 Kilo-class submarine to Cam Ranh Bay. There were no reports of progress on this deal until April 2009, when Russian state news service RIA Novosti revealed negotiations were taking place with Vietnam for the delivery of six Project 636 Kilo-class submarines. Russian sources at the IMDS show at St Petersburg in June 2009 confirmed that this export is going ahead. It is thought that finance for the deal will be through barter arrangements involving oil, and also through Soviet-era debt, as a result of insufficient funding in the defence budget. Acquisition of these assets would significantly expand the submarine arm in the face of increasingly assertive territorial claims from China over the Spratly Islands, 30 of which are occupied by Vietnam and are surrounded by rich fishing grounds and large estimated hydrocarbon reserves.

Chính xác thì Đoàn M96 hải quân được thành lập vào ngày 2-8-1996, nhưng gần một năm sau mới tiếp nhận những chiếc tàu ngầm đầu tiên từ một nước bạn. Lúc bấy giờ, vì thời gian gấp rút nên tài liệu tiếng nước ngoài được biên dịch tới đâu liền được biên soạn thành giáo trình huấn luyện cho từng chuyên ngành (cơ điện, hàng hải, vũ khí...) và đem ra sử dụng ngay.

Đại tá Hùng là một trong số những người tham gia xây dựng đơn vị từ những ngày đầu thành lập. Được đào tạo bài bản về tàu ngầm ở Liên Xô (cũ), nhưng mãi gần 10 năm sau người lính này mới có cơ hội thực hành khối kiến thức đã học từ nước bạn.

1997 là 10 năm sau thì có lẽ đã học lái từ 1987 cũng hơi trùng với khoảng 88.89 mà báo nói.
