    If you look carefully at the above picture, and compare it to the satellite imagery of the Vietnamese Yugo submarine, you will notice that it''s at the exact same peer at Cam Ranh naval base. It is probable that the I-SILC is the small boat moored directly opposite the Yugo in the satellite imagery, and that the ship moored to its rear is a tender/mothership.
