Have you ever heard of Proficiency Certificate of Michigan University?

This is a Certificate of Michigan University. It is held at December annualy and has an endless value. ( greater than Toefl ). It cost you 100 U.S dollars to attend . If you want to pass it, you have to master all skills in English ( more difficult than Toefl ) : Vocabulary-Grammar-Cloze-Reading; Speaking; Writing; Listening.
It's especially useful for you in job application.
But I still wonder why there are a lot of universities in the world don't accept this Certificate as a replacement for Toefl? <img src=imagesemotionicon_smile_question.gif border=0 align=middle>

Probably because it's not recognized internationally. Some university degrees with in the US are not even recognized by other states because different states have different educational standards.

6 reasons why the Toefl is still widely used rather than that Proficiency Certificate of Michigan State Uni. and others:
1. The Toefl has been used as the basic scale for a long time time and has been relatively expressive; plus it has been periodically changed to test the "true" E. ability of students.
2. All the tests base on these following skills: Listening, Grammar - Reading Comprehension, and Writing. Examinees can also take their spoken English Tests ad***ionally as well.
3. Getting the top score on the Toefl, which is 300/677, is hard is enough for international students. Even the Toefl can make itself more diffcult, but there is no need!
4. (For job application) There is hardly any company in the US that knows any English test, even the Toefl. All they care about are students' transcripts and working experience and face-to-face interviews.
5. Want more tests of English Fluency? Take the SAT I (Verbal focused) & SAT II (subject test)! These are much harder than the Toefl.

6. Who will be a neutral person to test the true value and establish a new system of the Proficiency Certificate comparing to the Toefl while it is just created by one of approximately a thousand schools in the US? Who cares? No one bothers to change when the Toefl is good enough.

thanks so much for your attention to my question . But I just agree with you in the reason 6 and the one of Angelique. Yeah, and I think that's enough. But why is the fee of Proficiency exam 100 U.S dollars? too expensive ( Toefl is 110 U.S dollars ) . Is it worth? Is there any of you highly appreciate this Certificate of Michigan Uni ( a very famous Uni in U.S). By the way, I would like to know the rank of Michigan Uni in American Uni System . Could you help me? Is it a private or public Uni?

(MSU) Michigan State University is the big Uni in America but it's not a very famous school.I think Uni of Michigan is bigger than MSU.The name of that school tells you that this is a public university.
Why do you have to say about that certificate from MSU ?.It doesn't make sense here.TOEFL and IELTS are the most favorite in the world.Let's take them and don't worry about the others.
