    Hi Windows,
    NGO ở Việt nam bây giờ nhiều như lợn con, ADB sẽ cho VN vay hơn 3 tỉ USD trong năm nay để phát triển, dự án sẽ nhiều không thể tưởng tượng, he he.
    Senior Officer như bạn nói thì cũng chả cần phải Havard hay Columbia gì đâu, sếp tớ chỉ mới là thạc sĩ nội địa, quan trọng là làm việc như thế nào thôi. Chỉ có điều là những thằng cầm đầu không phải là ngưòi Việt thôi.
    Các NGO đăng tuyển dụng rất nhiều nhưng họ cũng không tuyển dụng được vì các nguyên nhân:
    - Ban đầu, họ đòi hỏi quá cao và trình độ lao động tại Việt nam không có nhiều người đáp ứng được. Tổ chức của tôi cũng trong tình trạng như vậy, đành phải giảm một số yêu cầu xuống mới tuyển được người.
    - Về phía người lao động Việt nam, chúng ta quá thiếu tự tin. Lúc nào cũng lo tiếng Anh chưa tốt, kinh nghiệm không đủ, ngại giao tiếp với người nước ngoài... và kết quả là bỏ qua nhiều cơ hội tuyển dụng.
    - Một số người đủ tự tin thì lại không đủ năng lực, đặc biệt là các năng lực bước đầu (chuẩn bi CV, AP, interview, negotiate...) hoặc là yêu cầu quá cao so với khả năng.
    Kết luận: tự tin vừa phải, chuẩn bị kỹ lưỡng để cung và cầu lao động được gặp nhau, 2 bên cùng có lợi. Cơ hội làm ở NGO rất nhiều vì xin nhắc lại một lần nữa là các tổ chức phi chính phủ ở Vn nhiều như lợn con, cuốn NGO directory dầy như là cuốn những trang vàng của bưu điện ấy.

    Theo thiển ý của tớ thì Công Việc trong các NGOs không thoả mãn chí hướng của các bạn Nam. Nhiều khi tớ thấy không xứng đáng nhận đồng tiền mà họ trả cho mình.
    Vào NGOs không phải quá khó khăn, có 3 điều mà các bạn cần phải thuần thục khi muốn vào NGOs:
    - Năng lực làm việc
    - Tiếng Anh
    - Kỹ năng phỏng vấn

    Chuẩn bị, chuẩn bị và chuẩn bị.
    PS: Tớ rất thích những cá nhân tự tin, nhưng tớ thích những người có bằng cấp sau ĐH hơn, tuy tớ chưa tốt nghiệp ĐH

    I. Background
    Project VIE/01/021 (Support to the Formulation and
    Implementation of Vietnam National Agenda 21), which is
    supported by the United Nations Development Program (UNDP),
    the Danish International Development Agency (DANIDA) and the
    Swedish International Development Cooperation Agency (Sida),
    aims to facilitate the process of formulation and
    implementation of Viet Nam Agenda 21 referred to as the
    National Sustainable Development Strategy (NSDS).
    The project has two main objectives: (1) To provide the
    necessary inputs and technical expertise to ensure the
    formulation, adoption, and implementation of a solid,
    broad-based and comprehensive NSDS with clearly defined
    targets and a vision for the future; and (2) To strengthen
    the national environmental capacity to ensure the promotion
    of sustainable development and successful implementation of
    the NSDS.
    With the support of the project, the Government of Viet Nam
    has prepared a National Sustainable Development Strategy
    entitled the Strategic Orientation for Sustainable
    Development in Vietnam (Vietnam Agenda 21). The strategy was
    approved August 17, 2004 by the Prime Minister in decision
    No 153/2004/QD-TTg.
    Operational objectives for the Implementation Phase are:
    1) Build the necessary capacity of the Government to ensure
    the promotion of sustainable development
    2) Entrust a national inter-ministerial body with the task
    to coordinate and promote initiatives in support of
    sustainable development
    3) Call upon the local and sector authorities to undertake
    local and sector agenda 21 initiatives for their respective
    communities
    4) Enhance the local capacity for sustainable development
    planning and management as well as implementing specific
    projects in support of sustainable development
    5) Raise awareness and perception of sustainable development
    of major groups and encourage their participation in VA21
    implementation activities.
    The practical framework for implementation of the NA21 is
    being modified and realised through four project components:
    i) Support to policy and institutional development to
    implement VA21; ii) Implementation of sectoral and local
    agenda 21; iii) Awareness raising and capacity strengthening
    for sustainable development; and iv) Policy research and
    establishment of database of sustainable development in
    Vietnam.
    II. Main responsibilities
    The Incumbent of the post will work under the direct
    supervision of the National Project Manager (NPM), the
    National Project Director (NPD) and the Deputy NPD and carry
    out the following duties:
    1. Act as Project Secretary to
    - Maintain an internal office filing management system to
    improve the planning, management and monitoring of project
    input for UNDP;
    - Provide administrative support to international personnel
    including the I-STA and other Expatriate in travel, visas,
    reimbursement, etc;
    - Provide administrative support to national Experts in
    carrying all necessary activities;
    - Assist in statutory reporting and administration as
    required by relevant agencies such as Office of Government,
    Ministry of Finance, Foreign Affairs, Ministry of Natural
    Resource and Environment., Foreign Economic Relation
    Department, UNDP, other functioning bodies and international
    donors relating to project performance, Quarterly Progress
    Report, Tripartite Project Review and terminal Reporting;
    - Keep records and minutes of all meetings and important
    events.
    2. Act as part-time Project Cashier to:
    - Manage the disbursement of cash in hand to ensure the
    accurate balance.
    - Prepare monthly cash in hand report.
    - Assist Project Accountant in ensuring the safety of the
    cash.
    3. Undertake other tasks as required by the NPM, the NPD and
    the D-NPD.
    III. Qualifications
    - University degree of any related disciplines
    - Having minimum 2 years experience as Secretary/cashier for
    ODA projects;
    - Experience with UN system and UNDP funded projects is an
    advantage;
    - Good computer skills;
    - Fluent in English (reading, speaking and writing).

    Vietnamese / English Translation and Workshop Co-Moderation to work as
    Team Assistants in the implementation of a Strategic Environmental
    Assessment (SEA) in the buffer zone of Tam Dao National Park.
    1 Background to the GTZ-TDMP SEA in Dai Tu District, Thai
    Nguyen Province
    Established in October 2003 as a collaboration between the German
    development cooperation, the Ministry of Agriculture and Rural
    Development and the three buffer zone provinces, the Tam Dao National
    Park and Buffer Zone Management Project (TDMP) aims to bring together
    key stakeholders for the National Park and buffer zone and assist them
    in the development and implementation of plans and programs that
    balance
    economic, social and environmental interests, with the ultimate goal of
    sustainable development. This requires that the environmental
    implications of plans and policy decision-making processes that affect
    the national park and its buffer zone are identified and effectively
    managed on par with social and economic issues. A Strategic
    Environmental Assessment (SEA) was identified as a useful tool to
    achieve this goal. The SEA will be implemented for a ?~pilot sitê?T
    comprising the 10 buffer zone communes in Dai Tu district, Thai Nguyen
    province. Implementation will follow an approach outlined in a concept
    paper approved by the Department of Planning and Investment (DPI) in
    Thai Nguyen province, with technical assistance provided by GTZ.
    2 Position Description
    To assist DPI in the implementation of the SEA, GTZ-TDMP would like to
    invite 1-2 suitably experienced candidates to apply for the position of
    SEA Team Assistants. The SEA Team Assistants will work under the
    guidance of the GTZ Chief Technical Advisor and in close cooperation
    with the International Project Coordinator and SEA Team Coordinator.
    3 Responsibilities
    The SEA Team Assistants will be responsible for the following:
    · Assist the SEA Team Coordinator in moderating workshops and
    meetings;
    · Provide written translation of documents and simultaneous
    language translation during meetings and workshops;
    · Assist in collecting policy documents, plans and program
    information from provincial agencies and other stakeholders;

    documents for input into the SEA process;

    · Availability for frequent travel from Hanoi to communes

    The World Health Organization (WHO) in Viet Nam is seeking a
    Vietnamese national to work full-time as Project Assistant
    to serve as a liaison officer in environmental health
    between WHO, governmental ministries, and other development
    partners
    . This position will have one year contract and

    Duties and responsibilities:
    1. To collaborate with and serve as a liaison with the
    Ministries of Health (MOH) and other relevant ministries and

    The Non-Timber Forest Products (NTFP) Sub-sector Support
    Project-Phase II is executed by IUCN, The World Conservation
    Union and implemented by the NTFP-Research Centre / Forest
    Science Institute of Vietnam. The project has duration of 5
    years, 2002-2007, and is financially supported by the Royal
    Netherlands Embassy.
    The project has 3 offices, a national project office in
    Hanoi and two regional project offices in Quang Ninh and Ha
    Tinh provinces. The project is now seeking qualified
    applicants for the two vacancies for the NTFP Sub-sector
    Support Project, Hanoi office
    as follows:
    MARKETING OFFICER
    Main responsibilities:
    - Develop a marketing strategy and action plan for the
    project and contribute to the action plan of the MARD.
    - Provide recommendations wherever appropriate to policy
    makers concerning NTFP marketing issues (including legal
    frameworks), regulations, and institutional structure.
    - Design and test a marketing information system to be used
    by the project and its partners, with the option for
    further, nation-wide use.
    - Develop/refine and test methodologies for market
    assessment, including MA&D, Market Chain Analysis,
    Cost-benefit analysis as well as Price-elasticity studies.
    - Develop marketing expertise among the various stakeholders

    M&E OFFICER
    Main responsibilities:
    - Have overall responsibility for ensuring that the M&E
    system is developed in accordance with project objectives;
    - Draft an overall work-plan for capacity-building related
    to M&E (system);
    - Review the newly revised and simplified logical framework,
    with an emphasis on verifiable indicators and means of
    verification;
    - Co-ordinate and facilitate the operation of the M&E system
    through working with the project partners at national,
    regional office and pilot sites. This will include making
    adjustments to the design of the M&E system/indicators in
    light of implementation experience and advice provided by
    the PMU;
    - Conduct regular field trips to monitor all project
    activities at the regional office and field sites;
    - Develop and manage the M&E database and ensure that the
    project implementation in terms of impact and progress is
    automatically-updated;
    - Revise database structure based on feedback from the
    partners;
    - Prepare reports and provide information for progress and
    impact reporting (twice per year) to the PMU, and will
    ensure that the project common work plan is kept up-to-date.
    - Facilitate and contribute to the learning processes within
    the project by organising interactive review sessions;
    - Provide guidance to regional offices and field sites and
    ensure that the project partners and field sites receive
    regular updates on the project progress and impacts;
    - Provide to the PMU key outputs emerging from the M&E
    activities;

    - Experience with community-based forestry & resource
    management, community development and promotion, sustainable
    livelihoods development, and forestry/agricultural

    The Embassy of the United States of America in Hanoi is seeking an individual for employment in Vietnam for the position of Voucher Examiner/Alternate Cashier in the Financial Management Center in Hanoi.
    BASIC FUNCTION OF POSITION
    Incumbent of this position will serve as alternate cashier and a voucher examiner for the most difficult and complex invoices, use the computerized financial management system to effect and record financial transactions, and provide backup support to other voucher examiners.

    QUALIFICATION REQUIREMENTS

    BASIC FUNCTION OF POSITION
    Performs data entry, filing, and routine clerical tasks. Reports to IV Visa Assistants and IV Team Leaders assigned to the project.

    QUALIFICATION REQUIREMENTS

    Completion of High School.
    At least one year of responsible, continuous employment in a clerical field or a field involving significant clerical work, including the use of computers.
    Accurate and reasonably fast touch typing, attention to detail, ability to work harmoniously and constructively as a member of a team.
    Level 4 (Fluent) Vietnamese; English level 2+/2+ (sufficient for entry of English language data and for making simple case notes).
    SELECTION PROCESS

    Nhiều tiếng Ang quá không đọc được. Bên web site cua UNDP tớ thấy có cả tiếng việt cơ mà nhỉ? Mà đăng ký làm có dễ lắm đâu, nhiều người nộp hồ sơ lắm nhưng mà cũng khó như là thi tuyển các công việc khác thôi. Thông tin thì không thiếu, chỉ thiếu kinh nghiệm thi tuyển thôi.
