    Prefix is a part of a word that is attached to the beginning of a word root while a suffix is added to the end of a word. They both add meaning to the root word. Let's take the word atypical as an example. Probably you know that a- means "lacking, or without," so indeed atypical means not typical; not characteristic. As for suffix, the meaning it adds to is often grammatical, telling us the tense or the function of that word, rarely does it change the actual meaning verbs, nouns, and adjectives.
    Since there are many prefixes and suffixes in English, especially prefixes, you can hardly learn them all overnight. And my advice is that you should make a list of both prefixes and suffixes with correct meaning and some examples that may bring meaning to mind or perhaps you find a good book on word formation in every bookstore.

    There is none but one rule to apply. Learn and try to remember. Soon you'll find yourself so much familiarized with prefixes and suffixes that you can invent them.
    For example, reporting the recently lost game of Washington Wizards against New Jersey Nets, a local paper wrote:
    Jordanless Wizards could not handle Nets
    ...WISEST IS HE WHO KNOWS HE DOESN'T KNOWS...

    _ Affixes like RE that are attached to the beginning of stems are called : PREFIX
    _ PREFIX change the meaning of a word .
    _ PREFIX are used with certain parts of speech to form new words with new meaning .
