If the campus is located in a city, why can't the city police patrol that campus?

In California, campus police must be certificated peace officers, and most are hired laterally from other agencies; large campuses will also detail an officer part time to a local "task force," or two or three, resulting in the usual incentive to offset officer cost with other revenue. UC Berkeley, for example, is famous within its student body for locating parking violations, the fact that my laptop was stolen where I essay have and any other inportant papers like thesis paper - no one helped me get my notebook back.
No one has ever given me a reasonable answer to a simple question: If the campus is located in a city, why can't the city police patrol that campus?
