India to gain from Russian jet deal with Malaysia

MOSCOW MAY 21. Malaysia's decision to buy the Sukhoi jetfighters from Russia is likely to further India's strategic and business interests in South-East Asia, Russian experts said. Under a $900-million deal initialled in Kuala Lumpur on Monday Russia will sell Malaysia 18 Su-30MKM multi-role fighters. The Sukhoi planes won the race against the U.S.-manufactured F/A-18E/D Super Hornets, and Malaysia's choice was influenced by India's successful induction of the Su-30MKI jets, experts said.

``India has acted as a gateway for Russian arms to South-East Asia,'' said Dr. Alex Vaskin of the Indo-Russian Strategic Forum. ``In the last decade Malaysia bought Russian-built MiG-29 fighter planes and MI-17 helicopters after studying IAF's experience of exploiting the aircraft.''

Malaysia will get a modified version of India's Su-30MKI, which will have French avionics, whereas the Indian version is equipped with Israeli and Indian avionics.

Malaysia's decision to buy Su-30MKM jets came close on the heels of Indonesia's purchase of four Sukhoi fighters and declared intention to buy eight more. Vietnam, which has 12 earlier-version Sukhoi planes, is also planning to buy 18 to 24 Su-30MK. China is manufacturing Su-27 jets under Russian licence and has bought 76 Su-30MKK fighters. Experts point out several aspects of this tendency to buy the same type of Russian-built aircraft.

``Regional powers, like India, China, Indonesia, Malaysia and Vietnam with vast territory and long coastal lines clearly prefer long-range heavy fighters with in-flight refuelling capacity,'' said Dr. Vaskin. ``The Su-30, which can fly over 7,000 km with one in-flight refuelling, is an obvious choice for these countries over light-weight planes, such as F-16, Mirage-2000/2000-5, or Gripen.''

The induction of Sukhoi aircraft in the air forces of India and South-East Asian countries will also have strategic implications for the region.

``For all these nations China is a potential adversary,'' says Dr. Ruslan Pukhov of the Centre for Strategies and Technologies. ``They may feasibly even set up a joint armed forces command to counter the threat of aggression from the common enemy.''

India will play a leading role in this strategic tie-up, given its economic and military weight.

``India's defence cooperation with Malaysia, Indonesia and Vietnam will get a boost in the wake of the induction of Sukhoi jetfighters by all these countries,'' Dr. Vaskin. ``The Sukhoi aircraft manufacturers are to set up a regional service centre in India that will provide maintenance *****-27 and SU-30 in the entire region.''

Có lẽ, Mỹ đang tìm cách hình thành thế bao vây Trung Quốc. Nhưng chắc Mỹ sẽ không tấn công Trung Quốc mà tạo ra thế "mấp mé bờ đê". Ví như Trung Quốc là nước lũ thì cần có bờ đê vừa đủ ngăn chặn không cho nước lũ tràn qua.
