    Out of a country?Ts health budget, a large proportion should be diverted from treatment to spending on health education and preventative measures.

    In the modern society, there are more and more new diseases and illnesses which caused by environment problems or bad habits. I think, the ideal is : ?o prevention is better than curê?, is completely right.
    The issues as poverty, pollution, urbanisation, social alienation and poor working con***ions make amount of risk, tough, chronically diseases such as: cancers, HIV, heart diseases and circularity problems. They are becoming orthodox issues in medical field, which are in blind alley without really effective treatments. In fact, the human efforts aim to improve the environment , clearly avoid to many serious epidemics, also bring to a healthy life.
    Go hand in hand developing of economics, the bad habits have been appeared. Smoking, fatly foods, less activities, addicts, unscientific behaviors and so on are the main reasons why of the modern social illness, even not less dangerous than others. However, these problems could be totally prevented from the beginning. The children, for instance, who have a good behavior as: brushing teeth twice per day, washing hands before eating, sleeping on time or so on, usually are healthy and not afflicted by germs or toothaches.
    Nowadays, the scientists and doctors spend a significant time and money on research and develop the treatments to cure cancers and fatal diseases. On the other hand, if we make use of the same amount of it for conveying the healthy message and persuade people temp to fresh lifestyles, we could save money, and avoid to cope with the new medical problems. In the poor countries, people have not much chance to access to medical inventions, even not enough rich to cure their matters. Nevertheless, they could protect themselves by common routines, it is very simply practices within a bit payment such as: using clean water, fresh foods and so on.
    ?o Prevention is better than curê? is always true and the excellent ideal for a human endurable development. Epidemics and illnesses may are prevented from budding and money may use for improve the quality of living both mental and physical sites.

    Nowadays, almost universities throughout the world have no ***ist barriers to their students. Both genders have the same opportunities and rights to select their education field. But accepting equal number of male and female students in every subject is likely impossible and unrealistic whatever viewing in which aspects ?" the schools or the students.
    On one hand, cause of the differences in both physical and mental characteristics, each gender has its own way of thought and performance that is inherently different from the other?Ts one. With the skillfulness and preciseness, women often pretend to learn such fields as art, fashion, nursing and many other areas. Meanwhile, there will be more male students applying for science-based subjects like math, physics or some fields that base on their strong fitness. It?Ts rarely in reality to see a male nurse taking care of newborn babies or a female sailor working on ships. This tendency shows the thinking of majority, so it must be taken into consideration when deciding how many students to accept for each gender.
    On the other hand, the right of deciding to accept whom to be taken part in each subject is of university. And the purpose of university is to product best graduates who contribute its repute. So it?Ts the education?Ts grade of students, not the *** characteristic that a university bases on to pick out the most competent ones and provides equally good education for them. It?Ts hard to have an equal number of male and female students, but when comparing with the quality of the students, this a bit inequality does not matter.
    In conclusion, equal chance, not equal number, for all students to apply in every subject that is adaptable to their abilities seems to be a more real criterion.

    EVN always complains about shortage of capital for their electrical project and perseveringly proposes increase in electrical price.     EVN?Ts CEO, Mr.Pham Le Thanh, told, EVN meets with difficulties in finding sources of capital for implementation of power projects. Their investment portfolio comprises 40 power-feed plants, 200 circuit works, and unfinished 110 KV works that need to be completed. Nevertheless, over six months, their plan has been felt due to problem of finance caused by the tardy capitalization; many cre*** items have been cancelled, because the lenders asked to raise lending rate or denied to lend.
    EVN claimed, in early six months, they hadn?Tt traded lucratively yet as that was in dry season. In ad***ion, selling power with lower price than the others in ASEAN made difficult for EVN to call on investors to participate in build of power plants.

    We can see clearly that the number of Japanese tourist to travel abroad increased steadily in 1985-90 period, from about 5 millions in 1985 to over 11 millions in 1990. The number was a bit decreased in 1991 compared with 1990. But amount of Japanese tourist steady increased again in 1992-95 periods, when it climbed from nearly 12 millions in 1992 to over 15 millions in 1995.
    Thought the second chart, the percentage coming to Aus of Japanese tourists increased rapidly in 1985-88 periods, reaching nearly 5% in 1998. But there was dropped down in 1989. However, it rapid increased again after 1989, reaching over 6% and this was the highest percentage of Japanese tourists to Aus in 1985-94 periods. After 1993, percentage coming to Aus was light reduced in 1985.
    Thought the figure above, Japanese tourists traveling abroad general increased steadily year after year and Aus is the good destination of them.

    The position of women in society has changed markedly in the last twenty years. Many of the problems young people now experience, such as juvenile delinquency, arise from the fact that many married women now work and are not at home to care for their children.
    The more modern society makes people more modern, the position of women also changes rapidly. In the past, women often did the field works, house works, feeding the children and so on in the pattern of society with the male chauvinism. Nowadays, women gain the initiative in their lives and they are expressed ceaselessly. However, in my opinion, the women worked is not a direct cause of the indisputable increase in juvenile-related problems during this period.
    When women stay at home, they could spend more time for their children. They would have more time to take care and prevent their issue from the bad things. But the pure non-working mothers also have influences on their kids. Firstly, with the non-working mothers, they do not have chances to approach the society so they would not have necessary knowledge about the society to teach their children. Besides, their kids might would lose independent characters when their mom always live beside them. On the other hand, the finance pressures, which only are shouldered by the husbands, are compelled the wives to calculate and balance finance. Thus, those factors would affect directly in order to provide the best education and life con***ions for children.
    The Today Parents magazine?Ts survey shows that 65 percent of women feel more happy than previous generations. The women?Ts attitude about the happiness is that it could be chosen. It depends on each family circumstance, women could chose to stay at home or to work. When women have suitable jobs, women would participate in the larger society and it would rise their self-confidence and self-respect. Working in the offices help women to have a different position in order to control their life by many different ways. Furthermore, mothers, who have jobs, earn more money to spend in buying the rich nutrition foods and bringing a good education system for their children. And it contributes to reduce the family finance pressure. The modern women busy in their careers but they still play an important role in feeding and training the kids.
    Women always must be given priority and encouraged in order to promote and devote abilities for their family and society. Everybody should not have discrimination attitudes, they should sympathize with women and help them to become the real modern women.

    The data about the study of different age groups students are described in the first chart with their main studying reasons and in the second chart with the help of their employers.
    Clearly, the studying aims between the young and the elderly are different. Career is the reason for nearly 80 % students under 26 years to study. Even, there are also about 56% people of age group 30-39 agreeing with this momentum. However, this purpose shows an about 10% gradual decrease tendency for each continued decade of age.
    On the contrary, studying for interest has an increase trend. Starting with only 10 % in the group of students aged under 26, it catches up with the above learning aim, at the level of 40%, in the thought of the 40s years human. Finally, it is the most among people aged over 49 with the percentage of nearly 70.
    The support of employer is maximum with approximate 63% for under 26 years students, but falls quickly to the rate of only about 33% at the age group 30-39 and increases not much after that to nearly 45%.

    Coming back to University with Master Degree, I really wanted to cry when I received the first salary, but I tried to restrain my emotion. It?Ts the salary level of 996.000 VND, which I couldn?Tt fancy I will get after 5 years-graduation.
    I have monitored this problem for a long time and never dared express my point of view although I felt unsatisfied about this. Because I, somewhat, concerned about my current job; besides, I am not sure I?Tll quit office whether or not.
    I, at present, only want to talk about my case and expect authorities to consider and make a timely solution for the similar others. Otherwise, I believe many talents will leave the government agencies within a short time.
    Starting a succession of tranee employee days?
    I graduated from a quite famous in HMCM with exellent grade. After consideration, I decided to work in my country when the Collegue organized a recruitment test.
    I passed and started a succession of public servant days in 2003. Because I newly graduated, I, therefore, neither had much demand nor asked too much, and I was sel-satisfied with the little salary ( I still remembered it was about 570.000 VND).
    Fortunately, I lived with my family without worry about daily life such as foods, clothing and house, and I was uneventfully lived by my scanty salary. In the next term, I began to lecture and received some allowances. After that, my income was increased by 1.2-1.3 milion VND and stabilized at that level.
    At that time, I start to consider and compare enviously; although I am not a greedy man, I felt unhappy whenever I met everybody in the class gathering. Because they-my classmates-work in active working environments, and they learnt many skills that I?Tve never known.
    Friends were more and more progressive whereas I wasn?Tt. I also tried to refresh myself by self-learning and self-improving, but it was so difficult for me. The students in the college are in relative low ability; instead of cultivating my knowledge better and better, I puzzled how to cut down and simplify the curriculums so that they could acquire more easily.
    The best endeavor that I did was to take part in English class in college, but it was ineffective than working in active environment with regular English communication.
