    The burning oil for transport, especially in private cars, is wasteful and environmentally irresponsible. Taxation on petrol and diesel fuel should be increased to very high levels to discourage the use of private cars. To what extent would you support or reject this idea? (IELTS Practice tests with answers)
    These days, it seems that we have more and more cars in our society. Traffic problem becomes the biggest concern of many country in the world, not only because of the environmental pollution caused by the exhaust gas and irritating noise, but also the menace it takes to the bicycle riders and pedestrians. Some people think that increasing taxation on petrol and diesel fuel maybe discourages significantly the use of private cars. From my point of view, that government?Ts policy only is effective partly and besides, the government should develop the public transportation system.
    First of all, issuing higher taxes on petrol or increase the fuel price maybe also effective partly. It will reduce people?Ts desire to buy their own cars because people always do not want to spent too much money in their transfer. On the contrary, nowadays, petrol and diesel fuel are input of almost industries and they are used widespread in the life. Therefore, when input cost is raised, output products would rise in order to maintain the firms?T profit. So the social price equal would increase and this effects directly on the society, economy and population?Ts lives. In my opinion, the government should only use this policy when the oil equal in the world increases, so as to decrease impacts on the oil companies.
    On the other side, developing faster and more convenient public transportation system is the most urgent thing, especially those beyond or under the ground. If everyone can get to his target place easily, fast and economically, who will prefer driving by himself? So it will certainly reduce the number if automobiles on the road and thus efficiently minimize the traffic accidents cause by cars. We can take subway system as an good example, because it has its own underground railway, it seldom bring accidents to walkers and bicycle drivers and emissions to the environment.
    By limiting the amount of private automobiles, together with the developed public transportation system, there will be less cars on the road. If a government is responsible, it should make no efforts to give people a comfortable living environment and dedicate to economic development as well.

    In the course of urban development, we often find ourselves confronted with the old building problem. Some people think we should pull down the old houses and buildings in the way. However, others argue that it is a very rash decision to tear them down without full consideration, and we have to preserve our old, historic buildings. Discuss.
    Historic buildings present the history, culture as well as citizens?T lives of a city for generations. With the cause of urban development, we are frequently confronted with statement about the alarming rate of decline of old and historic buildings. Some people think that these houses and buildings do not necessarily continue to exist. From my point of view, they are good places including many values so a city should preserve its historic buildings.
    First of all, historic buildings are useful for studies. For each period of time, there are its typical architectures. Those buildings reflect architectures and materials that our predecessors used in construction. By studying them, researchers could understand about the evolution of not only construction but also culture and society. Historic as well as society develops continuosly, the later generations would base on it to inherit and bring into play the nation?Ts tra***ions. Therefore, everybody would know better about humanity. This knowledge can be helpful to improve our lives now and our children?Ts lives later.
    Obviously, historic building advantages of tourism. Indeed, when visiting a place, tourists are always attracted by historic places such as museums, palace or old houses. They are ancient and unique characters when compared with tourists?T home country and daily modern life. By maintaining and preserving historic building, the governments can attract many tourists to visit their city. Consequently, they can get much profit from them. A vivid illustration, China today is still conserving historic buildings and tourism brings in billions dollar benefit annually. For many countries, tourism becomes the sharpest industry.
    The last but not the least, historic building are spiritual places. People often go to historic places for ceremony of celebration. They come these places to thank for what their ancestor did for them and wish good things for them and their relatives.
    In conclusion, historic buildings are invaluable proofs for social and human development studies. They are places of public spirit and bring people pride of their city, Furthermore, they are good places to attract tourists and develop tourism. Hence, it is a very good idea that a city should maintain and preserve its historic buildings.

    Russia signed up to truce agreement with Georgia.
    The Russian President, D. Medvedev, has signed up to Georgia truce after receiving the official agreement in Moscow. This agreement mentioned complete end of military actions and return to their places before the conflict. However, Russian troops will continue to deeply occupy Georgia territory. The reporters said there were many obstacles to fully implement the peace ?"deal. The future of the Georgian breakaway regions, South Ossetia and Abkhazia, remains to be the key matters. By angry statement after press conference, Mikhail Saakashvili said Georgia would never accept to give in its territory. The crisis started when Georgia sent troops into South Ossetia, leading the Russian intervention. On seventh August, Georgian launched an offensive against the South Oseetia separatists of whom Georgia accused regularly attacking on South Ossetia residents. Many victims died by firing and tens of thousands of people displaced. On the Thursday press-conference, the spokesman of the Vietnam Foreign Affairs Vietnam, Mr. Le Dung said Vietnam felt regret about the recent armed conflict in South Ossetia and hoped concerned parties would seek peaceful measures for the conflict.
    Temporary solution
    The President Saakashvili said he had signed the armistice comprising six -point brokered by France but that was not a long term solution. The six-point truce announcement is concerned with full withdrawal of two parties?T forces to the pre-conflict places and inception of international negotiation for South Ossetia?Ts future and another breakaway land, Abkhazia. Saakashvili condemned Russian aggression and said Russian military was the murderers and cruel. He said point-bank Georgian people now witnessed monsters, the Russian troops. He also criticized Western nations for their indirect supports to Russian armed actions after refusing to give Georgia the NATO membership in the early year. C. Rice, the minister of the American Foreign Affairs, claimed Georgia agreed on the truce plan meant Russian force had to pull out at once. She called upon Russian cooperation for appointing international observers to clash locations. In the conversation via telephone, The Russian president announced to France counterpart, Mr. Sarkozy, that Russia would signed the agreement on truce. The France officials said Mr. Medvedev had confirmed that claim and accepted the withdrawal. Meanwhile, Human Rights Watch, the human-rights group, said to the reporters it has evidence that Russia aircraft dropped cluster-bombs, which has been forbidden for a long time, in the populated areas of Georgia.
    Peace keeping
    The Russian president, D.Medvedev asserted he didn?Tt want to ruin relationship between Russia and others, but his administration has obligation to keep the peace and protect Russian citizens attacked. He also told placing part of a U.S. ballistic missile defense system (NMD) in Poland was to aim at Russia territory; in turn, Washington explained away the NMD placement randomly coincided with South Ossetia crisis, and NMD was just used to cope with some hostile countries, for example, Iran. The BBC reporters in Washington analyzed that US actually ignored Russia?Ts strong warning by signaling to Europe pro-allies for its readiness to protect them. Russia troops continued to pushing deeper into Georgia territory, seizing at least three big towns. Other information said that Russian tanks advanced into Tbilisi and put up one new check-point about 35 km distant from Georgian capital. The BBC correspondents in Poti harbor notified that Russia forces controlled navy base and intended to destroy naval and infantry equipment. Russia army also entered Gori, about 15 km South Ossetia, and Senaki where they collected a depot of US-made equipment. They said they were negotiating about handover of Gori town to Georgian forces.

    Besides, two leaders also discussed preparation of the tenth Russia- Germany summit, due the second October, and plan to hold together the 65th anniversary of the Europe?Ts liberation from fascism and the 20th German unification anniversary.
    In ad***ion, they debated D.Medvedev?Ts initiatives about conclusion of Europe Security Treaty as well as arrangement of whole Europe summit to talk over this treaty. Obviously, the discussion didn?Tt overlook South Ossetia clash although Merkel visited to Shoochi not as a mediator; however, she offered Russia to promptly to sign cease-fire agreement with Georgia and fully enforce following six-point peace-plan proposed by the France President, Sarkozy, in the early week.
    Merkel emphasized the comprehensive solutions comprising political and diplomatic channels, vigorously supporting EU and OSCE efforts to settle conflict.
    In his response, Medvedev spoke he would pay attention to Merkel?Ts proposal; and he reaffirmed Russia position on addressing the South Ossetia-issue involving Georgia and the others. He added Russia was seeking for the best way to restore peace in South Ossetia and asked international community to advocate Russia?Ts plan to rebuild that area. The President Medvedev also denied Germany?Ts argument-"Russian armed actions against Georgia were disproportional"
    Unexpectedly, while U.S and other EU members are pressing to punish Russia, the Chancellor Merkel accidentally visited to Russia to discuss bilateral cooperation. However, international analysts think that it was easy to understand why Germany tried to dodge the contradiction at that time.
    In the exigent EU meeting held in last week, Germany is one of the countries which had flexible responses to Russia because Germany as well as other members needs to consider relations between EU with Georgia and Russia-the main energy supplier for EU.
    Germany itself expressed its concerns about Georgia?Ts efforts to join NATO, which could intensify NATO-Russia tension and negatively affect internality of this armed coalition.
    In ad***ion, Russia and Germany have many economic ties, that is, Russia is one of the world largest oil-suppliers whereas Germany is lack of fuel source, and one ?"third of fuel for the leading Europe economy currently depends on source of supply from Russia. In 2005, Germany and Russia reached an agreement on construction of the oil pipeline through Baltic Sea worth about 5 billions USD, which was treated as a long term economic contract between two countries. Germany also expects to partially recover its regressive economy through this cooperation.

    In 2004, biodiesel was studied and produced successfully in Cuulong River Delta, and it can be used as fuel of diesel motor with many advantages in comparison with mineral diesel oil. In 2006, Minh Tu Co., Ltd succeeded in synthesizing biodisel whose price is lower than mineral diesel, reducing exhausted air to 40 % and not damaging the motor.
    This company continued to invest a factory manufacturing only biodiesel and make the contract of supplying domestic and Cambodia partners with more than two millions litres of biodisel per each year. Agifish Co., ltd, another provider, supplies a series of provincial brick-makers with biodiesel product. In early 2006, Agifish has just signed the memorandum of biodiesel production from fish fat with Saigon Petro. Recently, fish fat?Ts price sometimes is higher than material fish?Ts. The cause is that many businesses competing for buying fat fish to export, which leads the purchase-price to increase to 15,000 ?" 16,000 VND/kg. This exportable material is mainly used for making biodiesel; however, many companies in Cuulong River Delta reproduced this material.
    Mr. Trinh Minh Tu, the director of Minhtu Co., ltd, told the biodiesel demand for one day was about 250,000 litres in Cantho. Now, price for one liter of biodiesel is 300 VND cheaper than mineral kind. For Cuulong River Delta alone, mineral diesel consumption for one day is about 5,000,000 litres; and it will be very efficient if biodiesel is partially used instead of only buring mineral diesel. He intends to expand production-scale to make profit once fuel subsidization entirely has been over. He believed that biodiesel would be the top choice after removing fuel subsidization. Domestic application of this fuel remains difficult caused by administrative procedure whereas many companies not only don?Tt fconfront with any obstacle but also easily export fish fat or biodiesel to foreign market. Minhtu Co., ltd, for example, receives many purchase-orders but it can?Tt adventure to sign supplying contracts. The leading cause is the lack of legal corridor for biodiesel application, that is, Vietnam has not yet legally issued biodiesel quality standards, which obstructs the domestic companies?T development. After one year of preparing scientific file as well as holding conferences that attracted scientists and business representatives, the achieved result is only one biodiesel''s standard draft. As a result, licensing the businesses to produce biodiesel, register and declare their product?Ts quality is still uncertain, which make them not to venture to expand scale-production.

    The results of an adult education survey are described in 2 charts below. The first chart lists 7 reasons, which adults make decision of studying. Above all, being interested in subject is at the peak point of 40%. A lower percentage of adults decide to study to gain qualifications with 38%. Other reasons such as to improve prospects of promotion, to enjoy learning and helpful for their job are on the average of 20%. According to the bar chart, only 9 percent of those questioned cite meeting people as a motivation for studying.
    The pie chart gives information about ideal sharing proportion of each course costs in adults?T opinion. The samples think that individual should pay the biggest part of course costs, up to 40%. In ad***ion to that, 35% of that should be paid by employer. Whilst taxpayer are thought to be responsible for 25% left.
    In conclusion, there are a lot of individual incentives to study and people are willing to pay a large proportion of costs.

    There are many different types of music in the world today. Why do we need music? Is tra***ional music of a country more important than the international music that is heard everywhere nowadays?
    No one can deny that music plays an important part in peoplê?Ts life, as well as the huge advantages music bring to us. Today, there are a lot of music types such as classical music, tra***ional music, rock, jazz, pop, R&B?These diverse kinds can satisfy all tastes of people, regardless of age, nationality, religion, character. We need music for a range of reasons.
    At first, music is a form of restoring vitality to our mental processes. After a hard-working day, there is nothing more wonderful than listening to and singing our favorite songs. Music helps us forget daily stresses and have inspiration to keep on going.
    Moreover, music has also been viewed as a means of education. Through beautiful song and rhythm, music enriches our souls, widen our knowledge. Some scientific experiments also showed that a child will be more intelligent if his mum let him listen to classical music during pregnant time.
    Above all, music has become a useful way to connect people all over the world. It is just like a common language of a diverse group. So a country?Ts people can understand more about others through music.
    Today, music is divided into 2 groups: tra***ional music and international music. We can not say clearly which group is more important because both of them have their own role in a country.
    One of the most important things that characterize a culture is its tra***ional music as a precious heritage we get from our ancestors. If it disappears, young generation will not know how their ancestors feel and think in the past. So, tra***ional music should be restored carefully even if there are a decreasing number of people loving it.
    In my opinion, international music can be identified as English songs from developed countries like America, Britain, Australiâ?Thanks to modern technologies, huge capital, and talent singers, musical industry in those countries is booming and their songs are popular all over the world. It is also an aspect of globalization which has brought the world many advantages such as new lifestyle, modern ideas through connecting people around the world.
    In conclusion, I want to affirm the essential role of music in our life. And I think governments should do more to conserve their tra***ional music while absorbing positive effects of international music.
