    2.1 Natural environment existence
    The Bac Ninh solid waste management project is targeted to collect, treat and manage the solid waste for the whole Bac Ninh province. However, the areas that can be drastically affected by the project are landfill and treatment zones. The project will construct a treatment plant, a landfill, collecting zones and a road to transport the all solid waste in Bac Ninh province. Therefore, this report focuses on assessment on natural environment existence of the landfill and the area on which the treatment plant is located. Besides, the report will assess solid waste collection existence as well as solid waste treatment plan for the entire Bac Ninh. Area.
    2.1.5 Water environment
    2.1.1.1 Surface water environment
    The Phu Lang treatment plant and landfill border on Cau River in the Red River Delta, so the surface water is relatively diversified. Cau River basin plays an important role, that is, it supplies many farming-lands with the irrigation water and ensures ecosystem balance to the areas along the river. In ad***ion, Phu Lang has natural ponds and excavated ponds that are being used for fishing.
    a. Assessment method
    - Source of data: The data is collected from three sources including: information from National Environment Report; data measured by the investor while preparation of the investment project; and data surveyed by the investor and the consultant during preparation of the EIA report of the project.
    - Assessment method:
    o Statistical method: this method is used for collecting and analyzing the data
    o Comparative method: to compare water quality with the corresponding standards.
    b. Results
    (1) Cau River
    Cau River?Ts basin is 10,530 km2 in area with a population of 6,795,600. Cau River flows through six provinces, Bac Kan, Thai Nguyen, Vinh Phuc, Bac Giang, Bac Ninh and Hai Duong provinces. Bac Ninh is one of two provinces that locate on the Cau River downstream. While passing through six provinces, Cau River takes water from the sub-basins of Cong, Ca Lo and Du rivers.
    Because of the large population and basin?Ts area, the economic activities are different diversified, covering most of production sectors. This basin has many handicraft villages and industrial establishments operating at different scales. According to the uncompleted statistics, the approximate 800 establishments whose sources of wastewater are discharged into Cau River basin with estimative volume about 109.000 m3 a day.
    The ore dressing and mining industries develop and centrally locate in two provinces, Bac kan and Thai Nguyen, in the Cau River?Ts upstream. The sources of wastewater from the mines are directly fluxed into Cau River, for lack of wastewater treatment plants. Thai Nguyen province has ten mining establishments, and total waste loads from mining processing amount to 2.4 millions cubic meters a year; wastewater, which contains a large quantity of heavy metals, from 29 ore processing establishment discharged into the river with total a volume of 24 million m3 a year.
    The country region in Cau river basin is characterized by handicraft villages?T production activities. As for Bac Ninh province, it has approximately 60 handicraft villages that directly disgorge the wastewater into Cau River. The Cau River?Ts upstream (in Bac Ninh province) area has 04 fibro-cement ?" manufacturing-bases (6 bases in this area) spew about 53.300 m3 into the river each year.
    Besides, a volume of wastewater about 2100 m3 is discharged into the river by paper processing enterprises, factories in Bac Kan and Thai Nguyen provinces everyday. The paper wastewater contains many persistent organic pollutants (POPs) such as hemmixenlulo, lignin, and lipid acid etc. They exist as dispersive particles, suspended solids and chloride susbstances that have high toxicity.
    Agricultural actitivities, accompanied with industrial production, are the leading causes that pollute the water source of Cau River. From the statistics, the average annual amount of pesticide used in the provinces locate on this basin is 3 kg/ha; insecticide accounts for 68 .3 %; and fungicide and herbicide represent 15.5 %, 11.7 % respectively, and the others represent the rest.
    To assess environmental existence, the EIA report will use two data sources. The first is the annual data on environment monitoring, and the second is data produced by the investor and the consultant while preparation of the EIA report. The Cau River water quality is shown in Table 14. The standard applied to assess Cau River water quality is TCVN 5942: 2005- surface water quality standard-Column B- surface water for fishing.
    - The results from the National Environment Report 2005 and the data measured by the investor and the consultant in 2007 and 2008 show that Red River water?Ts quality does not meet the TCVN 5942: 2005- surface water quality standard-Column A: surface water using for source of domestic water supply with appropriate treatments.
    The concentration of suspended solid exceeds the standard from 1.2 to 6 times; the organic measures also exceed the standard, that is, COD exceeding from 2 to 10 times, BOD exceeding 1.5-10 times, NH4 exceeding 1.4-2 times, and NO2 exceeding 5-20 times. The 2005 environmental existence report said that nitrite was the serious pollutant in terms of concentration and scale. Somewhere, concentration of nitrite amounts to 2-2.8 mg/L, exceeding the standard from 200 to 280 times. However, heavy metals content meets the standard TCVN 5942-1995 (Column A). Coliform value also exceeds the standard.
    Until referred to the standard, TCVN 1942:1995-Column B: surface water for fishing and agricultural cultivation, concentration of pollutants specific to organic pollution still exceeds the standard. TSS content exceeds the standard by 1.5 times; BOD value exceeds the standard by 8 times (from the National Environment Report 2005). According to the data produced by the investor, BOD content approximates to allowable value of the standard; COD also exceeds the maximum allowable value by 8 times; Nitrite content exceeds from 2.8 to 4 times. Concentration of heavy metals is under maximum allowable values.
    In brief, the Cau river water is current polluted by organic compounds, so the source of water shouldn?Tt be used as source of raw water that is supplied the potable water treatment plant.
    (2) Other surface water sources
    There are ponds and canals around the Phu Lang landfill. Most of them are natural ponds, used for fishing. Because the data on water quality of them is not available till now, the investor and consultant took and analyzed the water samples from there. The sources of water are used for aquiculture, so the results just are referred to the standard TCVN 5942:1995 (Column B). After analysis, the results point out that the sources of water are polluted by organic substances; concentration of BOD, COD, NH4 and NO2 exceeds the referred standard. BOD and COD contents are quite high, exceeding the standard by 1.2 times and 1.37 times, respectively. The Coliforms values also exceed the standard 1.9 to 2.6 times. However, there is no sign of heavy metal pollution. Water quality of some water sources around Phu Lang landfill are shown in the Table 20.
    Lang commune
    2.1.1.2 Groundwater and domestic water
    The people living around the landfill and treatment plant use the groundwater as daily domestic water. Most of them have dud wells, and others use drilled wells.
    a. Assessment method
    Data source: Data on groundwater quality here now is not available. Therefore, the investor and the consultant took and analyzed the groundwater samples to clarify the quality.
    The methods to assess the groundwater quality are:
    + The statistical method: collecting and analyzing the data
    + Comparative method: assessment of water quality by referring to Vietnam standard and the standard regulated by Ministry of Health.
    b. Results
    The results showed in table 21 indicate that the groundwater quality is good.
    The analyzed parameters meet the standard TCVN 5942-1995 as well as the domestic quality standard regulated by the Ministry of Health. However, because the places the dig wells and the drilled wells located on are close to the hygiene works and livestock cages, the ground waters are contaminated by the bacteria. Both Fecal Coli and Coliform value exceed the standard.
    2.1.2 Air quality
    2.1.2.1 Assessed scope
    The Bac Ninh solid waste management project is executed in order to manage and collect the whole solid waste generated in Bac Ninh province. For this reason, the whole solid wastes will be transported to Phu Lang to bury and treat. Hence, assessment of air quality is carried out in the constructional site and the surrounding areas.
    2.1.2.2 Assessment method
    - Data source: data by monitoring
    - Assessment method:
    + Statistical method: collecting and analyzing the data
    + Measuring method: assessing the environmental existence
    + Comparative method: assessing the environmental existence by referring the results to Vietnam standards.
    2.1.2.3 Results
    With respect to the landfill and treatment plant, the air environment is relatively important for dispersing the pollutants. The treatment complex locates on the place where none regulative factors can regulate or change the climate.
    The location of the complex is the paddy-field next to Cau River dyke system, about 900 m far from Dong Sai (this hamlet is at main down wind when the wintertime ?" Easterly winds) and about 700 m far from An Trach hamlet (this hamlet is at main down wind when the summertime ?" South-East winds)
    The air in Phu Lang is severely affected by exhaust fume generated from the brick-kilns over the Red River, especially in the dry season. Because Phu Lang and the residential places of Dong Sai hamlet are at the down wind while the dry season, baking brick aggressively impact on the air quality. Besides, the transport vehicles on the Cau-River-dyke road also are factors causing the air pollution, but the pollution is inconsecutive.
    The investor, together with the consultant, surveyed the air quality in Phu Lang area and the other surrounding areas which could be impacted by operation of the Phu Lang complex in the different wind directions.
    The monitoring results are shown in the Table 22.
    From the results, the parameters analyzed meet the air quality standard, and the air quality is quite fresh.
    2.1.3 Vibration and noise
    The project area is far from the sources can cause noise, for example, the transport roads, so this area is quiet.
    - Data source: data monitored by the consultant
    - Assessment method:
    + Statistical method: collecting and analyzing the data
    + Measuring method: assessing the environmental existence
    + Comparative method: assessing the environmental existence by referring the results to Vietnam standards.
    2.1.3.1. Results
    a. Noise
    The results of acoustic monitoring are shown in the Table 24, and these result meet the standard.

    As there is not a detailed statistical data on solid waste, the consultant carried out the study by calculating.
    The mass of the generated solid waste per capita in Bac Ninh is about 0.8 kg/man/day. On the supposition that income rates of the people living in town and suburb are lower than the city?Ts, and even the countryman?Ts income rates are lower, then the mass of the generated solid waste per head for each region is:
    - 0.8 kg/man/day for city
    - 0.5 kg/man/day for outskirt region and towns
    - 0.3 kg/man/day for country region
    The estimative figures mentioned above are commonly applied to the emerging economy as Vietnam.
    The composition of the solid waste is defined by classification while collected and disposed. The composition is estimated as below
    b. Solid waste management bodies
    Because solid waste management is to primarily serve the people, providing solid waste management services for the people is counted as one of the main responsibilities of the City?Ts authorities.
    In Bac Ninh City, URENCO Bac Ninh is operated in the form of the state limited company. However, all sources of investment and a part of operation expenses are extracted from the budget for provincial government. Annually, the company plans the budget project *****bmit to the provincial government for ratification. Basing on the budget project, the provincial government checks the company?Ts activities and decides to pay a sufficient amount of budget to these activities.
    In the other towns of Bac Ninh province, each town has a department in charge of solid waste management. Nevertheless, the officials of the departments are inexperienced and deficient in knowledge of this field, and they don?Tt receive the institutional instructions from the higher level, which lead them to meet many difficulties in efficiently managing the solid waste. The finance is the matter because it lacks the official documents on the budget apportionment for environmental protection.
    c. Collection and transportation of solid waste
    About 70-80 % of the solid waste from Bac Ninh City and about 60-90 % from other places (including the towns, and other places adjacent to the City of Bac Ninh) are collected by URENCO Bac Ninh. However, the solid waste generated from the country region has not been collected yet, and the people use a part of rubbish as foodstuff for cattle and poultry, other as the compost, and the rest is disposed into ponds or lakes, or is piled in heads. In many handicraft villages, the rubbish seriously damages the environment, deteriorating aesthetic-cultural value, affecting public health.
    The solid wastes from residential places in urban areas as well as the suburbs are contained in the trolleys. The street solid waste is collected by the sanitation teams that belong to URENCO Bac Ninh or the people?Ts committees of towns. Subsequently, the solid wastes are assembled at the connecting points in the main street, loaded the vehicles and transported to landfills. Except the City of Bac Ninh, the collection teams in the other places have not any specialized vehicle, so they use unsafe trucks made domestically to transport the solid wastes. These vehicles often cause noise and emit dust and litter to the routes.
    Bac Ninh City has only one full-scale company collecting, transporting and treating the solid waste. Besides, it has two other companies and 4 cooperatives responsible for collecting the solid wastes generated from the other urban areas in the province. The private companies are not aided financially by the local governments.
    ? At the district level
    - Two environment and sanitation companies in Tu Son and Tien Du districts:
    o Tu Son district: Tu Son Environment Company, a private company, based in Tu Son town, has 20 staffs, 3 drivers, one director and one accountant. This company provides its collection, transportation and digestion of the solid waste services for the whole district, but the company doesn?Tt receive any assistant from the district administration. The company also provides the environmental services for three adjacent communes, Dinh Bang, Dong Nguyen and Tan Hong, with the average monthly turnover about 60.000.000 VND.
    o Tan Truong Loc Environment Company, a private company established in 2007, has 20 staff, and 15 out of 20 staffs are collecting-workers.
    - There are four environmental cooperatives in Thuan Thanh, Gia Binh, Que Vo and Yen Phong districts:
    o Pho Moi Environment Cooperative (based in Que Vo district), re-established in 2001 from its forerunner, the Environmental Team established in 1996. The cooperative now provides it services for the whole Que Vo town (population about 6000 people) and 5 neighboring communes among 20 country communes.
    o Gia Binh Environment Cooperative: providing its service for Gia Binh town, having 8 workers
    o Thuan Thanh Environment Cooperative: providing its service for Thuan Thanh town, having 21 workers
    o Environmental Service Team in Yen Phong district: providing its service for Ho town, having 8 workers
    ? At commune level
    There are 763 environmental teams service at commune level, and all members of the teams, part-time, collect and sweep the rubbish from the roads. Number of each team varies and depends on each serviced area. Normally, each team has 3 to 10 workers. Their pay rates are low and differ among the teams of the hamlets. The payment is from the environmental fee collected from the households.
    ? Collection and transportation of hazard solid waste
    There are 11 private companies and URENCO Bac Ninh are allowed to collect the industrial and hazard solid wastes. The names of these companies are listed as below.
    d. Treatment and burial of the solid waste
    As for treatment and burial of the solid waste, the domestic solid waste (sometimes, industrial waste) is allowed to bury at the landfill, the hospital solid waste is burned. Most of districts have their own landfills, and their places are normally about 0.3 ?" 4 km far from the residential areas. Only Bac Ninh city has the sanitary landfill which meets the Vietnam standards but the others arent?Tt. Almost all the landfills damage environment, threatening the groundwater sources and affecting the agricultural cultivation as well as health of the people living surrounding them.
    e. Reprocessing of the solid waste
    Most of the valuable materials in the solid waste such as metals, paper, bottles etc are classified by the people to reuse or to sell to the waste-businessmen. The rest of them are put into the waste-containing vehicles. The less valuable materials are continued classifying and collecting by the collection teams of URENCO Bac NInh or the waste collectors. The valuable remainders (after pre-classified) are finally picked up by the waste collectors or scratched by the livestock at the landfills.
    There many reprocessing establishments in Bac Ninh province. It is said that most of households in Phong Khe commune earned their livings as paper reprocessing job.
    About 200 metal reprocessing establishments, especially producing constructional steel, are operating in Da Hoi hamlets with about thousands of workers. Nearly all industrial factories in Bac Ninh sign up the contract of the solid waste sales to the reprocessing establishments. Similar to Da Hoi, some hamlets in Yen Phong district reprocess all the recyclable materials, and other establishments scatter in Bac Ninh province, but the statistical data on the establishments, their working con***ions and environment is not available.
    Standard of living of these hamlets sounds comfortable, but they currently confront with many environmental problems, especially contamination of groundwater and air. On the other hand, these activities profit Bac Ninh city, that is, they reduce the mass of the solid waste that needed to bury or treat.
    f. The community?Ts participation
    The City of Bac Ninh, of course, is very clean and beautiful, which can be demonstrated that the local people efficiently cooperate with URENCO Bac ninh. Specifically, most of households in Bac Ninh City participate in cleaning the street every Friday. Their awareness of the solid waste management is positive. The households usually classify the solid waste into different salable types of materials such as plastics, glasses, metals etc (in order to sell). They keep their customs not to discard their leftover but giving or selling to animal-cropping people. These actions are very good for the environmental company to classify the solid waste originally and systematically.

    .3.4.2 . The Solid waste forecast
    The parameters to define the generated solid waste are population and the average solid waste per head. Two factors affect mass of the generated solid waste. The domestic solid waste is needed to treat and bury at the treatment and burial zone.
    The forecast of population is presented in section 4.4. The second factor, mass of the generated solid waste per capita, concerns economic con***ions. In the developing country, Vietnam, for example, this value is assumed (based on the consultantâ?Ts experience) as below:
    - 0.6-1.0 kg/man/day for urban area
    - 0.4-0.6 kg/man/day for outskirts
    - 0.2-0.4 kg/man/day for country area
    The consultant predicts the average values for Bac Ninh province in 2007 as follows:
    - 0.8 kg/man/day for urban area
    - 0.5 kg/man/day for outskirts
    - 0.3 kg/man/day for country area
    With the growing economy, we judge that the mass of the solid waste per capita will increase by 1 % in the future.
    The current rate of the collected solid waste is 80 % in the city, 40-60 % in the ouskirts, and 0 % in the country areas, but these rates will change gradually. We assume that the collection rates in the urban and suburban areas will increase agressively, and the rate in the countryside will rise slowly to 2032, and these will increase to:
    - 95 % for the city
    - 80 % for the urban areas
    - 30 % for the countryside
    2.2. The existing ecological environment
    The treatment and landfill will be constructed in the rice-field. Therefore, the ecosystems here are the field ecosystems, without any special ecosytem except Cau river ecosystem.The Caur River ecosystem is very important for the areas where Cau river flows through. It possesses the typical charaters of the freshwater ecosystem.
