Moreover, large Japanese investors often bring or encourage the investments of their suppliers from Japan. These situations are not observable with Chinese investors, who tend to act more independently.
Australian, Japanese and Korean investors are active users of information supplied by their embassies in Vietnam, while investors from China and EU are not. Chinese investors regard Vietnam''s investment promotion stragegies as useful but EU investors consider this source as poor.
The suggestion of the Vietnamese government does not have much weight on the selection of investment location, especially for Hong Kong and EU investors. However, Singaporean and Japanese investors are relatively more interested in what the Vietnamese government says. This partly explains why many Japanese and Singaporean projects are located in the North. However, this difference among nationalities is not a big one.
While most investors discount overseas Vietnamese as a useful source of information, only the US investors appreciate it, a fact also confirmed by the trade representative at the US Embassy in Hanoi. In ad***ion, the US investors highly value information provided by MPI but consider information from websites and VCCI as poor. Generally speaking, infromation from VCCI is considered poorest among alternative information sources.

Mr. NguyenHuyQuang, the vice department manager of Legislative body, said ?onow there are only 4 offices that can analyze Melamine in VN, of which one is nutrition institute in HaNoi and three are in HCM city : institute of medicosocial Prevention, experiment analysis centre and training and pigmental development centrê?.
Yesterday, the institute of nutrition had receive around 70 samples of 5 or 6 companies whereas it is only capable of testing about 15 samples per day.
Until this afternoon, the experiment analysis centre in HCM still hasn?Tt approximate 100 samples analyzed. In the training and pigmental development centre, there are 20 lying in waiting.

At the end session of the meeting of consultant group for Viet Nam?Ts sponsors took place on the 5thof November, Mr Vo Hong Phuc, Minister of Planning and development expressed his hope that the government of Viet Nam and Japan would coordinate closely to resolve obstructive problems in ODA commitment of Japan for Viet Nam.
Commitment of effectively using ODA
After the meeting ended, the total ODA commitment for Viet Nam within 2009 was 5,014 billion USD, in which there was no commitment of Japan, the biggest sponsor within previous years. The representative of Japan reported that this country had decided to pause preferential borrowing fund for Viet Nam as it was waiting for the result of the investigation into the PCI case.
Mr Phuc said: ?oI feel sad that Japan has not committed yet. If Japan undertook the aid, the number would have been 6 billion USD. I thanks Japan for maintaining that Viet Nam is the top aid partner of Japan and caring about huge programs and projects in Viet Nam, especially highway railroad project, highway road project and Hoa Lac high technological industrial zone project.
Mr Phuc hoped to see Japanese ambassador to Viet Nam again to agree diplomatic note about Japan?Ts aids for Viet Nam just at the beginning of 2009.
