Along with the dramatical rising in the population, healthcare and education plays a vital role in government’s policies to improve standard of citizens’ living. However, much debate has taken place about whether it is citizens’ individual responsibilities. The belief is partly right. From my own perspective, both the government and the citizens should pay more attention and be accountable for the cost of healthcare and education service. The reasons for this are twofold.

First of all, public healthcare and education is of great importance to physical and mental wellbeing, especially for those from less wealthy background. It is clearly seen that not everyone can afford the whole family’s medical demand and children’s tuition fees, but people can contribute to the national budget by paying taxes to the government. Accordingly, government spending will provide a numerous public services by building and expanding hospitals, schools or improving the quality of services. It indicates that all citizens have equal rights to enjoy healthcare treatments or schools paid by the government and the government should support them.

However, it is unreasonable that the government should be responsible for all spending of resident’s healthcare and education. In view of the fact that it would be a heavy financial burden if such expenses took up too much of national budget. In Vietnam, some particular regulations have been applied, such as medical insurance policy for all citizens, free treatment for children under 6 year-old, higher taxes for the richer, so forth. Obviously, identification of subjects in using public services and paying taxes is an effective way to bind responsibilities of both the government and the citizens.

By way of conclusion, the government must provide proper healthcare and education services for the citizens but not for all spending. Correspondingly, the citizens also are ultimately responsible for fulfilling tax obligations. By doing so, citizens’ overall wellbeing can be guaranteed; hence these educated people are all able to contribute to the country’s development.

With the advance of the human civilization, there are an increasing number of people who have raised doubts about whether the global trend in the 21st century a closer connection between countries. There is a widespread believed that travelers and business people need to understand the cultures they come into contact with, it is also point out that will be inconvenient of not doing so. These issues should be viewed and analysed from multiple perspectives

When traveler and business in a national tend to connect with the rest of the world, the awareness of country’s culture may provide them easier to access their targets. Businessman understands the language, policy and tra***ional of the country that him go to work with, which lead them do their job well in that countries. Furthermore, the improvement of relationship between him and the countries’ partners is another of benefit of understanding the cultures, this lead them to work well and easier with each other, they also have a chance to improve their skills by learning each other. The experience of cultures also is conductive to avoiding of conflict came form misunderstanding. For instance, some traveler think in every where in the whole world, people cry and share the sorrow to the family had a old people had passed, how ever in some region in china, the opposite is true of old people over 90 years old, they farewell the dead one with smile and firework, so it is very rule if someone bring tear to the family in that day.

Equally important, some people believed that there are many handicap of misunderstanding cultures. For example, all the traveler know that the maps only show the main directions, nevertheless, the specific locations they need are not revealed on the map, hence they need to ask the habitant to obtain more details. Meanwhile, if they do not know and understand the local language or their cultural identities, they will not figure out what the local mean, like in Thailand, when people shake their head form left to right, it means “No”, by contrast, the Thailand’s local want to say “yes”. In ad***ion, in business, there will be waste of money and time to invest to some country that they do not aware the country’s cultures and policy, more over, the employees will accumulate less knowledge and technology that their foreign employer try to deliver to them.

In brief, in the trend of globalization, the experience of understanding nationals’ cultures provide traveler and business easier to access to these countries they contact with.

Along with the rapid development of the society, traveling is a form of entertainment which is more and more popular nowadays. People can go to wherever they want easily to relax themselves or in order to deal with business. Therefore, it is essential to understand different cultures in the world.
What are the advantages of understanding cultures when people stay in other countries? First of all, they can avoid misunderstanding in communication and culture shocks. Language is basic example. If people can listen and talk to the native speaker, they will understand more clearly about nature, human and country where they come. Thus, they will not feel uncomfortable or awkward like a fish out of water. Besides, culture plays an important role in success of business. Take for instance, the first thing we have to do if we want to sign a contract or achieve best effect in economic cooperation is having knowledge of all aspect of partner, especially culture. As a result, the partner feels respected and everything seems to be easier.
What about misunderstanding? There are many disadvantages if the differences of cultures are not considered. For example, in Viet Nam you can shoot rubbish everywhere without punishment but in Singapore this act must be associate punishment. In ad***ion, misunderstanding in communication can lead to conflict which is not good for travelers and business people.
In conclusion, to having happy time and effect on work in other countries, the important thing people need to do is learning about nature, human and culture there.
