Topic 25 : Many people think that public libraries should only provide books and should not waste their money on expensive hi-tech media, such as software, DVDS or videos. Do you agree or disagree?

No one can deny any benefit that public libraries has brought to people through the free-services which allow readers to borrow books and studying materials without any fee. However, in the modern life, when digital and electric appliances are being used widely all over the world, many people state that libraries for the community should not invest their money on costly hi-tech materials, for example DVDs or movies. In my opinion, I partly disagree with this idea.

With the very fast growth of technology today, book is not the only material holding and transferring knowledge of humanity and actually keeping any information in modern devices has been becoming a perfect choice for years. For instance, a common DVD would be extremely convenient due to its capacity of storing a huge volume of data that involves numerous ebooks. Therefore, the librarian can easily make a disk which is capable of holding up to 1000 electronic books in the PDF format ( a normal ebook often ranges from 1 to 50 megabytes in memory size) and ad***ionally some videos or sounds relating to those books. Compared to commonly printed books, people will obviously feel satisfied with borrowing a disk bringing them so many choices of books.

However, to apply modern electric applications in public libraries may get some difficulties. In fact, the investments on these libraries mostly come from the national budgets. This seems not to be too hard in rich countries but decision to spend much money upgrading and electrifying public libraries can probably encounter barriers of the limited financial resources in low-development countries. Consequently, most of their budgets are used for the other more important projects which contribute to the development of the economy and social welfare.

*****mmarize, although such expensive and hi-tech media can help people more easily to approach digital documents that have performed more advantageous than the tra***ional ones. Nevertheless, not all public libraries are in position to afford to acquire them but this trend is inevitable and will be popular all over the world in the future.

It can be clearly seen that the social and economic levels available varied considerably across two main groups, Canada and Japan versus Peru and Zaire. According to the figures, income per person was largest in Japan, reached more than 15 million dollars per year, followed by Canada with over 11 million dollars. Meanwhile, there was just roughly 150 dollars income per person each year, lower than the former group approximate 100 times.

The same situation occurred with the indicators of life expectancy at birth and daily calorie supply per person. The highest life expectancy at birth indicator belonged to Japan at 78, higher than the lowest one in Zaire by 40%. At the same time, it was almost similar for daily calorie supply per person indicator, excepted a slightly change in the order of top rank, where Canadian overcame Japanese to become people who spent largest amount of daily calorie with 3326 calorie per day.

Especially at the indicator of adult literacy, there were remarkable literacy rates of Canada and Japan where literate adult accounted for almost population, 99%. By contrast, Peruvian adult literacy rate was composed of 68%, while the one of Zaire just made up around 30% of the population, a third of Japanese rate.

Overall, the countries group of Canada and Japan had much higher indicators of social and economic grades than the ones of Peru and Zaire in 1994. However the gaps between countries in the same group were not so large.

The table illustrates the information of social and economic status for four countries in 1994, according to United Nations statistics. The mentioned countries were Canada, Japan, Peru and Zaire.
As can be seen from the table, in developed countries the amount of money one person can earn per year was very high whereas this amount in developing countries was exceedingly low. Concretely, annual income per person in Japan was the highest (15760 US dollars) and was nearly 120 times more than that income in Zaire.
The next was a health indicator – life expectancy at birth. Japan had the highest life expectancy, which was 78. This was followed by Canada, 76; Peru, 51; and Zaire, 47. This suggests that wealthier countries are able to put more money into health care than poorer ones.
The third indicator was daily calorie supply per person. The order had a little change. Each Canadian needed 3326 calories per day, while the Japanese took 2846 calories. The corresponding amount of each Peruvian and Zaize was 1927 and 1749.
And the last indicator was about educational status. While almost all adult citizens of Canada and Japan could read and write, only two third of Peruvian population was literate, and the rate reduced to one third in Zaire. Clearly, a wealthy country can be able to invest more in education.
On summary, the data from the table reflects a tightly link between national wealth and social and educational standards.

The table presents the United Nations statistics on the social and economic indicators for four countries: Canada, Japan, Peru and Zaire in 1994.

It is apparent from the table that there is a great gap in annual income per person between of developed countries and poor countries. For example, the annual income of Japan is highest at $15760, following by Canada with $11100. Whereas, the annual income of Peru and Zaire have over a hundred times less than the developed countries, $160 and $130 respectively.
According to the table, similar to annual income situation, Japan still has the highest life expectancy with 78 versus the Zaire, the lowest with 47. Beside that, Canada and Japan have tendency to get more daily calorie than Peru and Zaire.
Finally, as the wealthy countries, 99% of population in Canada and Japan are literacy, meanwhile the illiterate status of Zaire is so terrible, only 34% of population are able to read and write.
In summary, it can be seen from the table that the life expectancy, daily calorie supply per person and literacy indicators of each country depend significantly on the annual income factor.

The table shows information about the number of hours people use for free time annually in some countries.

However, there is an upward trend in spending time for watching by the age of people from 40 ages and more. Time budget for watching increase moderately from 500 hours for the 40s people to 1,100 hours for the 70s+ people. In contrast, socializing with 4 or less people account for much less time in comparison with watching TV. As can be seen, developed countries which include Japan and Canada, the amount of money one person can earn a year, were $US 11,100 and $US 15,760, respectively. However, the annual income of Peru and Zaire were about one hundred times less than those two above countries.
Furthermore, the people from developed countries absorb more calories than the people from non-developed countries each day. Canadian people consumed the most food with a daily calories intake of 3326. This was followed by Japan, 2846; Peru, 1927; and Zaire, 1479.
In terms of the Life expectancy at birth, people in Japan who enjoyed the longest life span of up to 78, had 2 years longer than Canadian. The residents in Peru and Zaire were twenty years shorter than in Japan and Canada on average.
Nearly all the Canadians and Japanese adults understood the written language while only two-thirds of Peru’s residents and one third of Zaire’s adults were literacy.
In conclusion, it can be seen that as far as four criteria are concerned, there were still a big gap between developed countries and non-developed countries./.
