Quy hoạch đô thị bền vững, nhìn từ kinh nghiệm của Úc
Nhờ đâu mà một đất nước rất trẻ nhưng ngành quy hoạch phát triển đô thị của Úc đã là một điểm sáng, không những phục vụ tốt cho nhu cầu trong nước mà đang là ngành mũi nhọn có lợi thế cạnh tranh bền vững trên thị trường dịch vụ tư vấn toàn cầu?
Trong lần đến Úc mới đây, ông Cameron Nelson, điều phối viên quy hoạch hội đồng thành phố Brisbane, dẫn chúng tôi tham quan một cánh rừng thưa, rộng hàng ngàn hecta chạy men theo ngoại vi thành phố.
Ba mươi năm trước, khu vực này là những trang trại trồng nho, nhưng đất đai cằn cỗi, năng suất quá thấp nên các chủ trại bỏ hoang. Nếu lúc này mà quy hoạch chắc hẳn dân chúng mừng lắm, nhưng thành phố lại chưa có điều kiện.
Năm tháng trôi qua, đất dù cằn cỗi nhưng vẫn đủ cho cây rừng sinh sôi và phát triển, tuy có chậm, để giờ đây đã có thể gọi là những khoảng rừng thưa. Ba năm trước hội đồng thành phố định quy hoạch nơi này thành một khu đô thị đa chức năng, nhưng khi thăm dò, hầu hết dân chúng không đồng tình, vì họ tin rằng ba mươi năm nữa nơi đây sẽ trở thành một cánh rừng thơ mộng nằm giữa lòng thành phố. Thế là ý định quy hoạch bị từ bỏ.
Nhân cơ hội này, tôi hỏi ông Cameron Nelson về những kinh nghiệm trong quy hoạch đô thị của Úc, ông nói: ?oĐể có một đồ án quy hoạch tốt, đáp ứng nhu cầu phát triển đô thị hiện nay, không phải là dễ?. Từ những kinh nghiệm mà ông cung cấp, tôi nghĩ rằng nước ta hoàn toàn có thể áp dụng. Bởi theo ông Cameron Nelson thì Úc cũng đã từng trải qua một thời gian gặp phải vô vàn khó khăn về vấn đề quy hoạch, giống như hoàn cảnh của nước ta bây giờ, nhưng nhờ biết thực hiện tốt 4 tiêu chí bền vững mà Úc đã mau chóng trở thành một trong những nước sớm thoát khỏi những vướng mắc trong quy hoạch đô thị. Dù một đất nước còn rất trẻ nhưng ngành quy hoạch phát triển đô thị của Úc đã là một điểm sáng, không những phục vụ tốt cho nhu cầu trong nước mà đang là ngành mũi nhọn có lợi thế cạnh tranh bền vững trên thị trường dịch vụ tư vấn toàn cầu.
Bốn tiêu chí bền vững này là bền vững về xã hội, bền vững về tự nhiên, bền vững về kỹ thuật và bền vững về tài chính.
. Bài học: Cách đây mấy chục năm, Úc cũng từng lúng túng trong công tác quy hoạch đô thị như ở ta hiện nay. Họ cũng đã trả giá nhưng đã vượt qua được bằng những bài học thực tiễn

Bền vững về xã hội.- Đây là tiêu chí quan trọng nhất. Quy hoạch đô thị ảnh hưởng sâu rộng đến nhiều người từ nhiều sắc tộc khác nhau, nhiều nền văn hóa khác nhau. Để đồ án sống được theo thời gian với đầy đủ ý nghĩa mong muốn, đồ án đó phải vì con người, nghĩa là phải mang tính nhân văn, phải cân bằng được mọi giá trị văn hóa, tôn giáo, phải bảo đảm đầy đủ các yếu tố xã hội như giáo dục, y tế, việc làm, thu nhập, giao thông, và các dịch vụ cần thiết khác, đó là những yếu tố tạo nên tính bền vững xã hội.
Để đạt được yêu cầu đó, công tác truyền thông rất được coi trọng, nghĩa là tất cả đều phải công khai, với mong muốn ý tưởng quy hoạch kết hợp với công nghệ tiên tiến phải hài hòa được với ý nguyện của nhân dân.
Công tác truyền thông được tiến hành xuyên suốt qua cả bốn giai đoạn quy hoạch: thăm dò ý tưởng, mô hình hóa ý tưởng, quy hoạch sơ bộ và quy hoạch chi tiết. Đặc biệt là hai giai đoạn sau cùng, công tác truyền thông được đẩy mạnh rất sâu rộng và chi tiết bằng các cuộc điều tra kinh tế - xã hội rất cụ thể.
Tại Sở Quy hoạch thành phố thiết lập bộ phận tiếp nhận ý kiến công chúng cùng đường dây điện thoại miễn phí để lĩnh hội tất cả ý kiến đóng góp của nhân dân rồi chuyển cho bộ phận chuyên môn xử lý.
Chi phí cho công tác truyền thông và điều tra xã hội chiếm tỉ lệ rất lớn, thường từ 10%-20%, trong tổng chi phí của một đồ án quy hoạch, nhưng mang lại nhiều lợi ích rất thiết thực.
Người Úc rất có trách nhiệm với công việc chung, chính quyền rất tôn trọng ý kiến của dân và tạo mọi điều kiện thuận lợi nhất để người dân được nói lên ý kiến của mình. Vì vậy hầu hết mọi đồ án quy hoạch đều được đón nhận và ủng hộ vì được thực hiện theo ý nguyện của nhân dân.
Bền vững về tự nhiên.- Là tiêu chí quan trọng thứ hai. Tiêu chí này dựa trên nguyên tắc cơ bản là tất cả mọi cấu phần của đồ án quy hoạch phải tồn tại thân thiện với môi trường sinh thái. Người ta thiết lập một thứ tự ưu tiên để phân tích tác động của đồ án đến môi trường.
Ưu tiên thứ nhất là nguồn nước. Người Úc coi ?onước là linh hồn cuộc sống? nên quý trọng từng giọt và chú ý bảo vệ như nguồn tài nguyên quý giá nhất. Tại mỗi vòi nước đều có lời nhắc nhở dùng nước tiết kiệm: ?oBạn cứ dùng nước thoải mái nhưng chỉ với mục đích thiết thực?. Trong mỗi buồng tắm khách sạn cũng có những tờ rơi nhắc nhở ý thức bảo vệ môi trường: ?oXin bạn bỏ khăn cần giặt vào nơi quy định. Bởi nếu không chúng tôi sẽ giặt tất cả, và như vậy thì không hợp lý: thứ nhất tốn nước vô ích, thứ hai tốn chi phí xử lý nước thải vì xà phòng là chất không thân thiện với môi trường?.
Nếu một đồ án quy hoạch có ảnh hưởng nghiêm trọng đến nguồn nước mà không thể khắc phụ được thì bị từ bỏ ngay.
Ưu tiên thứ hai là những khoảng không gian xanh. Cây xanh ở Úc cũng có quyền pháp lý và được bảo vệ như những công dân. Mỗi cây đều có hồ sơ lý lịch và được quản lý bằng máy vi tính. Thủ đô Canberra được coi là một trong những thành phố xanh nhất thế giới với tỉ lệ ba cây xanh trên một đầu người.
Nếu đồ án quy hoạch ảnh hưởng xấu cho khoảng không gian xanh cũng bị từ bỏ ngay.
Ưu tiên thứ ba là tài nguyên và thổ nhưỡng. Tài nguyên khoáng sản của Úc khá phong phú được bảo vệ và gìn giữ như ?ocủa để dành? cho thế hệ mai sau.
Nếu dưới vùng đất định quy hoạch có khoảng sản thì trước hết người ta sẽ sơ bộ lập phương án khai thác, xem xét tình hình biến động của loại khoảng sản trên thị trường thế giới để tiên đoán thời gian cạn kiệt mà Úc phải khai thác (có khi là cả trăm năm sau), và vào thời điểm đó thì khai thác như thế nào. Đồ án quy hoạch không được ảnh hưởng đến việc khai thác sau này.
Thổ nhưỡng cũng rất được coi trọng, đặc biệt là những vùng có điều kiện thuận lợi cho việc sản xuất những sản phẩm nông nghiệp có giá trị cao trở thành lợi thế cạnh tranh của Úc trên thị trường thế giới.
Bền vững về kỹ thuật.- Là tiêu chí quan trọng thứ ba. Đồ án quy hoạch được coi là bền vững kỹ thuật khi tích hợp được mọi yêu cầu hạ tầng kỹ thuật một cách đầy đủ và đồng bộ với các phương án hợp lý bảo đảm cho cuộc sống văn minh lâu dài.
Ví dụ khi quy hoạch một tuyến đường, người ta đưa tất cả các công trình phụ trợ cần thiết như điện, nước, thoát nước, viễn thông, cây xanh, chiếu sáng v.v... vào chung một dự án. Tiến độ thi công cũng được lập rất cụ thể chi tiết và đồng bộ, xây trước, xây sau nhịp nhàng và hợp lý. Không đào đi đào lại gây lãng phí.
Khi dự án hoàn thành, các công trình phụ trợ sẽ được bán lại cho nhà cung cấp dịch vụ tương ứng. Những công trình như cấp thoát nước, môi trường, cây xanh, chiếu sáng v.v... không thu được vốn từ nhà cung cấp dịch vụ thì chi phí được tính vào giá đất.
Quan điểm lựa chọn công nghệ cũng là điều đáng chú ý. Người Úc coi công nghệ tốt nhất là công nghệ phù hợp nhất. Phù hợp với sự tiến bộ, với năng lực vận hành, với điều kiện sinh thái, điều kiện kinh tế - xã hội v.v... Cái gì cần hiện đại thì phải làm rất hiện đại, cái gì mà giản đơn còn phù hợp thì vẫn giữ lại đơn giản như bản chất vốn có.
Bền vững về tài chính.- Là tiêu chí quan trọng cuối cùng. Công tác phân tích kinh tế - xã hội và tài chính được thực hiện rất nghiêm ngặt ở giai đoạn ba - quy hoạch sơ bộ - và thẩm định lại ở giai đoạn cuối cùng, nhằm tính toán mọi chi phí cần thiết để đầu tư, vận hành, bảo dưỡng, và quản lý.
Người ta lập mô hình tài chính đầy đủ cho toàn bộ vòng đời của công trình. Thậm chí là chi phí để phá dỡ sau khi công trình hoàn thành sứ mệnh tồn tại (có khi cả trăm năm sau) cũng được dự toán rất chi tiết.
