Well you can do a lot with php but the script must be running on a server that supports php so you can read files from an ftp site (if you can connect to the ftp and pass with the script the username and password) and write them on the server that runs the script and not on ftp cause ftps can't run php...this can be done but i don't think that a script can play the role of a middle man to read from another location and write to another one at the same time, so the read part is easy but to sent files to another location with php i don't think that can be done.
To save a file from a web server to your server you can use this:

Tôi chưa thử bao giờ, nhưng bạn cứ thử xem, có 1 số website khác nữa , nhưng hình như chỉ có cái này là cho gửi tin nhắn vào ĐTDD ở Việt Nam thôi , tôi không chắc chắn lắm..
