Mình nghe nói Đại sứ Mỹ với Bộ Ngoại Giao VN mới chửi nhau trên báo về nhân quyền kìa , ở đó mà nằm mơ nữa

Mới đọc báo xong .Bọn Mỹ thích xen vào việc nội bô của Vn mình quá .Mụ Sanchez này chỉ thế thôi và lại còn kích động bọn Viện tân nữa chứ .
Dạo này lắm ********* quá làm lộn xộn hết mọi thứ và sự bình yên của đất nước .Bực cả mình ....

Chính sách của Hoa Kỳ coi cho phép xuất khẩu hàng quân sự sang Việt Nam là để ''tăng cường an ninh của Hoa Kỳ và củng cố hòa bình trên thế giới'' nay bắt đầu có hiệu lực, đánh dấu một chuyển biến mới trong quan hệ hai bên.
Sau quyết định lịch sử của TT George W Bush hồi cuối 2006, nay Chính quyền Liên bang chính thức công bố chính sách cho phép bán sang Việt Nam các hàng quân sự không phải vũ khí sát thương.
Công báo Hoa Kỳ (Federal Register) hôm 3.04.07 đã đăng chính sách cấm xuất khẩu vũ khí sang một số nước, gồm cả Trung Quốc.
Phần về Việt Nam (Part 126.1 (1) nói rằng chính sách cấm xuất khẩu đặt biệt lệ cho việc các công ty Mỹ được quyền xuất sang Việt Nam những hàng hóa và dịch vụ quốc phòng không thuộc loại giết người (non-lethal defense articles and defense services).
Không pha?i súng đạn
Đây là cách dùng từ của Hoa Kỳ nói đến hàng quân sự không phải súng đạn, chất nổ.
Nhưng các loại được phép xuất gồm cả các bộ phận ''tăng cường độ an toàn cho tổ lái phi cơ chiến đấu'' và các bộ phận tăng sức phóng v.v.
Một phần quan trọng khác của chính sách mới là cho phép nhập các hàng tương tự sản xuất tại Việt Nam và các giấy phép chế tạo vũ khí loại không sát thương từ quốc gia này.
Chính sách này, do Trợ lý Bộ trưởng Ngoại giao về Chính trị và Quân sự Stephen Mull ký vẫn cấm bán các loại quân dụng như vậy cho một loạt quốc gia.
Đó là Belarus, Cuba, Iran, Bắc Triều Tiên, Syria và Venezuela.
Văn bản này nhấn mạnh chính sách đó cũng áp dụng cho những nước Hoa Kỳ vẫn cấm vận vũ khí như Miến Điện, Trung Quốc, Liberia, Somalia và Sudan.
Chính sách mới (vê? xuất khâ?u ha?ng quốc pho?ng phi sát thương) sef tăng cường an ninh của Hoa Kỳ và củng cố hòa bình trên thế giới.

Cụ thể về mặt pháp lý, Bộ Ngoại giao Mỹ công bố họ sửa đổi Quy chế Buôn bán Vũ khí Quốc tế (International Traffic in Arms Regulations) trong phần nói về Việt Nam.
Chỉ những hàng thuộc loại sát thương (lethal defense articles and services and lethal-end items) vẫn bị ngăn cấm.
Ngày 2 tháng 11.2006, Bộ trưởng Ngoại giao Mỹ đã sửa chính sách chuyển giao vũ khí (arms transfer policy).
Sau đó, ngày 29.12.2006 TT Bush đã định nghĩa về mặt pháp lý rằng chính sách mới với Việt Nam trong lĩnh vực này sẽ "tăng cường an ninh của Hoa Kỳ và củng cố hòa bình trên thế giới."
Lần đầu tiên vấn đề quan hệ hai bên về mặt liên quan đến quốc phòng được xác nhận chính thức như vậy trong bối cảnh an ninh toàn cầu của Hoa Kỳ.

ôi dào tưởng gì chứ VN này lách luật là nghề rồi, sợ gì nhể, mua vỏ tàu về, mua máy bay ko về, rồi sang Nhật, Do Thái mua tiếp vài thứ nữa, thế là đủ hàng , cho 50 con ra Trường Sa xếp hàng diễn tập 1 tháng một lần rồi bắn pháo trên đầu mấy cái bãi cạn mà bọn Khựa cướp được, chỉ cần 3 lần thế chúng nó chẳng điên mà bỏ về đất liền ngay ấy chứ

Các bác nghĩ thế nào mà suy diễn tùm lum vậy? Cái phần bôi vàng đó thực ra chỉ là suy diễn của BBC chứ đâu liên quan gì tới quan điểm của Mỹ. Nếu cứ đà suy diễn này, sớm muộn gì các bác cũng sẽ kết luận là Mỹ có thể bán cho NC các loại như áo giáp, máy bay do thám - tập luyện... thôi. Vì mấy thứ này cũng đâu giết người được?!

SUMMARY: Notice is hereby given that the Department of State is amending the International Traffic in Arms Regulations (ITAR) regarding Vietnam at 22 CFR 126.1 to make it United States policy to consider on a case-by-case basis licenses, other approvals, exports or imports of non-lethal defense articles and defense services destined for or originating in Vietnam. The United States will deny licenses, other approvals, exports or imports of lethal defense articles and services destined for or originating in Vietnam. Under this policy, the exports of lethal-end items, components of lethal-end items (unless those components are non-lethal, safety-of-use spare parts for lethal-end items), non-lethal crowd control defense articles and defense services, and night vision devices to end-users with a role in ground security will not be approved.

SUPPLEMENTARY INFORMATION: On November 2, 2006, the Secretary of State
modified the U.S. arms transfer policy toward Vietnam allowing the sale, lease, export, or other transfer of non-lethal defense articles and defense services to the country. Subsequently, the President issued a determination December 29, 2006 that the furnishing of defense articles and services to Vietnam would strengthen the security of the United States and promote world peace.
The new policy will not permit the export or other transfer to
Vietnam of: (a) Lethal end items, (b) components of lethal end items,
unless those components are non-lethal, safety-of-use spare parts for lethal end items, (c) non-lethal crowd control defense articles and defense services, and (d) night vision devices to end-users with a role in ground security.
Regulatory Analysis and Notices

This amendment involves a foreign affairs function of the United
States and, therefore, is not subject to the procedures required by 5
U.S.C. 553 and 554.
Regulatory Flexibility Act
This rule does not require analysis under the Regulatory
Flexibility Act.

2. Section 126.1 is amended by revising paragraph (a) and adding
paragraph (l) to read as follows:
Sec. 126.1 Prohibited exports and sales to certain countries.
(a) General. It is the policy of the United States to deny licenses and other approvals for exports and imports of defense articles and defense services, destined for or originating in certain countries.
This policy applies to Belarus, Cuba, Iran, North Korea, Syria, and Venezuela. This policy also applies to countries with respect to which the United States maintains an arms embargo (e.g., Burma, China, Liberia, Somalia, and Sudan) or whenever an export would not otherwise be in furtherance of world peace and the security and foreign policy of the United States. Information regarding certain other embargoes
appears elsewhere in this section. Comprehensive arms embargoes are normally the subject of a State Department notice published in the Federal Register. The exemptions provided in the regulations in this subchapter, except Sec. 123.17 of this subchapter, do not apply with
respect to articles originating in or for export to any proscribed
countries, areas, or persons in this Sec. 126.1.

(l) Vietnam. It is the policy of the United Sates to deny licenses,
other approvals, exports or imports of defense articles and defense
services destined for or originating in Vietnam except, on a case-by-
case basis, for:
(1) Non-lethal defense articles and defense services, and
(2) Non-lethal, safety-of-use defense articles (e.g., cartridge
actuated devices, propellant actuated devices and technical manuals for military aircraft for purposes of enhancing the safety of the aircraft crew) for lethal end-items.
For non-lethal defense end-items, no distinction will be made
between Vietnam''s existing and new inventory.
