SK-II buyers get refund from sales outlet
    09/18/2006 10:23 EST (0148 GMT)
Buyers of SK-II cosmetics in which harmful chemicals were found will be able to get a refund, the product maker, Procter and Gamble, said yesterday.
It said buyers could get a refund of the purchase price by taking the receipt and the product to an SK-II outlet.
Yesterday''''s statement dropped earlier requirements that people seeking a refund should produce a medical certificate for skin allergy and return at least one-third of the product.
"Though the refund terms were softened, SK-II cosmetics will not be withdrawn from stores for the time being," said Wang Jun, SK-II public relations manager.
Wang said the company was still working with government departments on whether to recall SK-II products.
He insisted SK-II on sale was safe and products in which harmful materials were discovered had not reached the China market.
Last week, Guangdong Entry-Exit Inspection and Quarantine Bureau found SK-II cosmetics imported from Japan contained chromium and neodymium, both of which are banned in cosmetics."

"P&G halts SK-II cosmetics sales in China Fri Sep 22, 4:46 PM ET

SHANGHAI - Procter & Gamble Co. said Friday it has suspended sales of its SK-II skin care products in China after authorities discovered they contained substances that could trigger allergies. Consumers have been clamoring for refunds.

The U.S. consumer products company also decided to temporarily shut its SK-II sales counters nationwide, in part due to "security incidents" between customers and employees at some of its sales counters, said Charles Zhang, external relations manager for P&G Greater China.
The Shanghai Daily newspaper reported that police were called to the Park Hotel in Shanghai on Wednesday to help deal with some 400 angry consumers seeking refunds on SK-II products.
The report said customers were upset they had to sign a waiver saying there was nothing wrong with the quality of the cosmetics and that they would have to wait one month before getting a cash refund.
China''s quality and inspection regulators in local cities, as well as the General Administration of Quality Supervision, Inspection and Quarantine, have asked the company to take action after finding trace amounts of chromium and neodymium in SK-II products, the official Xinhua News Agency reported.
Chromium and neodymium can cause skin allergies and other illnesses.
"The Chinese government recently raised questions about two elements found at trace levels in SK-II products. SK-II does not add these elements as ingredients in any of our products," the statement said.
Zhang said the chromium and neodymium were not deliberately added but occurred naturally.
Maria Burquest, spokeswoman for the SK-II brand at P&G headquarters in Cincinnati, said that the company has been working with the Chinese government since Sept. 14 on the issue "to make sure that the regulations pertaining to trace levels are fully clarified."
Burquest said it is too early to tell the financial impact of suspending sales in China, but said sales there represent less than 7 percent of the brand''s global sales.
She said sales of the products are not being suspended in any other country.
The SK-II brand is sold in 13 countries. In ad***ion to China, the products are sold in Malaysia, the United States, Canada, the United Kingdom, South Korea, Taiwan, Singapore, Australia, Thailand, Indonesia, Japan and Hong Kong.
P&G said in a statement on its Web site that it was confident its Japanese-made SK-II products comply with safety standards and regulations required by health authorities in the U.S., Canada and the European Union.
The company''s Japanese Web site assured domestic customers that the products "of course meet the standards for quality and safety expected of cosmetics in Japan, and there are no problems."
P&G shares rose 7 cents to close at $61.81 on the New York Stock Exchange."

SINGAPORE ?" Singapore authorities on Friday gave the all-clear for SK-II ?" a line of beauty products made by a Japanese subsidiary of U.S. consumer products giant Procter & Gamble Co. ?" despite a scare in China.
The Health Sciences Authority said its tests on some of the skincare products sold in Singapore showed they contain only slight traces of the possibly harmful metals chromium and neodymium.

S.Korean Department Stores Halt SK-II Products
    2006-09-22 14:19:13 Reuters
South Korea''s top department stores halted sales of a popular cosmetics line famous for its skin whiteners made by U.S. consumer products giant Procter and Gamble, while authorities checked for potentially harmful chemicals.
The stores suspended sales of eight products -- including whitening agents, facial creams and sunblocks -- from the SK-II line, which are mostly made in Japan and distributed by P&G.

The Korea Food and Drug Administration has launched an investigation into the products.
P&G denied the products were harmful after a consumer scare
in China earlier this week. Local media reports there that the products may contain damaging chemicals prompted some retailers *****spend sales.
Hyundai Department Store Co. Ltd., South Korea''s second-biggest department store operator, and third-ranked Shinsegae Co. Ltd. halted sales of eight SK-II products, officials said.
Lotte Shopping Co., the top department store chain, had yet to decide whether to follow suit, a Lotte spokesman said.
SK-II, developed in Japan by P&G''s Max Factor unit, is the best-selling foreign cosmetics line in South Korea, South Korean retailers said.
Skin-whitening cosmetics are popular throughout Asia, and department store cosmetic counters, drug stores and supermarkets are chock full of products designed to give skin a porcelain hue.

    Cosmetic Fears Hit 4 Brands
    2006-09-26 13:33:41 Shanghaidaily.com
THE Shanghai Food and Drug Administration said yesterday it is closely monitoring four more cosmetic brands - Clinique, Dior, Estee Lauder and Lancome - based on reports they contain harmful chemicals.
The Hong Kong Standards and Testing Center reported last weekend that heavy metal elements such as chromium and neodymium were found in five products sold by the companies.
"Chromium and neodymium may exist in the ingredients of cosmetics, or in water or air," said Anne Chuah, an official with the testing center. "They may be left in the products during manufacturing."
The producers of the cosmetics, Shanghai Estee Lauder Commercial Co Ltd, LVMH Perfumes & Cosmetics (Shanghai) and L''Oreal Group all stated their products were safe.
"Estee Lauder individualist natural finish makeup and individualist finish powder makeup, which are on the list, are not sold on the Chinese mainland," said a statement released by Estee Lauder yesterday. "And the Clinique superpowder double face power sold in the local market has passed an inspection by state authorities."
L''Oreal said its cosmetic products strictly comply with current European and international regulations.
"All our products have been inspected by the authorities, so we are confident in telling our customers to go on using our products," said Zhou Genliang, an official with the company.
LVMH, the producer of Dior cosmetics, said it has not received any information about the report from mainland authorities and it holds a safety certificate from state authorities for all its products.
Local shops were still selling the products yesterday.
Meanwhile, customers continue to receive refunds for their SK-II products at local department stores.
Pacific Department Store and Oriental Shopping Center outlets began giving full refunds on Saturday to customers who had bought SK-II products this month.
"We accepted about 20 refunds every day," said a staff member at Pacific, who was not willing to be named. "The customers are only required to bring in a receipt from our store."
While consumers praised the stores, P&G, the distributor of the cosmetic line, has been criticized for not doing enough to provide refunds to customers.
