    Qiseng, hồ chứa nước tại miền trung vừa bị vỡ cuốn trôi theo dòng nước không biết bao nhiêu tỉ tiền thuế của dân. Mỗi khi nói chuyện với các anh đồng sự trong ngành, tôi là 1 trong những người ít ỏi nhất tin vào sự phát triển của Việt Nam cũng như ngành điện VN. Cuộc sống tại Mỹ vốn khắc nghiệt nên đã dạy cho con người luôn nhìn về phía trước, lạc quan nhưng đồng thời cũng buộc họ đánh giá thực tế sự việc dựa trên cơ sở duy vật biện chứng. Tôi tin là chúng ta sẽ làm được nhưng làm như thế nào để đạt hiệu quả tốt nhất là cái mà chúng ta luôn phải suy nghĩ và không được dừng lại.
    Về con cá basa tôi đã nói trên diễn đàn này ngay từ khi vụ kiện vừa xảy ra. 500,000USD là cái giá phải trả cho sự bất công không phải do phía Mỹ tạo ra mà là do cái dại của các tay trung gian. Dân VN có tài liệu theo phía VN, dân tại Mỹ có tài liệu theo phía Mỹ cái nào đúng cái nào sai? Chẳng quan trọng là ai sai ai đúng mà quan trọng là cái luật chơi. Có bao nhiêu phần trăm cơ hội thắng cho một tập đoàn nước ngoài hay 1 cá nhân nước ngoài vào thưa kiện tại VN? Nhỏ hơn là cái cơ hội vào thưa kiện tại Mỹ. Khi mình chưa đủ mạnh mà lại muốn chơi sai luật thì cơ hội thắng có hay không? Tất cả những Việt sống tại Mỹ đều hiểu tâm trạng của người nuôi cá ở VN, họ đều muốn có cá rẽ, ngon để ăn nhưng họ đều chắc rằng VN sẽ thua kiện ngay từ khi mở đầu. Chỉ có những kẻ cơ hội như White$Case cố tạo ra cái hy vọng để kiếm lợi cho họ. Thiệt thòi cuối cùng là ở người nuôi cá chứ không phải là những kẻ trung gian. Nếu bạn có theo dõi các cuộc họp thương mại thúc đẩy VN gia nhập WTO thì chắc sẽ nghe câu nói của phó thủ tướng Vũ KHoan "chúng tôi không nghĩ là phải hội đủ điều kiện mới gia nhập WTO, mà nên tiến hành đồng thời...." thay gì tập trung vào giải quyết công việc mau chóng hội nhập thì lại muốn phá luật. Mọi người đều có quyền suy nghĩ riêng nhưng luật chơi là do ban tổ chức đặt ra và thường có lợi cho kẻ mạnh và người tài trợ. Yếu mà ra gió thì chỉ tốn tiền mua thuốc. Cuối cùng thì con đường vào WTO cứ kéo dài mà chẳng đi đến đâu còn Campuchia thì có hy vọng sẽ được vào cuối năm nay. Campuchia chấp nhận luật chơi vì hiểu rõ mình và họ đã dần qua mặt VN trên nhiều lĩnh vực. Ngày nay vào trong mall của Mỹ hàng may mặc của VN đã không thể sánh ngang với hàng may mặc của Campuchia.
    Nhìn chung thì các bạn thích đi vào chi tiết kỷ thuật, mà những cái này thì tôi không thể hơn vendor được. Hay là để tôi cho các link, tạo điều kiện cho các bạn vào thẳng bên vendor mà xem.

    Primen has just announced a brand new market study titled ''Capitalizing on Connectivity''.     Transcripts of the Columbia shuttle''s five Mission Management Team (MMT) meetings indicate that the officials on the team did not seriously consider that the foam debris which hit the shuttle during launch could hurt the shuttle. They labeled the incident as "no safety of flight issue" though they did not know the exact size or location of the impact, and told the Columbia astronauts about the impact only because the media learned about it. One source says that the MMT did not ask for other views. The chunk of foam probably put a large hole in the reinforced carbon-carbon panel on one wing, allowing hot gases to destroy the wing during reentry. The Columbia Accident Investigation Board says that the organizational breakdowns were as much of a problem as any technical issues involved in the disaster, and is expected to provide a recommendation for MMT changes. The MMT is supposed to meet daily, but met only five times during Columbia''s 16 days in orbit, with three days off for the Martin Luther King Jr. federal holiday, and a NASA study now indicates that a rescue mission might have been possible if the damage had been detected during the first four days of the mission. Foam strikes have long caused minor damage to shuttles, and the transcripts show that the MMT members based their decisions on previous analyses. It appears that the MMT members did not think that the flight crew was in danger. go to web site)

    The deregulation trend of the last 20 years finally spread to the U.S. electricity industry, but the market-manipulation schemes of energy traders, poor federal oversight, and greedy utilities contributed to undermining deregulation goals, according to Jack Casazza. He also blames engineers for directly or indirectly participating in the unethical, and sometimes illegal, strategies of energy traders or other market participants interested in inflating profits. Casazza notes engineers'' loyalty to their companies discourages them from reporting violations of the public trust, even if the activities are illegal. The Institute of Electrical and Electronic Engineers (IEEE) could discourage a repeat of the scandals that occurred during the California energy crisis--which is estimated by the Utility Reform Network to have cost the state up to $82 billion--by assisting investigators examining the role of electrical engineers in boosting company profits and supporting punitive measures for violators of its Code of Ethics. Engineers at such scandalized companies as Enron and Reliant Resources were involved in schemes to maximize profits by planning fraudulent outages or work procedures, in ad***ion to inflating transmission congestion. Deregulation split the different functions of the electricity industry into separate sectors to increase competition by introducing independent energy companies, such as Enron. However, state policies governing vertically integrated utilities did not apply to independent generators, which allowed them to implement unethical, but profitable strategies that affected the entire electricity network. go to web site)
    Japanese Robotics Research Team Develops ''Humanoid'' Equipment Operator
    ENR (07/21/03) Vol. 251, No. 3, P. 29; Hampton, Tudor
    Japan''s Kawasaki Heavy Industries, Tokyu Construction Co., and the National Institute of Advanced Industrial Science and Technology joined forces to create robots to run heavy equipment in hazardous work environments. The HRP-1S--which weighs in at 258 pounds and stands at a little more than five feet tall--features a brushless DC servo motor, harmonic-drive reduction gear, brushless DC servo amplifiers, a Ni-Zn battery, and a wireless Ethernet modem. A technician uses a video-game-type joystick and two cameras in the robot''s head to operate the device from a control station. Though some fine-tuning is still needed, Tokyu Construction project engineer Takao Ueno thinks jobsite tests may soon be underway. go to web site)
    Holding Up

    Even before the World Trade Center recovery efforts officially concluded in May of 2002, some reconstruction work was already underway on such elements as the subway and PATH train tunnels under the site, the forthcoming temporary PATH train station, and a new taller reconstruction of the World Trade Center 7 building. Of the structural elements that went into the original construction of the World Trade Center, however, the only one to remain is the "bathtub" slurry wall that was constructed to keep water from the nearby Hudson River out of the complex''s foundation, and its presence remains vital as further redevelopment according to architect Daniel Libeskind''s plan gets underway. Mueser Rutledge Consulting Engineers has spent the past year consulting with government and transit agencies, the Battery Park City Authority, World Financial Center developer Brookfield Properties, and other groups on the status of the slurry wall and the anchors, minipiles, and other things needed *****pport the wall as rebuilding gets underway. The slurry wall and some remaining below-grade slabs at the north end of the site are being used in the construction of the temporary PATH station and the lateral support of Vesey Street, while some remaining basement walls are being used *****pport other streets ringing the site. There are some limitations, at least temporarily, to the reconstruction, such as the fact that rock sockets for certain anchors in the wall are sitting within adjacent properties, and the fact that there are vehicular ramps and large-diameter river-water pipelines. The long-term reconstruction plan includes the recreation of Greenwich Street above the #1 and #9 subway lines, which would have divided the old World Trade Center plaza in two, as well as a "Grand Concourse" proposed by the Port Authority that would connect the World Financial Center with the proposed Fulton Street Transit Center. East of the new Greenwich Street, major office construction is expected, while to the west of it within the bathtub area would be a memorial covering the Twin Towers'' footprints as well as a new tower in the northwest portion of the site. Meanwhile, portions of the existing slurry wall are being shored up by temporary repairs and maintenance involving sandblasting the exposed concrete services, taking away the delaminated concrete, realigning and anchoring the reinforcement of the wall and applying a shotcrete cover. go to web site)
    Turning the Tide

    Maryland Department of Natural Resources engineer Jordan Loran says that few people realize how much work goes into maintaining beaches. Government agencies work to keep beaches from eroding, so as to protect nearby buildings and roads and to provide revenue. The Ocean City Beach Replenishment and Hurricane Protection Project used the resources of the federal, city, state, and county governments in 1988 to maintain the barrier island with hydraulic dredging to move sand back into place, using cutterhead and hopper dredges to get sand from the ocean floor without harming sea life and putting it on the beach. More dredging was done between 1990 and 1994, costing roughly $48 million, and both sand dunes and a steel bulkhead below the boardwalk were put into place.     Infection Control in a Hospital During a Construction Project

    When overseeing construction projects of health care facilities, it is important to safeguard the health of patients and staff from harmful substances. Almost 75 percent of today''s construction projects in health care facilities involve the modification of existing buildings. One of the most important aspects of such projects is the ICRA, or Infection Control Risk Assessment. The ICRA is a set of recommendations made by a group of experts in such fields as risk management, infection control, ventilation, and construction. The recommendations for a particular project must focus on the construction''s effect on patients and staff, such as patient relocation, the impact on critical services, and keeping indoor air quality at satisfactory levels, among others. ICRA is the responsibility of the owner of the facility, but the consulting engineer and HVAC engineer play important roles in developing the ICRA. For example, infection control experts say the ductwork system that channels a facility''s air is one way that harmful agents might enter the site, so supply diffusers and other parts should stay covered during the entire project. In one situation, many of the ICRA requirements were avoided by selecting a less intrusive way to install a steam pipe, even though it was costlier. go to web site)
    Hydrogen Car Near, Energy Supplier Says

    Stuart Energy System Corp. plans to reveal details about development of an internal-combustion car engine powered by hydrogen, which CEO John Slangerup said could be ready for mass marketing within two years. Ford Motor Co. is helping the company evaluate the engine, in ad***ion to more advanced hydrogen fuel-cells for transportation applications. Slangerup notes it could take 15 to 20 years before fuel-cell vehicles are ready for commercialization, but acknowledges hydrogen-powered combustion engines will also require creation of a hydrogen infrastructure. He added that Stuart Energy plans to introduce a personal energy station for refueling hydrogen-powered cars within two years. The energy station would have enough hydrogen to refuel two cars per day and could also provide emergency back-up power to homes equipped with solar-power systems. The energy station uses electrolysis to produce hydrogen, which has drawn some criticism because it produces emissions.     Holographic Data Storage: When Will It Happen?

    The commercialization of holographic data storage (HDS) is being held back by a lack of funding as well as problems in finding the best recording materials, be they crystals, polymers, or glasses. Photorefractive crystals were highly touted as an HDS medium for a time, but low sensitivity and the need for holograms to be embedded within the crystals discouraged investors from funding startups such as Optostor. Polymers are divided into two classes for HDS--photopolymers and photochromic polymers; photopolymers, in which bonds coalesce or break in the presence of light, are the most promising technology, while photochromic polymer technology can support rewritable HDS because it is reversible. InPhase Technologies chief scientist Bill Wilson expects his company to launch its first commercial HDS product in 2005. Polymers, however, are highly susceptible to shrinkage, a defect that glasses do not have; moreover, glasses have better optical properties and a smaller thermal coefficient compared to polymers. InPhase is developing both the HDS material and the drive technology itself. Holographic drive development is being led by Asian companies such as Optware, which has designed a storage system that eliminates much of the clunkiness associated with the technology. Many companies expect to have HDS products on the market within two years, but Barry Schechtman of the Information Storage Industry Consortium has his doubts. "If HDS does not come onto the market by 2005, other technologies will overtake, even though HDS looks better on paper," he says. go to web site)

    Ngành điện luôn nói lỗ nhưng người tiêu dùng khó tường?
    Cơ chế giá điện hiện nay đã tỏ ra nhiều bất cập và việc ngành điện đề nghị tăng giá điện (bắt đầu từ 1/1/2004) dường như đang đi "ngược dòng", ngược với xu thế chung, ảnh hưởng đến đời sống dân chúng và toàn bộ nền kinh tế.
    Trước hết, trong khi một số ngành kinh doanh như ngành bưu chính viễn thông cố gắng giảm giá để phục vụ cuộc sống của nhân dân, thì ngành điện lại tiếp tục tăng giá? Đó là chưa nói đến các ngành mà có nhiều thành phần kinh tế tham gia trong nhiều năm nay còn phải ra sức quảng cáo, tiếp thị, giảm giá dưới nhiều hình thức như ''''''''mua 2 tặng 1'''''''', khuyến mãi trúng thưởng, lắp đặt tại nhà vận chuyển tới tận nhà, bán trả góp... Ngay cả tiền là thứ quan trọng như vậy mà ngân hàng ''''''''mua tiền'''''''' của dân cư cũng phải đua nhau đưa ra mức lãi suất với khá nhiều hình thức hấp dẫn!...trong khi đó ngành điện dường như đang đi trái với quy luật.
    Thứ hai, ngành điện luôn luôn nói rằng lỗ, nên phải tăng giá điện. Những không có kiểm tra của cơ quan kiểm toán độc lập thì nhà nước cũng khó biết, người tiêu dùng cũng khó tường? Kiểm toán là việc làm bình thường và thường xuyên nhằm đảm bảo tính minh bạch trong cơ chế thị trường.
    Thứ ba, điện bán cho nông thôn tuy chỉ thu được 360đ/KWh, nhưng thực tế người dân đã phải trả giá cao hơn nhiều, vì ngành điện chỉ bán buôn cho hợp tác xã đến công tơ tổng, trong khi theo kết quả tổng điều tra nông thôn, nông nghiệp và thuỷ sản, giá điện bình quân ở nông thôn mà các bộ phải trả tới 693đ/KWh, ở một số tỉnh còn cao hơn nữa. Nếu ngành điện mở rộng việc bán điện trực tiếp tới từng hộ nông thôn thì nông dân sẽ chỉ phải trả thấp hơn giá hiện nay và ngành điện cũng thu được số tiền nhiều hơn.
    Thứ tư, điều kiện giá tiêu dùng đã giảm 5 tháng liền, giải ngân vốn vay còn rất chậm, Nhà nước đang có chủ trương tiếp tục kích cầu, mọi sự tăng giá (nhất là sự tăng giá của một sản phẩm có tác động dây chuyền như điện) đều kích cầu ''''''''ngược'''''''', bởi vì với cùng một lượng tiêu dùng cho chi tiêu, nếu giá điện tăng thì lượng tiền còn lại để chi tiêu cho các loại hàng hoá khác sẽ giảm.
    Thứ năm, trong cơ chế thị trường giá bán sản phẩm thông thường tỷ lệ nghịch với sản lượng sản xuất, tức là giá bán sản phẩm tiêu thụ. Nhưng với điện thì tình hình ngược lại. Sản lượng điện phát ra năm 1998 đạt 21,7 tỷ KWh, thì giá bán điện là 703đ/KWh; năm 1999 đạt 23,6 tỷ KWh, năm 2000 đạt 26,7 tỷ KWh thì giá bán điện lại tăng lên 728đ/KWh; năm 2001 đạt 30,6 tỷ KWh, thì giá bán điện tính ra lại tăng lên khoảng 840đ/KWh; năm 2003, nếu tốc độ tăng cả năm đạt được như 7 tháng đầu năm (14,9%) thì cả năm sẽ đạt khoảng 41 tỷ KWh mà tăng giá nữa là không phù hợp, ngay cả lùi việc tăng vào tháng 1/2004.
    Thứ sáu, điện hiện nay cũng gần như là mặt hàng duy nhất áp dụng đơn giá luỹ tiến theo xu hướng dùng càng nhiều thì đơn giá càng cao. Đây là điều chưa phù hợp với cơ chế thị trường - cơ chế mà nước ta đã chuyển sang thực hiện từ gần 20 năm nay.
    Còn có thể kể ra với nhiều lý do nữa, nhưng chỉ với những lý do đã nêu thì chẳng những không thể tăng mà nên chăng phải xem xét lại để giảm giá điện?

    Đúng là mấy anh phóng viên chả biết cái đếch gì. Nhà nước và ngành điện không hề khuyến khích dùng nhiều điện, và chỉ khuyến khích tiết kiệm điện. Điện dùng cho sản xuất quan trọng hơn, và VN đang thiếu điện, TẤT NHIÊN dùng nhiều sẽ phải trả càng nhiều tiền, không khuyến khích mà, nước ta đã là nước phát triển đâu.
    Các cậu biết rất rõ, đầu tư cho ngành điện tốn kém như thế nào, nếu tính thẳng cánh cò bay lỗ lãi khấu hao vân vân (tôi không biết gì về kinh tế) thì đúng là lỗ chỏng gọng. Mà vốn phát triển thì lại đi vay, khó khăn lám.
    Các bạn là người cùng làng (điện) thì về làng mà xem tình hình.
