    HCM City Market Management officials uncovered 23 tonnes of glacilaria , an edible seaweed in violation of State labelling regulations, including 3867 boxes of foreign-imported glacilaria , all with false labels.

    Initially, officials seized 300kg of glacilaria off the street , but then found three warehouse of glacilaria in districts of 7, 11 and Binh Chanh

    Authorities are still searching for the owners of the illegal goods.

    HCM City dock gets Austrian gear
    HCM City's Bến Nghé Quay can load ship more rapidly now thanks to an Austrian crane capable of moving 25 containers an hour.
    The US$2 milion crane can reach 50m and as high as 45m; it can lift 104 tonnes.
    The crane is Bến Nghé's third.

    Rainy season wreaks havoc on HCM City road network
    Downpours on Wednesday afternoon wreaked traffic chaos on most of HCM City's streets, prompting city authorities to step up efforts to tackle drainage problems.
    The heavy rain lasted up to 45 minutes and caused deluges in many areas prone to floods, including Districts 5, 6,11, Tân Bình and Bình Thạnh, with water levels ranging from 0.4 - 0.6m.
    Municipal traffic police said Hoàng Lệ Kha Street in ward 9, District 6 and Hùng Vương Street near Phú Lâm were congested for several hours after the downpour.
    But the torrential rains brought some relief to drought-stricken rice fields in the outlying districts of Gò Vấp, Hóc Môn and Bình Chánh.
    Despite continued efforts to tackle the problem, many areas in the southern economic hub are still struggling with severe water-logging during the rainy season, the Deputy Director of the municipal Transport and Public Works Department, Trần Minh Dũng, admitted.
    It also dredged small inner-city canals and rivulets and built some new sewage treatment tanks in areas subject to heavy flooding.
    Last year, the municipal department also invested VNĐ 101 billion on cleaning up and renovating drainage systems in the city's 15 most flood-prone areas.
    Some VNĐ 35 billion was used to build a one-way valve system in areas regularly flooded by the Sài Gòn River.
    But apart from downtown districts, such as Districts 1, 3, and 5, most drainage systems in the city are dismal con***ion.
    Drainage problems are exacerbated by the fact that the city does not have a proper water treatment system to treat household, industrial and hospital waste.
    Dredging work on canals and narrow rivulets are being compromised by illegally-built house and the discharge of waste.
    But the upper sections of the Nhiêu Lộc - Thị Nghè and Nước Đen waterways are set for dredging to ease flooding at 13 other locations along Bình Thạnh District's Văn Thánh and Nơ Trang Long streets.

    Low-income housing in HCM City gets a boost
    Municipal authorities launched the construction of a low-income housing project in HCM City?Ts District 3 on Tuesday.
    Sài Gòn House Construction and Trading Company will spend 3 years building the VNĐ 176 billion (US$ 10.1 million) complex, comprising three 20-story buildings and 432 apartments.
    This is the first of a series of residential areas to be built for poor and low-income residents. HCM City officials plan to build 10,000 new houses every year in an attempt to accommodate the exploding demand for homes among low-income earners.
    Over the next four years alone, city officials say they will build 15 million sq. m of low-income housing, mainly for city employees, workers, teachers and students now living in slums.
    Officials expect they will need VNĐ 1.5 trillion (US$ 100 million) each year, which will likely be allocated from the State budget, bank loans, development firms and trade companies.
    The program to build low-income housing was launched in 1985 to address the dearth of reasonable in expensive housing. According to city housing officials, relatively of the more than 3,000 ha of recently built housing serves low-income earners.
    Tra***ionally, officials have struggled to raise money for the program, and to find suitable land for development.
    Many cre*** organizations and trade companies have been hesitant to joint in the program for fear of financial collapse. The long wait before cre***ors can recover capital under State programs also scares investors away.
    Housing officials explained that the program is funded chiefly through the sale State-owned houses to existing occupants. However, these transactions only generate an estimated VND400-500 billion a year, well short of the VND 1.5 trillion estimated need of the program.
    Persistent difficulty in finding low-income housing has driven many residents to search for housing in the city?Ts suburban districts. Many simply construct housing illegally, interfering with Government urban planning and obstructing vital infrastructure projects.
    In ad***ion to new construction, the city plans to renovate 12000 apartments currently in poor con***ion, and clear more than 3,000 make-shift houses city-wide.
    City officials have outlined several strategies to rapidly implement the city?Ts housing plan over the next four years. In the first pass, over 10,000 shacks built along polluted canals and rivers will be relocated.
    The city also plans to build 15,000 houses for low-income workers and public employees, along with workers and students dorms to accommodate 97,000 residents.
    Authorities will apply a policy of selling houses to low income people through instalment plans to assist working families.
    According to housing officials, city authorities need to create favourable con***ions to encourage different economic sectors to join the housing development program.
    This includes offering an incentive policy, such as possibly reducing or exempting taxes for housing development projects.

    Viet Nam sends team to UN meet on children
    VNS- A high-level State delegation, headed by Vice President Nguyen Thi Binh, is off to New York early next month to attend the United Nations General Assembly's special session on children.
    The UN meeting will review the efforts and achievements made in the wake of the 1990 World Declaration from the Summit on Children.
    Leaders from the participating countries will also commit to a new plan of action to protect children's rights.
    More than 4,000 representatives from 180 countries and various non-governmental organisations are expected to attend the meeting.
    The session will come up with targets for the coming decade, by aiming to encourage healthy living, provide quality education, protect children from abuse and fight against HIV/AIDS.
    Alongside the seven adults in the Vietnamese state delegation, two children will travel to the United States: Nguyen Thi Khanh Ngoc, a girl from HCM City, and Pham Nguyen Ha, a boy from Ha Noi.
    Four other children will also make the trip to the special session as part of a delegation from Vietnamese non-governmental organisations.
    The representatives from Viet Nam will participate in peripheral sessions such as a children's forum, a parliamentarians' forum and a dialogue between donors and State leaders.
    Binh is scheduled to meet with parliamentarians from a number of other countries, including the US, and with Viet kieu (overseas Vietnamese).
