Dưới góc nhìn của mình thì động thái Việt Nam mua sắm một số lượng lớn vũ khí trang bị cho Hải quân và Không quân và "công khai" chuyện này là một lời "tuyên chiến gián tiếp" với những thế lực nhăm nhe chủ quyền biển đảo của Việt Nam.

Vietnam has made a new and huge purchase of weapons from its old Russian friends, and it seems more likely to increase regional tension and restart an arms race than to promote peace. The secrecy of the deal is at least equally unfortunate. News of the purchase of submarines and advanced fighter jets leaked out of Europe, and even then authorities in Hanoi simply kept mum. This is the first significant arms purchase within the region since Vietnam joined Asean. Hanoi has a lot of explaining to do.

Press reports last week from Russia said the major arms purchase totalled some US$2 billion (70 billion baht), and was finalised during a visit to Moscow by Prime Minister ***************. Mr Dung confirmed in an offhand remark at a press conference he had agreed to purchase weapons, but gave no details. Sources in Moscow indicate he made a major buy. It is worrying because the squadron of SU30 fighter jets he bought is highly advanced compared with other regional air forces.
It is more troubling, however, that the purchase includes six new Kilo-class submarines. This provides a weapon to the Vietnamese navy that is not available to Hanoi''''s partners in the Association of Southeast Asian Nations. Thai authorities, over the past two decades, have consistently rejected requests from the Royal Thai Navy and military headquarters for submarines. Experts almost unanimously agree that the boats are not particularly useful for patrolling or for protecting the generally shallow waters of the country''''s coastline, and the same can be said for Vietnam.
The only apparent reason Vietnam intends to add submarines to its naval arsenal is because it intends to step up its claims for disputed offshore shoals and small island groups. Vietnam contests sovereignty of several such uninhabited regions, most notably the Paracels group off its eastern coast, and the Spratly Islands, in Asean waters.
China, of course, also claims the Paracels and Spratlys. It has submarines, and so does another claimant, Taiwan. This was, presumably, the deciding factor in Mr Dung''''s decision to write a huge cheque to the arms vendors in Moscow to deliver one modern and newly built submarine a year to his navy. It is, however, a startling and at least partly recidivist decision. It is certain to have far-reaching consequences, few of them positive.
The Vietnam government''''s decision to build up its air and sea forces indicate two possibilities. The first is that Hanoi is growing nervous about possible aggression in the disputed offshore areas. That would be bad news for its neighbours as well. Or, Vietnam itself intends to initiate action, and become more aggressive about staking its claims. That would be unacceptable.
Vietnam joined Asean in 1995, after more than a decade of deadly confrontation with the group - including military incursion of Thailand - after its 1977 invasion of Cambodia. In those 14 past years, Vietnam has been an extraordinarily good neighbour, especially considering its previous military conflicts and political run-ins. Its conduct has done much to cool the concern of Asean partners who also claim the Spratly Islands. There are many, including Malaysia, Indonesia, Brunei and the Philippines, in ad***ion to China and Taiwan.
Vietnam should rethink its plans to initiate an arms race in the Asean region. Otherwise, it must give full details of its arms purchases to the public, and explain its reasoning. The leadership of Asean, starting with Secretary-General Surin Pitsuwan, must directly engage Hanoi over this serious arms escalation. Economically and politically, there seems no good reason for Vietnam to start a new programme of military re-armament.

Họ lo VN xen vào giữa mối quan hệ giữa họ với Kam mà! Trong khi Thái mấy năm gần đây bấn loạn vì chính trị và chia rẽ sắc tộc thì VN lên như diều trong lĩnh vực QS! Nếu Thaksin quay lại ngồi ghế thủ tướng chắc ông ta dám bán con HKMH của Thái cho TQ lắm

Họ lo ngại cũng có cái lý của họ. Cái chúng ta cần làm là làm sao để họ thấy mình không chĩa mũi nhọn vào ai cả. Cho họ thấy chúng tôi mạnh thì các bạn cũng mạnh và được yên tâm trước các nguy cơ thì họ sẽ hiểu và có khi lại còn ủng hộ chúng ta ấy chứ.

Kô biết làm sao em thì rất ác cảm với bọn Thái ! Chúng nó càng loạn thì VN càng có nhiều cơ hội để vượt nó về kt , về QS thì từ trước đến nay Thái kô có cửa để chọi với Việt , mày thằng cha QĐ lo ngại để thúc CP chi tiền cho QĐ mua VK và chia chác nhau ý mà ! Thái kô có lợi ích trong vấn đề BĐ , và cũng có thể nó theo Tàu nên tỏ ra lo ngại với VN chăng

Vietnam Talks To France About Helo, Plane Sales

HANOI, Vietnam - Vietnam wants to buy helicopters and army transport aircraft from France, state media said Dec. 18, as part of the communist country''s drive to modernize its antiquated military.
The request came during a visit Dec. 17 to France by Vietnam''s defense minister, Phung Quang Thanh, who met his French counterpart Herve Morin, the Voice of Vietnam reported on its Web site.
"Minister Thanh asked France to help Vietnam train its army medical personnel and sell the country helicopters, transport aircraft and other modern military equipment," Voice of Vietnam said.
"The two ministers signed an agreement on defense cooperation between the two countries and agreed to hold further talks on defense issues."
Thanh traveled to France after a rare visit to the United States, where he held talks with U.S. Defense Secretary Robert Gates.
Vietnam defeated both France and the U.S. in lengthy wars decades ago.
On Dec. 15, Vietnam and Russia signed a long-planned arms deal during a visit by Prime Minister *************** to Moscow.
Details were not released, but Russia''s Interfax news agency reported that Vietnam had agreed to buy six ultra-quiet Kilo-class diesel-electric submarines for about $2 billion. Analysts said it was a major investment aimed at bolstering claims against China over potentially resource-rich islands in the South China Sea.
The deal with Russia also reportedly included Sukhoi Su-30MK2 warplanes, which are among the world''s most advanced.
Lt. Gen. Nguyen Chi Vinh, Vietnam''s deputy minister of defense, told reporters last week that the country is considering many possible partners to help modernize its military.

1. Như vậy có thể khẳng định chắc chắn ta sẽ mua trực thăng EC (có thể là EC-225 và EC-155B).
2. Không loại trừ ta sẽ mua máy bay vận tải C-295 và xa hơn nữa là A-400M.
Còn nâng cấp vũ khí trang bị (trong đó có tên lửa đất đối đất) thì đã được thực hiện từ vài năm nay rồi.

Bọn Thái này thật khốn nạn, lúc ta đánh Mẽo thì chúng nó là thằng tay sai đặc lực nhất của Mẽo trong khối ĐNA, Căn cứ không quân trên đất Thái là nới B-52 mang tội ác đến Việt Nam, lúc chúng ta đánh Cam thì nó cho bọn Phốt mượn đất lập căn cứ đánh ta. Bây giờ khi mà Mẽo không phải là số 1 nữa, TQ nó lớn mạnh lên sắp thành một siêu cường trên thế giới thì thằng Thái này lại bắt đầu ve vãn TQ, chúng nó mua Pháo, Tên lửa..... của TQ, luôn phản đối các nghị quyết của ASEAN mà có thể làm TQ không hài lòng, @ nó mình sau bao nhiêu năm nghèo đói vừa bỏ ra tí tiền mua được vài cái tàu ngầm với máy bay mà nó đã ngào ầm lên, chúng nó quá biết là mình mua tí đồ chơi này để làm gì rồi, nhưng để làm đẹp mặt thằng TQ nên chúng nó cũng ra vẻ phản đối ầm ầm lên, còn nếu mà để tranh giành ảnh hường với thằng Thái có cái Vịnh thái Lan thì mình đã ký hiệp định phân chia với nó rồi, còn để dọa nó thì mình cần gì phải Su với Kilo, chỉ cần mấy con tàu Pháo 50 Tấn trang bị 37mm cũng có thể đuổi cho bọn Thái chạy rẽ đất rồi. Nói chung là ASean toàn bọn sống hai mặt, mình mà sắp được khoảng 200 Su-30, F-15 thì giải tán @ cái khối này đi, để một mình mình chới nhau với thằng Khựa cho đỡ bực mình.
