    Special View

    - a photography training for disabled persons-



    Background
    The International Classification of Functioning (ICF) defines disability as the outcome of the interaction between a person with an impairment and the environmental and attitudinal barriers he/she may face.

    Several experiences have shown the hidden potential of disabled persons and the ?oalternative capacities? they can develop to balance the ones they lack. Nevertheless, disabled persons are still denied access to social integration, they often are considered as different, and thus marginalized. Through this initiative we would like to make people think of disabled as ?ospecial?, rather than ?odifferent?. This is a project to overcome the barriers disabled often encounter and to highlight their great potential.

    Furthermore, in an increasingly globalised world of images we need to cope with the standardization and consequent loss of cultures and points of view also by documenting different and unique perceptions of life. Through providing an opportunity for special people to speak out about their ideas, others in the wider community are also provided the opportunity learn new perspectives and can receive a new insight into the world we live in.



    Goals
    The overall goal is to empower disabled persons through volunteerism, as a way to facilitate their integration in the society. Specifically, the initiative aims at:



    enabling disabled persons to use photography as a way to communicate;
    promoting volunteerism to help disabled persons;
    highlighting disable persons?T potentiality;
    enhancing disabled people social network;
    showing disabled persons?T insights to the public through photography;
    fostering a positive concept of disability by getting the public audience to better understand, and acknowledge, disabled persons perceptions.



    Volunteerism

    The initiative will mobilise mainly two targeted groups of volunteers.

    The first group will be photographers, who will devote part of their time to training disabled persons to develop the ability to express their feeling through the photography. A training course of two classes per week for 8 weeks will be organised, at VAPA?Ts convenience.

    The second group of volunteers is composed of people who will support disabled people in accessing the places they want to reach to take pictures. This kind of help will be logistic.


    An exhibition of a selection of photographs will be launched on the 3rd December, International day of Disabled Persons. Further resonance will be given on the 5th December, International day of Volunteer. The exhibition will be called Special View.



    Target
    People with disabilities, including agent orange affected persons. No age limit.



    Partners
    Disability Forum will be in charge of advertising the initiative through its network. It will also offer the venue for the training.
    VAPA, Vietnamese Association of Photographic Artists will provide trainers-volunteers for the 7 weeks training course (2 lectures per week).
    Students from the Hanoi National University will support disabled persons to reach sites.
    UNESCO Hanoi Office will support the follow-up initiatives and the organisation and diffusion of the training material.



    Achievements
    After the training course disabled people will be empowered to speak out more about their life through photography.

    Through a selection of photos documenting their experience, an exhibition called Special View will be organised, this will enable the wider community to get to identify with and understand those living with disability. Awareness on the topic will be raised also taking advantage of the International days of disabled persons (3rd Dec) and of volunteer (5th Dec).

    Photographers from VAPA and students from Hanoi National University will contribute on volunteer basis, and this is considered a small initiative that can sensitise people, as well as trigger new volunteer initiatives. Disabled people can also become the volunteer trainers in a future phase of the project.



    Sustainability
    The initiative is considered a pioneer project and it aims at having future follow-up actions under the UNESCO Hanoi programmes. The same model can be used for other types of artistic/cultural expressions (such as painting, musical education, etc? ) always targeting disadvantage/disable people.



    Process
    The idea has been formulated following a meeting with the Disability Forum and the more technical suggestions of the VAPA photographers.

    Disabled people as beneficiaries, showed from the first moment a great interest in this initiative, especially considering that the exhibition will contribute on awareness raising.

    VAPA photographers, notwithstanding are facing a completely new adventure, showed a sincere commitment in helping disabled on volunteer basis.

    Participating is very simple: you just have to send the application form to the following email address: specialview_hanoi@yahoo.com before Thursday 7th October and join the initiative every Saturday and Sunday from 14.00 to 15.00 starting from 9th October at the Disability Forum Office: 33B Pham Ngu Lao- Hanoi.
