Taiwan Begins Deployment of Cruise Missiles: Report

Taiwan has begun deploying home-made cruise missiles on mobile launchers that are capable of hitting major military targets in southeast China, a newspaper here reported Friday.
The China Times said the Hsiung Feng missiles, which have a range of 1,000 kilometers (600 miles), were deployed across the island by the defense ministry?Ts new missile command. The missiles, which each cost some 100 million Taiwan dollars (3.13 million U.S.), were developed by the military-run Chungshan Institute of Science and Technology, the paper said.
The institute was also developing cruise missiles with a range of 2,000 kilometers for further deployment.
The China Times said President Chen Shui-bian had inspected the missile command and witnessed a mock launch of the cruise missiles. The defense ministry declined to comment on the report.
Taiwan reportedly successfully test-fired its first cruise missile earlier this year which flew over 500 kilometers before hitting its target.
Last month the Pentagon released a report warning that China had deployed up to 730 ballistic missiles targeting the island. It said Beijing?Ts defense build-up could tip the military balance against Taiwan and pose a credible threat to other countries in the region. In a bid to beef up Taiwan?Ts defense capabilities, the cabinet has approved a revised arms deal worth some 15.5 billion dollars to buy weapons from the United States, its largest arms supplier.
The arms package over a 15-year period from 2005, pending approval by parliament, includes eight conventional submarines, a modified version of the Patriot anti-missile system and a fleet of anti-submarine aircraft. The massive budget proposal has stirred heated debate on the island as critics said the spending could further provoke China and heighten cross-strait tensions. China sees Taiwan as part of its territory awaiting reunification despite their split in 1949, and has repeatedly threatened to invade if the island declares formal independence.

[LatelineNews: 2005-8-12] TAIPEI - Isolated Taiwan, viewed by neighbour China as a breakaway province, launched its 13th bid to be allowed to join the United Nations on Friday and asked U.N. Secretary-General Kofi Annan to help keep the peace.
Chances of success again appeared slim. Taiwan has tried to join the United Nations every year since 1993, but each time China and its allies have kept the door shut.
The question of U.N. membership has raged since 1949, when Chiang Kai-shek''s Nationalist government lost the Chinese civil war to the communists on mainland China and fled to Taiwan, taking with him the Republic of China government.
Chiang held on to China''s U.N. seat until 1971, when the General Assembly expelled Taipei and gave the seat to Beijing.
China, which says the island must be reunified, by force if necessary, sits on the Security Council, has veto power and many more friends in the United Nations than Taiwan''s paltry 26 diplomatic allies.
Taiwan Foreign Minister Mark Chen said the island''s small band of allies has submitted what they called a peace motion to Annan and asked him to appoint a special envoy or send a delegation to assess the situation in the Taiwan Strait.
The area is seen by some security analysts as one of the most dangerous hot spots in Asia.
"This is an objective, rational, mild and peaceful appeal to seek international support," Chen told a news conference. "But we have no idea whether or not it will be accepted."
Chen said Taiwan had no intention of challenging China''s U.N. seat.
"The authorities in Beijing must understand their repeated efforts *****ppress efforts by Taiwan''s 23 million people to participate in the international community will only provoke the people of Taiwan and hurt peace in the Taiwan Strait."

Tang Chunfeng, the former commercial counselor for the Chinese Embassy in Japan, said in Hong Kong recently that a war could break out between China and Japan this year. The remark followed on the heels of Chinese General Zhu Chenghu?Ts speech on the use of nuclear weapons against the United States. Former Beijing University professor Yuan Hongbing said that Tang?Ts speech proves again that the CCP?Ts turn toward fascism presents the most urgent danger for humankind. The danger is no less than before World War II.
On August 10, Tang Chunfeng, who now works for the Department of Commerce, said in Hong Kong that a military clash could erupt between China and Japan by the end of this year. He fears that Japanese Prime Minister Koizumi, faced with a domestic political crisis, ?ois bound to provoke a dispute with China, playing on the tensions over the disputed ownership of the East Sea oil and gas fields.?
Tang said, ?oOn the issue of resolving the Sino-Japanese dispute over the East Sea, I am the least optimistic person in China. Though many people take it lightly, on the contrary, I believe China and Japan will fight over it before this year?Ts end.?
Tang pointed out three potential directions the East Sea conflict might take: The Sino-Japanese relationship would deteriorate; both sides would make compromises, or neither side would yield, and the conflict would become long-term. In any of these three likely scenarios, a military conflict would be a possibility.
Tang made this statement on August 10, when he was interviewed by the Chinese Commentary news agency, which has official Chinese connections. After former Minister of Defense Chi Haotian?Ts speech on using biological weapons to attack the United States was published on the Internet, Zhu Chenghu, a major general in the People?Ts Liberation Army, threatened the use of nuclear weapons. The threat has caused a great disturbance. A Hong Kong newspaper described Tang as a senior expert on Sino-Japanese relations. Given the timing of Tang?Ts statement, it has attracted widespread attention and concern.
Earlier this year, there were large-scale anti-Japanese parades in many places throughout China, including Harbin, Baoding, Chengdu, Changsha, Hefei, Wuhan, Shanghai, and Beijing. Police officers even cleared the way for the April 9 anti-Japanese parade in Beijing, which indicates that the CCP supported these demonstrations. It was only after fear arose that the protests might get out of hand or might shift the focus to internal targets, that the CCP pulled the plug on all anti-Japanese parades.
Former Beijing University law professor Yuan Hongbing, who recently obtained a protection visa from Australia, claimed that Tang?Ts Sino-Japanese war statement is yet another proof that the CCP is a completely fascist regime. The CCP has already decided to take ?oemergency measures? (common code for violent action) in mainland China to resolve the general political, economic, and social crisis.
Regarding the East Sea oil field dispute between China and Japan, professor Yuan made an analogy to the CCP?Ts belligerent stance toward Taiwan: The CCP?Ts purpose in declaring war on Taiwan is not really to contest Taiwan?Ts sovereignty. Similarly, the concern shown for the Sino-Japanese relationship is not to protect China?Ts interests. For example, in the Diaoyu Island dispute, the CCP government actually created difficulties for the non-government organized activities while defending the island. Many defenders of Diaoyu Island were grief-stricken over the incident.
For another example, the CCP has given up the right to claim compensation for the Sino-Japanese war, during which 20 million Chinese perished. With a single sentence, the CCP dismissed the trauma and grief felt by the Chinese people.
The fact is the CCP has always been conciliatory toward Japan. Then why is there concern that war may erupt over such a seemingly small issue as the ownership of the East Sea oil fields?
Professor Yuan suggested that the CCP would seize upon this opportunity to move even further towards a completely fascist state. Yuan added that the CCP now wants to maintain its despotic reign by dragging China and the entire world into war. The most urgent danger facing humankind at present is the possibility that the CCP will launch a local or even a world war in order to maintain its rule.
Professor Yuan calls attention to the parallel between the current world situation and the one that existed just prior to World War II. He hopes that all politicians with foresight and wisdom around the world will clearly realize the danger of a fascist state in China. The Chinese people should also clearly realize that should the CCP cause another world war, it would be a disaster that would rival the famine that occurred during the Great Leap Forward. That tragedy killed over 40 million Chinese.

U.S. Allows New Zealand to Join Exercise

The United States has allowed New Zealand to take part in a joint military exercise this week, after a 20-year freeze in defense cooperation, but has refused to say Wednesday whether the approval signaled a wider thaw.
Australia, Japan and Britain are also involved in the multinational exercise off Singapore to feature the interception of ships carrying weapons of mass destruction.
Washington removed Wellington?Ts ally status in 1985, after New Zealand banned nuclear-powered and armed vessels from its waters, and has since withheld military and intelligence cooperation. There have been exceptions, with the two countries working together in preparation for military deployments such as in Afghanistan and the Gulf. But the U.S. waiver for New Zealand to take part in the military exercise is not linked to any joint deployment.
The U.S. embassy said Washington supported Wellington?Ts involvement in the exercise but it steered away from commenting on whether this held any wider significance. ?oThe U.S. strongly supports New Zealand?Ts participation in the PSI (Proliferation Security Initiative) so as a result we have issued a waiver in this situation so they can participate,? the embassy said in a statement.
New Zealand?Ts Defense Minister Mark Burton also declined to comment on the significance of the joint exercise. ?oThis is part of ongoing extensive exercises and engagements with our regional defense partners,? he said through a spokeswoman. ?oAt an operational level, the defense relationships with various regional partners have continued to develop over the last six years. This is just the latest example of regional co-operation.?
In 1985 the then Labour government of Prime Minister David Lange, who died last Saturday, refused a visit from a U.S. warship after passing anti-nuclear legislation. The decision led to New Zealand being frozen out of the Anzus (Australia, New Zealand and U.S.) pact for defense of the Pacific, and to Washington downgrading its status from ?oally? to ?ofriend.? No U.S. warship has visited since 1985.
The nuclear issue has been seen as one reason for New Zealand not being considered for a free trade agreement with the United States, which has such a deal with New Zealand?Ts neighbor Australia. Center for Strategic Studies director at Wellington?Ts Victoria University, Peter Cozens, said the waiver was ?oextremely significant? and illustrated a closer government recognition of each other?Ts position. ?oBoth parties ?"
