China Begins Biggest-Ever War Games

China?Ts military began its biggest-ever war exercises on Sept. 27 open to foreign observers with 16,000 soldiers carrying out maneuvers in the nation?Ts Inner Mongolian region, state press said.
Some 40 military officers from 24 countries, including the United States, North Korea, Russia and major European and NATO nations began observing ?oNorth Sword 2005? in north China, Xinhua news agency reported.
?It will enhance mutual understanding, and deepen friendship and cooperation between China?Ts military and other militaries,? foreign ministry spokesman Qin Gang told a regular briefing.
Jia Xiaoning, a defense ministry spokesman, told Xinhua the exercise would ?opromote international and regional security cooperation.?
The exercises were expected to last several days but foreign observers would only be present on Tuesday, Western observers said.
The exercises were unfolding in Zhurihe, a military base in Inner Mongolia, some 500 kilometers (300 miles) west of Beijing and about 100 kilometers south of the Mongolian border, they said.
?This was basically a routine exercise, similiar to what they did last year when they invited foreign observers,? a U.S. diplomat told AFP. ?oThis was not a new exercise.?
One Western military expert disputed the numbers of foreign observers attending the war games.
?Each country was only allowed to bring two observers, from what we can see there are only 14 countries represented here,? the expert said on con***ion of anonymity.
The U.S. diplomat did not say whether the exercises resolved U.S. concerns on the direction of China?Ts ongoing military modernization or transparency by Beijing in its basic military doctrine and military intentions.
The U.S. Defense Department in a report earlier this year said China was gearing up to re-unify Taiwan by force and had deployed nearly 800 ballistic missiles on its southeastern coast facing the island.
China insists that it is aiming for peaceful reunification with the island that has been ruled independently since communist forces set up the People?Ts Republic on the mainland in 1949.
The war games follow the first joint land, sea and air military exercises between China and Russia in August, code-named Peace Mission 2005.
The one-week maneuvers, which involved 10,000 troops from the two countries, started in Vladivostok in Russia?Ts Far East and later moved to east China?Ts Shandong peninsula.
The drills garnered wide interest from the Asia and Pacific region, including from the United States, Japan, Taiwan and the two Koreas, while boosting already robust Russian arm sales to China.
According to Xinhua, representatives from Japan, Taiwan and South Korea were not present among the foreign observers at Tuesday?Ts exercises.
After maintaining a policy of non-interaction with foreign armies for decades, China began regularly participating in joint military exercises in 2003.
?The Chinese army is becoming more open and transparent,? People?Ts Liberation Army General Peng Guangqian told Xinhua.
?Such openess and transparency is a refutation against ?~China threat?T rhetoric ... China does not constitute any threat to any country, instead it is a major force maintaining world peace.?
Besides maneuvers with the Russian army, China has engaged in naval rescue operations with Britain, France, India and Pakistan, and border patrols with Central Asian nations such as Kazakhstan, Kyrgyzstan and Tajikistan.

Mỹ sẽ rút khỏi căn cứ quân sự ở Uzbekistan
Trợ lý ngoại trưởng Mỹ Daniel Fried hôm qua cho biết quân đội Mỹ sẽ rời các căn cứ không quân ở Uzbekistan vào cuối năm nay.
"Chính phủ Uzbekistan đã nói rõ rằng chúng tôi cần rời đi và chúng tôi sẽ rút quân khỏi đây mà không bàn bạc gì thêm", Fried phát biểu hôm qua.
Ông cũng thừa nhận rằng quan hệ song phương giữa hai nước đang trải qua một "khoảng thời gian rất khó khăn" sau khi Mỹ chỉ trích chính phủ Uzbekistan đàn áp một cuộc biểu tình ở Andijan hồi tháng 5. Tuy nhiên, ông bác bỏ cáo buộc rằng chính Mỹ đứng đằng sau các cuộc nổi dậy đó.

BAGHDAD -- Iraqi and U.S. forces are preparing to seize five towns along the Euphrates River near the Syrian border that have fallen under the control of terrorists, an Iraqi official said yesterday.
"Just as with our Tal Afar operation, D-Day is not announced until well after we go on in -- and you can take it that D-Day has either happened or is about to," the official said on the con***ion of anonymity.
Tal Afar is a village on the Syrian border that U.S. forces say was effectively rid of "terrorists and foreign fighters" earlier this month in a U.S.-Iraqi offensive. But many of the insurgents escaped.
In the five towns now under insurgent control, a ruthless Taliban-style regime has been imposed, a U.S. Marine commander told an embedded American reporter.
"For the time being, they run these towns," Lt. Col. Julian Alford, commander of the 3rd Battalion, 6th Marines Regiment stationed outside the western Iraqi town of Qaim, told reporter Anna Badkhen of the San Francisco Chronicle.
The U.S. and Iraqi governments have stepped up their criticism of Syria recently because of its failure to curb the movement of foreign militants across the porous 450-mile border.
Iraq''s al Qaeda leader Abu Musab Zarqawi has boasted over the Internet that the five towns have become "The Islamic Republic of Qaim."
The towns are Ubaydi, Qaim, Sada, Karabila and Dulaym al-Husayba.
The area comprises desert broken by lush riverside fields. It is populated by about 100,000 Sunni Arabs with a long tra***ion of cross-border smuggling activities.
Marines just outside Ubaydi told the Chronicle reporter that they come under attack every time they approach it and that U.S. troops do not enter the town, where the insurgents appear to have free rein.
The highway leading into it is marked with anti-American and anti-Iraqi government billboards signed by "al Qaeda organization."
One large metal billboard warns people not to become "spies."
Another billboard says, "Our religion will not be strong without the book and the sword."
By late last night, the U.S.-led coalition had not responded to queries about the five towns.
