    US report slammed for playing up "China military threat"

    BEIJING, Feb. 7 (Xinhuanet) -- China has expressed firm opposition to a U.S. defence review to play up the "China military threat."
    Foreign Ministry spokesman Kong Quan told a press conference on Tuesday that China has lodged serious representation with the U.S. side on the China-related content in the Quadrennial Defence Review (QDR).
    The QDR, issued by the U.S. Department of Defence on Feb. 3, irrationally criticized China''s normal defence construction. The move "interfered in China''s internal affairs" and could "mislead public opinion," Kong said.
    Ruan Zongze, deputy head of the China Institute of International Studies and an expert on China-U.S. relations, said the report criticized China as lacking military transparency.
    "The criticism is unacceptable," said Ruan. China has publicized white papers on its national defence annually for many years and issued a first-ever white paper on its peaceful development in December 2005.
    Kong said China is taking a straight path toward peaceful development and is adopting a national defence policy of a defensive nature, thus constituting an important force to promote the peace and stability in the Asia-Pacific region and the world. "China has never threatened any country in the past and at present, and will never do so in the future," he said.
    He urged the U.S. side to correct its viewpoints and actions, saying it should "review China''s peaceful development from an objective perspective and stop its random and irresponsible remarks on China''s normal defence construction."
    Instead, the United States "should do more to promote the healthy and steady growth of Sino-U.S. relations," he said.
    Ruan noted that compared with the previous report issued in 2001, this QDR specified China''s military potential to challenge the United States. The United States is paying more and more attention to China''s military issues.
    Zhu Feng, a professor of the International Relations Institute of the prestigious Beijing University, said the United States considers China as the biggest competitor and therefore has continuously strengthened its guard against China.

    BEIJING, Feb. 9 (Xinhuanet) -- Chinese military experts on Thursday reproached a US defense review playing up "China''s military threat", recently issued by the U.S. Department of Defence, saying it is designed to secure a larger defense budget.
    The 2006 Quadrennial Defense Review (QDR), Pentagon''s new guidelines, said China has "the greatest potential to compete militarily with the United States and field disruptive military technologies that over time offset tra***ional US military advantages."
    The 92-page-long QDR report devoted three paragraphs to China''s military issues and the countermeasures the United States should take, mentioning "China" or "Chinese" 15 times.
    "This is the first time the United States has singled out China in its defense report as ''an emerging power that has the greatest potential to militarily challenge the United States'', though senior U.S. officials have expressed similar views on various occasions earlier," said Yao Yunzhu, a research fellow with the Military Academy of Sciences of the Chinese People''s Liberation Army (PLA).
    "The report for the first time explicitly refers to Russia, India and China as emerging strategic rivals, but more attention was given to the so-called ''China military threat''," said Peng Guangqian, a major PLA general and also a research fellow with the PLA Military Academy of Sciences.
    Noticeably, U.S. President Bush submitted a budget report for 2007 to the Congress on the same day as the QDR report was officially submitted, proposing a record defense budget of 439.3 billion US dollars.
    "If the ad***ional spending on the wars in Iraq and Afghanistan is taken into account, the US defense budget for 2007 will hit a record high of 500 billion dollars," Peng said. "That is almost equal to the sum of the defense spending of the rest of the world."
    He said the fabrication of "foreign threats" by the United States reflected the Pentagon''s deep-rooted style of "making enemies" and that its real intention is to secure ad***ional defense funds to help its arms industry fish for more profits.
    Compared with that of the United States, China''s defense expen***ure is "small", experts said.
    Deng Hongzhou, a military expert involved in drafting the white papers on China''s national defense, said China''s defense expen***ure has increased with economic growth since the 1990s, but the proportion it takes in China''s national budget is decreasing.
    Official statistics show that China''s expen***ures for national defense totaled 244.656 billion yuan (about 30.20 billion U.S. dollars), about 7 percent of the U.S. defense budget. The military expen***ure per capita of the United States is 60 times that of China''s. Chinese soldiers receives about 3 percent of the funds allocated to their U.S. counterparts.
    "The United States is equal to China in terms of territorial area, but China lags far behind in military expen***ure," Peng said. "Thus it is evident whose military strength is beyond its needs."
    The United States should evaluate China''s military capabilities objectively, said Teng Jianqun, a researcher with the China Arms Control and Disarmament Association. "China''s peaceful development doesn''t necessarily mean that China and the United States will become military antagonists in the future."
    China''s white paper on national defense says it adheres to the path of peaceful development and adopts a defense policy that is defensive in nature. "China has never threatened any country in the past and will never do so in the future."
    So far China has not set up any military base in any other country, nor has China sent any troops to other countries. In contrast, the United States have established more than 100 military bases overseas, which have involved more than 100,000 soldiers in Asia alone.
    Zhu Feng, a professor of the International Relations Institute of the prestigious Beijing University, said China and the United States should enhance communication through established channels in order to promote understanding and mutual trust.

    Bộ Quốc Phòng Mỹ đang tăng cường nghiên cứu máy bay không người lái. Frank Cappuccio, trưởng nhóm Skunk Works của Lockheed Martin cho biết nhóm này đang tiến hành những dự án về máy bay do thám không người lái và máy bay ném bom không người lái. Những kỹ thuật tối tân của F-35 sẽ được tích hợp trên các loại máy bay không người lái này.
    Theo nghiên cứu chiến lược Quadrennial Defense Review của Bộ Quốc Phòng Mỹ đề nghị thì 1/2 các phi vụ ném bom đường dài trong tương lai sẽ do máy bay không người lái thực hiện đồng thời yêu cầu mua thêm Predators và Global Hawk.
    Một trong những dự án chính là Joint-Unmanned Combat Aerial System (J-UCAS) bị chậm lại do cắt giảm ngân sách năm 2007. Tuy nhiên các quan chức Bộ Quốc Phòng cho biết nó được tái cấu trúc lại chứ không phải bị loại bỏ. Cả ba nhà sản xuất máy bay chiến đấu chính của Mỹ đều tham gia vào dự án này với Boeing và Northrop Grumman đã hoàn thành mẫu bay thử, Lockheed Martin thì phối hợp với Northrop Grumman.
    Lockheed Martin vốn được xem là chậm chạp trong việc nghiên cứu chế tạo máy bay không người lái cũng đã bắt đầu tăng hết tốc độ nhảy vào cuộc. 1/2 nhân lực của Skunk Works được tập trung vào nghiên cứu máy bay không người lái. Cappuccio cho biết những kỹ thuật tối tân của F-3 sẽ được tận dụng tối đa để giảm giá thành nghiên cứu và chế tạo. Cappuccio cũng cho biết Lockheed đã gởi 4 bản thiết kế máy bay ném bom mới cho Bộ Quốc Phòng xem xét trong đó có phiên bản ném bom của F-22 được biết với cái tên FB-22, 1 loại máy bay ném bom có người lái mới bổ sung cho B-2, 1 loại máy bay ném bom không người lái supersonic, và 1 loại không người lái subsonic.
    Theo Quadrennial Defense Review, Mỹ cần 1 loại máy bay ném bom đường dài mới vào năm 2018.

    Israel admits resuming defence exports to China

    The Director General of Israel''s Ministry of Defence (MoD), Jacob Toren, announced on 1 March that "Israeli companies have resumed defence exports to China".
    Toren would not elaborate on the nature of the new contracts, which have been at the heart of a long crisis between Israel and the US.
    Toren took office in September 2005 after his predecessor Amos Yaron was forced to resign under pressure from the US Department of Defense (DoD), which accused Yaron of misleading it on the nature of Israeli defence exports to China.
    The crisis was resolved in August 2005 when Israel signed a statement of understanding with the US, pledging to restructure its agencies regulating defence exports and to consult the US on any sale that might compromise US interests.
    It is unclear whether Toren''s remarks were meant to demonstrate Israeli independence or reflect a genuine resumption of defence ties with China. However, he did say: "Companies will come and see us [at the MoD] and we will judge on a case by case basis with or without consultation with the US. We are two independent countries which respect each other''s relative interests.?
