    China orders Russian equipment for J-11, but continues to develop local content

    China remains heavily reliant on Russia for the local manufacture of J-11 air superiority fighter aircraft, but is expecting in 2006 to reach a production rate of 17 aircraft annually, according to Russian and Chinese sources.
    A Chinese military source told Jane''s that Russia''s Ural Optical & Mechanical Plant signed an agreement with China in October 2005 for the procurement of a new batch of OSL-31E optical sight systems.
    The source said the contract, for an undisclosed number of systems, was the first of its kind that the company has signed directly with China. Previous deals with China have gone through Russian export agency Rosoboronexport.
    The order for more OLS-31E systems indicates that China cannot yet produce indigenous sighting systems for the J-11, which is based on Russia''s Sukhoi Su-27SK fighter. China is still attempting to produce more indigenous elements for the J-11, including the fire-control radar, power plant and spare parts.

    Quân đội Nga năm 2006 sẽ được trang bị một tiểu đoàn xe tăng T-90 tối tân nhất gồm 31 chiếc. Tin này được thượng tướng Vladislav Polonsky Cục trưởng Tăng thiết giáp Bộ Quốc Phòng Nga thông báo hôm thứ ba 14/3.
    ?oTrong năm 2006 một tiểu đoàn quân đội Nga sẽ được trang bị xe tăng T-90 mới, còn một tiểu đoàn khác sẽ được trang bị xe tăng T-72 cải tiến có tính năng tương đương loại T-90? ?" ông Polonsky nói.
    Ông Polonsky cũng nhận xét rằng ?otình trạng trang bị khí tài tăng thiết giáp của quân đội Nga hiện nay đang tiến tới mức báo động?. Ông cho biết cụ thể "nhiều nhất chỉ có khoảng 6-8% trang thiết bị đạt tiêu chuẩn hiện đại?.
    Ông Polonsky cũng nhận xét rằng vấn đề chính trong việc hiện đại hóa các loại vũ khí bọc thép mà quân đội đang được trang bị hiện nay là ?otăng tính năng chỉ huy điều khiển và khả năng hợp nhất trong một hệ thống điều khiển tự động chung?.
    ?oQuá trình tái trang bị các loại vũ khí khí tài tăng thiết giáp hiện đại cho quân đội Nga sớm nhất cũng phải đến năm 2020 mới có thể hoàn thành?, ?" ông Vladislav Polonsky kết luận.

    Việt Nam mình có đầu tư dầu khí ở Algiery và đã tìm thấy dầu, biết đâu lại có quả đổi dầu lấy vũ khí nhưng đấy chắc là mơ thôi.

    ABOARD USS THEODORE ROOSEVELT - A chapter in naval aviation history drew to a close Feb. 8 aboard USS Theodore Roosevelt (CVN 71) with the last recovery of an F-14 Tomcat from a combat mission.
    Piloted by Capt. William G. Sizemore II, commander, Carrier Air Wing (CVW) 8, Fighter Squadron (VF) 213?Ts aircraft 204 was trapped at 12:35 a.m. and marked one of the final stages of the Navy?Ts transition from the F-14 to F/A-18 E/F Super Hornet.
    ?oIt?Ts the end of an era and it just kind of worked out that I was the last trap,? said Sizemore. ?oThis is one of the best airplanes ever built, and it?Ts sad to see it go away. It?Ts just a beautiful airplane. It?Ts powerful, it has presence, and it just looks like the ultimate fighter.?
    Lt. Bill Frank, a VF-31 pilot, also took part in the last mission, and is cre***ed with being the last pilot to ever drop a bomb from an F-14 Tomcat.
    ?oWe were called on to drop, and that?Ts what we did,? said Frank. ?oIt?Ts special and it?Ts something I can say I did, but what?Ts more important is the work of the Sailors who made it possible. They have worked so hard during this cruise to make every Tomcat operational.?
    The decision to incorporate the Super Hornet and decommission the F-14 is mainly due to high amount of maintenance required to keep the Tomcats operational. On average, an F-14 requires nearly 50 maintenance hours for every flight hour, while the Super Hornet requires five to 10 maintenance hours for every flight hour.
    ?oI don?Tt think there is anything better than a Tomcat, but it?Ts probably a good time for it to go away,? said Senior Chief Aviation Machinist?Ts Mate (AW) Gene Casterlin, VF-31. ?oThe Navy is getting smaller and more efficient, and it will only get harder to maintain the Tomcat. But no matter what, the Tomcat is the ***iest airplane in the sky.?
    The F-14 entered operational service with Navy fighter squadrons VF-1 Wolfpack and VF-2 Bounty Hunters aboard USS Enterprise (CVN 65) in September 1974. The Tomcat?Ts purpose was to serve as a fighter interceptor, and it eventually replaced the F-4 Phantom II Fighter, which was phased out in 1986.
    During their final deployment with TR, VF-31 and 213 collectively completed 1,163 combat sorties totaling 6,876 flight hours, and dropped 9,500 pounds of ordnance during reconnaissance, surveillance, and close air support missions in support of OIF.
    ?oAs we near the end of the Tomcat?Ts last deployment, we are proud of our legacy and take solace in the fact that the Tomcat is going out at the top of its game, but also regret saying farewell to an old, revered and trusted friend," said Cmdr. Richard LaBranche, VF-31 commanding officer.
    In keeping with its history of being adaptable to new challenges, the Tomcat soared to a new level during its last deployment when it became the first Navy aircraft to make use of the Remotely Operated Video Enhanced Receivers (ROVER) system in December of last year. The system allows for ground forces to view video via laptop computers which gives them the ability to view their surroundings from the aircrafts?T point of view in real time, and ultimately provides better reconnaissance and target identification, which are essential to combat air support missions in Iraq.
    Previously, ROVER had been used by the Air Force, and with a few modifications from personnel of Naval Air Station Oceana, Va., and members from Naval Air Depot Jacksonville, Fla., it became one of the last great modifications to the Tomcat.
    "From its inception, the Tomcat has been the icon of Naval Aviation with its striking appearance, speed, formidable lethality and versatility,? said LaBranche. ?oIt is more capable today than at any other time during its existence because of the innovation, dedication, and tenacity of every maintainer and pilot who has ever been associated with it.?
    VF-213 pilots who are making the transition to the Super Hornet will begin F/A-18F (double seat) training in April, and the squadron will be operational, or ?osafe for flight,? in September. VF-31 pilots who are making the transition will begin F/A-18E (single seat) training in October, and the squadron will be safe for flight in April 2007. This will make VF-31 the last official Tomcat squadron in the Navy.
    Maintainers in both squadrons will be begin training to perform their specific maintenance job as it pertains to the Super Hornet, shortly following this deployment. Their training will last anywhere from six weeks up to seven months, depending on the type of maintenance skills involved.

    Russian-Ukrainian Company Wins NATO Tender for Cargo Aircraft

    On Wednesday, March 22, Russian-Ukrainian joint venture has signed a deal with NATO for the delivery of large-sized Antonov cargo aircraft that will ferry troops and heavy equipment to troublespots around the world.
    The ceremony for the accord will take place on Thursday, March 23, in the east German town of Leipzig. Under the contract NATO has received access to six Antonov-124 Ruslan aircraft.
    ?oWe are very happy with the deal. This gives us assured access to outsized cargo lift,? Bruneau Cantin, head of logistics at NATO?Ts International Staff in Brussels, said, quoted by the Reuters agency. ?oWe have no security concerns. This will be subject to the usual international standards for commercial agreements of this kind,? he added, asked whether NATO had qualms about relying on former Cold War foes for key strategic equipment.
    Cantin declined to give financial details of the agreement between 16 countries and Ruslan Salis, a German unit of Russiâ?Ts Volga-Dnepr Group. Ukrainê?Ts Antonov Design Bureau, designer of the Antonov-124s, is also involved in the accord, he said.
    The 16 countries that will benefit from the agreement are: Canada, the Czech Republic, Germany, Denmark, France, Britain, Hungary, Luxembourg, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia and non-NATO Sweden and Finland.
    Cantin said nations would be able to decide whether they used the planes for NATO, European Union or national missions.
    Two of the Antonovs will be based in Leipzig, available at three days?T notice. Four will be based in either Ukraine or Russia and will be ready within 6-9 days.
    The United States has more than 200 strategic lift aircraft but among its European allies only Britain, with four leased Boeing C-17s, has a similar capability.
    Most European countries have static or falling defense budgets and have been wondering for years how to boost their collective airlift capability.
    Britain has urged European partners to come up with ideas for increasing their lift capacity before a NA*****mmit in October, exploring commercial leasing, chartering or other options.

    U.S.-Japan-South Korea Military Coordination Targets China, North Korea

    WASHINGTON . The United States plans to launch "trilateral military cooperation" with Japan and South Korea to deal not only with North Korea but also with China and terrorist threats in Asia, Adm. William Fallon, head of the U.S. Pacific Command, said Tuesday.
    Testifying before the Senate Armed Services Committee, Fallon said the United States has been working to transform its bilateral defense alliances with the two nations to deal with regional and global issues and develop them into a stronger trilateral initiative.
    "We also hope to foster greater trilateral cooperation between the ROK ( Republic of Korea), Japan and the United States," Fallon said in a written statement.
    But referring to the ongoing realignment of bilateral military alliances with the two nations, Fallon indicated the U.S. forces want the three countries to jointly deal with China''s increasing military power, North Korea''s possible collapse and reunification of the two Koreas, unconventional regional threats, including terrorism risks in Southeast Asia, and other regional matters.
    The three nations have been promoting working-level defense consultations, but the talks have largely been limited to exchanging views on North Korea.
    But uncertainties remain because the trilateral process as well as bilateral defense talks between Japan and South Korea have occasionally stalled due to lingering territorial and history-related disputes between Tokyo and Seoul stemming from Japan''s 1910-45 colonial rule of the Korean Peninsula.
    Defense experts said Washington wants to keep Japan and South Korea on its side against China, especially hoping to prevent Seoul from leaning toward Beijing due to their similar disputes with Japan and their common reconciliatory interests over North Korea.
    Fallon''s remarks came after the U.S. Defense Department issued its Quadrennial Defense Review last month, singling out China as having the "greatest" potential to militarily compete with the United States among emerging and major powers.
    In the QDR, which set the defense strategy and military posture for the next 20 years, the Pentagon called for a "greater" military presence in the Pacific Ocean and vowed to boost military integration with allies to deter against emerging and major powers and "complicate any adversary''s efforts to decouple them."
    The integration includes intelligence sensors, communications networks, information systems, missile defenses, undersea warfare and countermine warfare capabilities.
    Japan and the United States agreed last October to step up integration and joint operations between the Self-Defense Forces and U.S. forces as part of their broad accord on realigning the U.S. military presence in Japan.
    The two nations are set to compile implementation plans by the end of March for the realignment accord.
    "We are conducting a U.S.-Japan interoperability study, exploring ways to improve how our forces coordinate a wide range of operations," Fallon said, noting they are also jointly developing a missile defense system.
    Fallon said Prime Minister Koizumi Junichiro has demonstrated "exceptional leadership" in guiding the SDF through "significant change," such as sending ground troops to Iraq and refueling vessels to the Indian Ocean to help the U.S.-led antiterrorism operations in Afghanistan.
    "These actions clearly show the willingness and capability of the government of Japan to deploy the SDF regionally and globally in support of security and humanitarian operations," Fallon said.
    Meanwhile, Seoul and Washington agreed earlier this year on "strategic flexibility" of U.S. armed forces in South Korea, paving the way for U.S. forces there to engage in missions outside the Korean Peninsula.
    But the accord led to controversy in South Korea as it may lead the nation to get involved in regional conflicts that the United States could be engaged in, including a possible emergency over Taiwan.
    Fallon said, "We welcome (South) Korea''s adoption of a more regional view of security and stability."
    The two nations "must remain adaptable in light of the changing security environment, including unconventional threats, China''s military modernization and the potential for reconciliation between the Koreas," he said.
