    * _ Con***ions of Service_*
    Under to the revised Con***ions of Service for International UN
    Volunteers in Papua New Guinea will receive a Volunteer Living
    Allowance (VLA), which is intended to cover their accommodation and
    basic living expenses. In Papua New Guinea the VLA ranges from
    $2,086 to $3,060/month (tax free) depending on the number of
    dependents of the UNV. UNVs also receive a Settling-In Grant for the
    commencement of their assignment and a Resettlement Allowance upon
    successful completion of their contract. Full medical and dental
    insurance is provided for the UNV and dependents of the UNV living
    at the duty station. The UNV is also entitled to 2.5 days of annual
    leave per month.

    The position will be based in Port Moresby, the capital city of
    Papua New Guinea. The position will require frequent work related
    travel to remote part of Papua New Guinea, including Milne Bay,
    Eastern Highlands and Bougainville Provinces.

    UNV Post Title: Project Manager, Community Based Tourism Design Phase Project, Papua New Guinea

    Duration: 1 year
    Expected starting date: November 1, 2007
    Brief Project Description:
    As Project Partners, UNDP PNG and the Tourism Promotion Authority (TPA) of the Papua New Guinea Government will conduct a 12 month Design Phase Project for the implementation of a subsequent 4-5 year Community Based Eco-Tourism (CBET) Development Project. The design of the CBET implementation project will be based on the vision of conducting a pilot project in selected communities and provinces of PNG to achieve the following results
    Đ Improving existing and developing new nature and culture based tourist activities and services that are owned and operated by local communities and micro-enterprises;
    Đ To provide such services and activities to the customers of existing tourist accommodation and tour operator businesses,
    Đ To market these CBET services through existing, improved and new mechanisms.
    The principle deliverable of the 1 year Design Phase Project will be a Project Document for the Implementation Phase of a 4-5 year CBET Development Pilot Project in selected communities and provinces.
    Host Agency/Host Institute: United Nations Development Programme (UNDP), in Papua New Guinea
    Description of Duties:
    As a United Nations Volunteer (UNV) based in Port Moresby for a 12 month contract, the Project Manager (PM) has the authority to run the project on a day-to-day basis on behalf of the Project Board within the constraints laid down by the Board. The Project Manager is responsible for day-to-day management and decision-making for the project, and the supervision of the project personnel and consultants. The Project Managerõ?Ts prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.
    The PMõ?Ts duties will include:
    o Project Management, Consultation with Stakeholders, and Assessment of Project Implementation Phase Partners, to include:
    Đ Ensure that necessary financial, procurement, disbursement and personnel matters are effectively managed and addressed.
    Đ Manage and Coordinate the activities of the Project, including establishing and maintaining regular consultations with various stakeholders that will include but not be limited to TPA, UNDP, and provincial governments, NGOs, CBOs and FBOs.
    o Assessment of Communities and Current Tourist Facilities as Project Implementation Phase Partners and Participants
    Đ In conjunction with the other Project Participants, visit and assess which communities and focus areas in three pilot provinces, Milne Bay, Eastern Highlands, and Bougainville have the best potential, interest and capacity to develop and market CBET services to customers in conjunction with existing accommodation facilities and tour operators. Such community assessment will include detailed determinations and plans as to what training and other support the communities would need during the Project Implementation Phase *****ccessfully develop and market such CBET services.
    Đ In conjunction with the other Preparatory Phase Participants, visit and assess the current facilities (hotels, guesthouses, lodges) and tour operators in PNG to determine which of them have the potential and interest to collaborate with the project to offer their customers CBET services from their surrounding communities
    Đ Visit existing, successful eco-tourism facilities in PNG to incorporate their lessons learned/best practices for the project.
    o Criteria for Projectõ?Ts Pilot Communities: The PM will conduct the above assessments based on the following criteria
    ã The potential, interest and capacity of the community or focus area to develop and offer the appropriate type and quality of CBET services to the targeted market/customers;
    ã Existing and appropriate accommodation facilities and tour operators that have the interest and capacity to offer their customers CBET services that are provided from the selected communities and focus areas;
    ã A proven track record of intra and/or inter community cooperation in economic or other development projects to not only enable CBET development but to reduce intra and inter community tensions and conflict;
    ã The opportunity to distribute the economic and other benefits of CBET equitably;
    ã The sustainable utilization of natural resources and culture to offer CBET services in ways that can provide lasting, concrete improvements to peopleõ?Ts livelihoods;
    ã Direct and indirect tourism related micro-business opportunities that require a minimum of capital investment and are thus accessible to nearly everyone;
    ã An appropriate base of existing CBET services that the project can improve and/or expand as well as the opportunity to development and market some new CBET services.
    ã Appropriate, existing infrastructure to provide reliable, secure access for the targeted market/customers.
    ã The potential to offer CBET services that have a unique, competitive advantage for the targeted market/customers, as compared to similar or competing destinations and products.
    ã A willingness and ability to incorporate gender mainstreaming and women empowerment into the above development activities.
    ã Favourable law & order, and landowner context.
    ã Projects that promote sustainable environmental conservation.
