Your situation has become serious (and remember I only am based on the facts you provided herein and honestly do not know what else I should know before giving you a proper advice pursuant to my understanding). Therefore, remember, what I am going to tell you may not be correct to your application. Should I were your lawyer I should ask for further information and facts before making a decision. (i) In your situation, damage has been done. The consulate has suspected that your police clearance cerficate had not been genuine. They will surely investigate about such. If it comes out to be bad for you they will turn you down for a spouse visa. A lawyer will not be able to assist you to reverse the process. A lawyer however can only prevent you from doing further damage. You are in Vietnam and you need a good immigration US lawyer. I am aware that no US lawyer in Vietnam is practising US immigration law. This means you shall need to use a lawyer in the US. This would cost you a lot given the distance between you and him. Therefore, I advise you would not hire a lawyer. Your husband in the US if he wishes can hire a lawyer to appeal the case for you in the US if this shall be the case. It will be cheaper. In this case I suggest your husband would hire a lawyer to do this.
(ii) Do not do anything. Just wait for the Consulate to reply. The more you will do the more suspicious they will be on your case and it will make the matter worse.
(iii) My apologies that I could not reply to you earlier since I have been busy with my own work and study.
(iv) Please note that I assume you do not marry for convenience and that all documents are genuine. Should this happen otherwise and it turns out I am advising someone to do illegal things in order to pass the process I will withdraw my advice. It is because if I do so it will negatively affect my license later and remember I advise herein for free. It should not affect my coming career. In one of cases herein, I finally found out that the marriage case was for convenience and all documents were illegally obtained. That is why I say this to you.

Thank you alot for your quick response. I can guarantee that my engagement is real and all of my documents are real. I am not afraid of being turned down my spouse visa, just that I don''t want them to take long on me, we have been waiting since early November 2003. Please confirm me again that my fiance can hire a lawyer in the US and he may be able to rush them off since my Police Record is real.

Thanks for confirming with me. Your husband can hire any immigration lawyer in the US for your case from now onwards. However, that lawyer cannot do anything to speed up the reviewing process. This is solely at the discretion of the Consulate. As said, damage has been done. Please think carefully before you engage a US lawyer since the cost is high to have a lawyer in the US working for a case in Vietnam.
A lawyer can only assist you to do the right thing legally from the beginning. He or she however cannot intefere the work of the Consulate.
