Qualifications:

a) Bachelors degree in IT, Statistics, Management or any branch of sciences is essential;

b) Experience in training needs analysis is essential;

c) MS Excel Office literacy is essential;

d) Presentation skills is essential;

e) Diligence is essential;

f) Ability to team work is essential;

i) Ability to write in English and or Vietnamese is
essential;

g) Having completed statistical analysis assignments at postgraduate level is desirable;

h) 3 years experience in database management and or data analysis is desirable;

j) Work experience in MARD or public administration is desirable.

Specific tasks and responsibilities:

Process the data of the training needs assessment for 64 Departments of Agriculture and Rural Development.

Duration & Location: 10 days in Hanoi.

Terms of Reference

Job Title: Database Specialist (National)
Project: Project PAR in MARD (UNDP VIE/02/016)
Location: Hanoi
Duration of assignment: 10 working days in May 2005

1. Project Background

The PAR in MARD Project has promoted information exchange for 23 Departments of Agriculture & Rural Development (DARDs) during the implementation of Public Administration Reform (PAR) in Ministry of Agriculture & Rural Development (MARD). For 2005, the Project has approved an extension to 15 more DARDs, totaling 38 DARDs actively exchanging information with MARD. The remaining 26 DARDs has yet to be supported to join in the exchange network.

In order to strengthen DARDsâ?T IT capacities in information exchange with MARD, the Project intends to organize a range of training courses for 64 DARDs that are consistent with the IT skills and knowledge requirements.

The Project has recently conducted an IT training needs analysis (TNA) on the 64 DARDs using a questionnaire approach. The responses were gathered from the leadership and staff of the DARDs. The IT TNA aims to assess the level of IT competency so that appropriate courses and depth of curriculum can de designed and delivered. A total 3000 completed questionnaires are to be returned by the DARDs and the responses must be captured and analysed.


2. Summary of duties

Under the overall supervision of the National Project Manager and the IT Project Officer, the Database Specialist shall enter the response data to the MS Excel spreadsheet, and analyze the response data to prepare a report containing the following information:

- Overall IT competency based on consolidated response data;

- IT competency of individual DARDs;

- IT competency of individuals (by location and by gender)

- Cluster groups with similar levels of IT competency;

- Proposed training courses (for different levels of IT competency) for cluster groups;

- Depth of training courses for hardware, software, MS Office applications, website development and maintenance, email system, network management.

4. Timeframe

The Database Specialist shall commence his or her duties in May 2005, and complete the assignment within ten (10) days.

5. Place of assignment

The Database Specialist will be based at Project Office in Hanoi.

6. Output of assignment

a) Response data of 64 DARDs captured in MS Excel spreadsheet;

b) Database using MS Excel containing response data of 64 DARDs delivered to National Project Manager;

c) A Report containing all the information as stated above in Summary of Duties section

7. Key performance indicator of assignment:

Report on a proposed range of IT courses at different levels for DARDs, individual cluster group and gender groups.
