Why are the Eastern less creative than the Western?

Firstly,let me make clear the terms in the topic.Eastern means the people or the countries affected by Confucianism such as Chinese , Japanese, Korean and Vietnamese ourselves.Western means the people or the countries in Europe and North America.Then what does creative mean?Is it intelligent , clever or smart?There must be several books to explain this term clearly .I think i should not explain the terms that are quite clear (everybody knows) unless i want to make the terms more messy.
Secondly, some of you may ask "before we discuss about why the Eastern are less creative than the Western, we should discuss about correction of the problem ". If we take a look in the people who won Nobel Prize we will recognise the comparation: about 10 Janpanese and 4 Chinese (if i am not wrong) compare to hundreds of Western.
Why?That is a big question.A lot of explainations from various angles of view such as culture,history and society come to explain.Now i want to look from the education system view.I am not ambitious to cover all features or even one for that.I just want to tell you a short conversation between my friend and me about it. And i hope that you can help me to find more and understand more about the problem.
I have a close friend who has a boy at 17.He is studying high school in India.Last year because of the politic situation in India, she decided to send him to other country for his education.Once she told me:
My sister friend(MSF):"Thanh,i have wanted to send my child to America,the situation in India has made me worry".
Myself:"You should ponder about it. The American society is very complicated and it would spoil him.Also i think for the lower education he need not to study in America".I though the expense there was very high.In ad***ion,i studied high school in Vietnam and i felt my knowlegde does not lag so much to that of my friends from other coutries.
MSF:"But the enviromental education in America is very good.He will benefit a lot, especially the way of thinking".
And we started the quarrel.Anyway, i studied in Eastern Countries and wanted to defence myself.Then she told me:
MSF:"When i studied for six years in Russia, the best position in the university was just occupied by Vietnamese or German students.However Vietnamese were just good at memorising and learning by heart.They are not intelligent and creative at all.When they go to work, the shortcomings are shown naturally "....
What do you think about the conversation?
Note*)such terms belong to the area of psychololy which is very wide and complex.In my knowlegde, such fields are quite new in Vietnam.

So far I'm not sure about the correction of this fact 'cause I don't know any scientific research or any proof about this. But supposing this is correct , I myself think that it such a hard work to find out all definite reasons for this problem. Anyway, let try explaining something basing on my litmited knowledge.
Firstly, I think about the way of life. From thousand years ago, Western people have had a nomad's life . The particular trait of nomad's life is moving. So Westesrn people have a tendency towards looking for something new better , something to make progress. And that's the reason lead them to be creative.
Meanwhile, Eastern people are get acquainted with stability. We want to have a stable life, as less being changed as possible. Therefore, we desire nothing for something new. We are get used to accepting what we have. As a result of this, we are considered as being lack of creativity.

The lack of creavity is caused by the despostism like king or emperor i think.
