Chưa bao giờ Thành phố nơi tôi cư ngụ lại sôi nổi với ý thức sinh hoạt dân chủ như lúc này .

Là 1 Quốc gia có 1 chế độ chính trị kiểu đại nghị và 3 cấp chính quyền :
Quốc gia, tỉnh bang và thành phố đều do dân bầu, thế nhưng người dân rất ơ hờ trong việc chọn lựa người đại diện và người lãnh đạo quản lý . Thường thì trong các cuộc bầu cử, đạt được
trên 60% cử tri đi bỏ phiếu thì đã coi là 1 thành công rực rỡ .

Để có tỷ lệ trên 60 % không dễ , ban tổ chức phải chọn thời tiết vào muà xuân, mùa thu nghĩa là không nóng quá và cũng không đổ tuyết ; lại phải vào ngày làm việc, các cơ quan và Cty, hãng xưởng bắt buộc phải cho nhân viên nghỉ nửa ngày có trả lương ( sợ chủ nhật, ngày lễ cử tri ham đi chơi !!! ) , địa điểm bỏ phiếu được sắp xếp khắp nơi cho thuận tiện ...

Ấy thế mà trong tuần này, khắp tỉnh bang Quebec có không khí trái ngược , nhà nước không muốn dân đến bỏ phiếu, thậm chí còn cố tạo ra các rào cản cho dân khỏi đến bỏ phiếu, trong khi dân chúng tại nhiều thanh phố lại nô nức rủ nhau đi bầu ...

Vì chuyện này như là 1 chuyện lạ 4 phương, cố dành chút thời gian tường thuật cho các bạn yêu nghề hành chánh và luật pháp để có thêm hiểu biết về tổ chức chính quyền .

1/ Từ nguyên nhân xa xôi .

Quebec là 1 tỉnh bang lớn trong 10 tỉnh bang của Canada , chiếm gần 1/4 dân số Canada , điểm đặc sắc là người dân Quebec xử dụng ngôn ngữ Pháp, 9 tỉnh còn lại dùng tiếng Anh .

Từ lâu, lâu lắm, Người Quebec vẫn đòi hỏi những quyền lợi đặc biệt so với các tỉnh khác , nhượng bộ nhiều, ít gì thì người Quebec cũng không hài lòng, tiến đến việc họ đòi độc lập, tách
ra khỏi Canada ...
Là 1 QG dân chủ, Canada phải chấp nhận đòi hỏi này qua những cuộc trưng cầu dân ý .

Cứ vài năm lại có 1 vụ trưng cầu dân ý về độc lập được tổ chức trong quá khứ, Và lần cuối cách nay 8 năm, Người Quebec suýt nữa đã thành công với tỷ số 49,9 % ủng hộ , cách biệt nhau dưới 20 ngàn phiếu , con số quá nhỏ nhoi để có thể gây ra sự tan vỡ cho 1 quốc gia vì nếu Quebec độc lập, các tỉnh bang của Canada bên Đông và Tây Quebec sẽ gặp rất nhiều khó khăn trong mọi sinh hoạt , liên lạc .

Phát biểu về thất bại này, thủ hiến tỉnh bang Quebec tuyên bố : Họ thất bại trong việc đòi hỏi độc lập là vì sự phản bội của các nhóm di dân ( Tất nhiên, trong đó có người VN, TQ ... , với khoảng trên 100 sắc dân khác )

Ngày hôm sau, ông từ chức trong đau khổ ...mà cũng may cho ông, nếu ông ở lại chức thì có khi các di dân sẽ đưa ông ra tòa vì tội nhục mạ và kỳ thị .

Người kế nhiệm ông không bỏ mục đích dành độc lập này . Ông này khôn ngoan hơn, phân tích và tìm giải pháp cho các cuộc trưng cầu dân ý sau này, nếu có .

Đúng vào lúc đó, Các Tỉnh bang khác có ý định tập hợp nhiều thành phố lại với nhau, tập hợp nhiều công ty, nhà sản xuất lại với nhau để đối phó với các Cty, nhà sản xuất bên Mỹ ....; Chương trình này gọi là chương trình đại đô thị , đến nay, Thành Phố Toronto chẳng hạn có thể xứng danh là 1 thanh phố lớn có hạng so với Mỹ .

Quebec cũng xúc tiến chương trình này .
Nhưng họ xúc tiến với mục tiêu khác hơn là kinh tế, song song với chương trình đại đô thị, họ muốn tái phối trí vùng bầu cử sao cho những người gốc Quebec có thể pha trộn vào những vùng di dân đê? nắm đa số , sao cho có thể đuổi khéo Anglophone và " Allo-phone " ra khỏi Quebec .

Thế là chương trình Đại đô thị ra đời . Quan trọng nhất vẫn là thành phố Montreal , 1 nơi đã từng được đánh gía là nơi sinh sống lý tưởng nhất trên thế giới trong 5 năm liền .


2/ 1 đảo, 1 thành phố !!!

Hòn đảo Montreal nằm giữa hai nhánh sông St. Laurent, sông này bắt nguồn từ thác Niagara , giong sông chia ra 2 nhánh rồi lại hội tụ làm 1 để lần mò ra biển . Với gần 3 triệu dân ( gần bằng 50% tổng số dân cư trong tỉnh bang Quebec ...( Quebec lớn bằng 3 lần nước VN ) và 28 thành phố lớn nhỏ mà lớn nhất là thành phố Montreal ( 1,8 triệu ) và nhỏ nhất chắc là thành phố Dorval ( hơn 100 ) ; Là 1 thành phố hiền hoà với đủ mọi sắc dân trên thế giới, người Do Thái cho người Hồi giáo thuê nhà là chuyện bình thường . Di dân tạo nên súc sống và thịnh vượng, người gốc Quebec ít thích làm việc và đa số sinh sống tập trung ở những vùng nghèo khổ, ăn trợ cấp xã hội , các cơ sở thương
mại nằm trong tay di dân nhiều hơn người bản xứ ; và di dân thường tập trung ở những thành phố nhỏ, nói tiếng Anh, sang trọng ...
Đảng cầm quyền thiên về Quebec độc lập đã tính ra : Nếu làm được chương trình : 1 đảo, 1 thành phố thì sẽ rất thuận lợi cho các cuộc bỏ phiếu sau này vì những người gốc Quebec trong các thành phố có thể áp đảo các thành phố có số người nói tiếng Anh ( Đa số là di dân ) ...
Không chỉ hòn đảo Montreal bị kết hợp mà cùng 1lúc, đảng cầm quyền - tại mỗi vùng - đều gom nhiều thành phố lại thành 1 thành phố ;

Vì trên thực tế, những gì xảy ra tại Montreal đều có tính quyết định cho tỉnh Quebec( Thành phố mới chiếm 40% dân số và là cột trụ của Kinh tế, thương mại Quebec ) tôi sẽ chỉ kê? chuyện 1 đảo , 1 thành phố này .

3/ Cưỡng ép :

Đảng cầm quyền năm 2000 ( Party Quebecois ) tự ý làm luật ( với đa số trong Quốc hội ) ra quyết định về việc kết hợp các thành phố; đảng đối lập : Party Liberal chống lại nhưng là thiểu số, luật kết hợp các thành phố ra đời .

Thị trưởng Thành phố Montreal sung sướng lắm vì đang bé mà thành to, ông lãnh đạo phe chủ trương kết hợp .

Các thành phố nhỏ đau buồn chịu đựng số phận, luật ban hành quá gấp rút, kiện tụng lên trên ( Tối cao PV ) đòi những thủ tục vừa tốn kém, vừa mất thời gian . Dựa vào luật, TP Montreal tiến đi tiếp thu tất cả tài sản riêng của các thành phố nhỏ , trong đó, nhiều TP nhỏ đã kêu gọi dân lập quỹ để tranh đấu cũng bị " xung công " số tiền này .

2002, Thành phố Montreal chính thức bầu lại lãnh đạo cấp thành phố, lần bầu này bao gồm luôn 27 thành phố nhỏ bị kết hợp, 27 thị trưởng hoặc giã từ chính trị hoặc ra ứng cử với tư cách hội đồng nhân dân TP Montreal ; Cuộc tranh cử cũng vui đáo để :

a/ Đảng cầm quyền chủ trương kết hợp do ông Pierre Bourque lãnh đạo,( ông này đã về VN nhiều lần và đã từng đưa TP Montreal kết nghĩa anh em với HN ... )

b/ Đảng đối lập chủ trương chống kết hợp do ông Tremblay lãnh đạo, Ông này chưa bao giờ làm chính trị nhưng với chiêu bài " chống kết hợp " ông được rất nhiều TP nhỏ tin tưởng .

Ngay lúc vận động tranh cử, đã có nhiều câu hỏi đưa ra với người chủ trương chống kết hợp là : Nếu đắc cử, ông sẽ làm gì để chống lại luật kết hợp ? Ông trả lời lưu loát lắm, mọi người yên tâm và tại tất cả các TP nhỏ, cư dân dồn phiếu cho ông, đảng cầm quyền phải nhường chỗ . Coi như đảng chống kết hợp đắc cử trong 1 thành phố kết hợp .

1 ngày sau khi nhận quyền , người dân Montreal mới vỡ lẽ ra là bị lưà ! Tân thị trưởng tuyên bố là bây giờ ông đã nghĩ lại, kết hợp tốt hơn vì 1 cây làm chẳng nên non ....( Tất nhiên, chẳng lẽ lại tự mình phủ nhận quyền hạn và từ chối lãnh đạo 1 vùng địa lý rộng lớn hơn, Kinh tế phồn thịnh hơn ) ...
Vài ngày sau, ông xóa sổ, đóng cửa tất cả 27 tòa thị trưởng nhỏ, người dân thắc mắc, ông cho biết : Chỉ dựa theo luật ; TP nào không thích thì đi kiện ( Ông ta thừa biết là xóa tên rồi thì tư cách
pháp nhân lấy đâu ra để đi kiện bây giờ ! ) .

Thế là 27 TP nhỏ đau buồn nhìn cảnh kết hợp, từ nay, Piscine vùng Westmount ( TP này ngày trước chỉ có cỡ triệu phú mới mua được nhà ) Thư viện TP Hampstead dành cho Do Thái ...đều là của chung , ai muốn vào chỉ cần xoè ra cái bằng lái xe có ghi địa chỉ Montreal là đủ .

Chưa đủ, bao nhiêu phiền toái khác xảy ra : Hampstead là 1 TP nhỏ nhưng giàu lắm đa số là dân Do Thái , họ có nguyên 1 trạm cứu hoả dành riêng cho 7 nàn hộ dân cư, trạm được thiết bị thật hiện đại để bảo vệ các gia đình Do Thái , Tân thị trưởng TP đem tất cả thiết bị về 1 vùng khác, Hampstead chỉ còn lại cái trạm với nhân viên ngồi chơi sơi nước chờ hết hợp đồng rồi về vườn, 1 đám cháy ngẫu nhiên xảy ra ngay cạnh trạm, không có dụng cụ trong tay, đám cháy gần tắt thì cứu hoả mới đến nơi ( Lối xây cất nhà ơ? Canada nếu có cháy cũng chỉ cháy được 1 nhà và chỉ trong nhà đó);

Tuyết rơi, TP không kịp chuẩn bị thiết bị và nhân viên, lịch trình hốt tuyết , thành phố tê liệt nên báo chí có câu giễu : 1 đảo, 1 máy thổi tuyết .

4/ Hy vọng :
Biết bao nhiêu lúng túng trong việc quản lý, TP trở thành to lớn quá, mà cái xứ sở này không nhiều anh hùng nên tên đường quanh đi quẩn lại chỉ có vài vị Thánh, còn thì đánh số 1,2 , 3, 4 ... ; 28 thành phố có khi có cùng 1 tên đường bây giờ cùng tên TP, thư nào quên ghi zip-code thì coi như mất thư, Tân thị trưởng không điều hành nổi, ông phải thuê 1 Cty đứng ra phụ ông lãnh đạo, điều hành công viêc.

Thị trưởng trở thành 1 đề tài cho chuyện vui mỗi ngày trên báo chí khi ông khoe là trên đường lái xe đi làm, ông đã dám xuống xe bắt cướp, báo chí hỏi chi tiết, ông bí ...
Đường phố sau những cơn bão tuyết bị tan nát, ổ gà to hơn hố bom ...phải hơn 1 tháng sau ông đứng cạnh 1 ổ gà giữa trung tâm TP nện chân thình thịch ra lệnh sửa đường 24/24 giữa mùa đông để 1 tuần sau, vì sửa theo lối chữa lửa, các ổ gà lại xuất hiện .

Người ta nói nhiều về những giải pháp tái phân chia,

Nhưng : Đậu đen trộn với đậu xanh thì dễ, chỉ lắc vài cái, bây giờ chia lại không dễ dàng . tài sản nhiều TP đã chuyển chỗ khắp nơi, chi phí sáp nhập các TP là 500 triệu $ , chi phí tách ra phải nói đến tiền tỷ ...

Trong lúc người dân bất mãn như thế bỗng nhiên hy vọng lại đến .

Tỉnh bang tuyên bố bầu cử cấp tỉnh ( Tỉnh bang có quyền quyết định về địa lý các thành phố trong tỉnh, đảng đối lập không ngần nắm ngay lấy cơ hội, thủ lãnh đảng đối lập tuyên bố : Nếu đắc cử và nắm quyền, ông sẽ cho phép các TP tách ra bất kể tốn kém

Và với niềm hy vọng, năm 2003, Tất cả lại nô nức đi bầu cho đảng đối lập, Ngay từ lúc đang kiểm phiếu, báo chí đã đặt vấn đề về lời hứa ...vài giờ sau, vừa được tuyên bố thắng cử, câu
hỏi đầu tiên vẫn là : Sẽ cho các TP tách hay không ? tân thủ hiến tuyên bố kém mạnh bạo so với trước đó 1 tuần : Sẽ nghiên cứu .

Kết quả của cuộc bầu lãnh đạo tỉnh bang chưa đưa đến những quyết định cụ thể nhưng dựa vào số phiếu thống kê từng vùng, mấy ông Hội đồng nhân dân TP có vẻ tỉnh ngộ : Ý dân là thế, ho.
bầu mình ra mà đi ngược lại ý dân ư ? Lại còn ông Thủ hiến mới nhậm chức đang suy nghĩ, lỡ ông ta cho tách ra thì phải bầu lại, mà mình đi ngược ý dân thì ai sẽ bầu ?

Thế là 1 số địa phương trong TP rục rịch . nhiều thành viên trong đảng lãnh đạo TP bỗng chuyển hướng, họ ly khai đảng, họ vẫn nằm trong đảng nhưng trách vị thị trưởng như 1 người phản bội .

5/ Quyết định .

Tân thủ hiến cầm quyền với sự ủng hộ tích cựa và lạc quan của dân chúng ...
Nhưng ông đang đứng trước nhiều vấn đề :

a/ Các khó khăn do cuộc chiến Iraq đưa đến 1 sự bất ổn cho kinh tế Quebec, tiền Canada tự nhiên tăng giá, Quebec bán điện cho Hoa Kỳ bằng USD , là 1 nguồn ngân sách lớn, nay tiền Can. lên gía có nghĩa là mỗi ngày Quebec thất thu vài chục triệu USD . Các Cty mạnh về xuất khẩu cũng gặp khó khăn vì gía cả không thể cạnh tranh với hàng hóa Mỹ .

b/ Chi phí để tách các TP ước lượng là 2 tỷ $, lấy đâu ra số tiền này trong khi đang khó khăn kinh tế .

c/ Hơn 1 năm chịu đựng kết hợp cũng đã yên, cho tách ra cũng mất sự ủng hộ của các người chu? trương kết hợp .

Vì thế, ông ra vẻ trung lập trong các quyết định, lời hứa cho tách rời vô điều kiện được thay thế bằng các điều kiện . Và các điều kiện có thể là rất xỏ lá, tưởng dễ mà không dễ :

a/ Tất cả các TP bị xoá tên có cơ hội xin tách ra bằng 1 cuộc thăm dò, TP đạt 10% số CƯ? TRI thì sẽ được trưng cầu dân ý vòng 2 .
Cuộc thăm dò này đã đưa đến kết quả : 22/27 TP bị xóa tên hội đủ điều kiện trưng cầu dân ý để " Đòi lại Thành phố của họ " .


b/ Trưng cầu dân ý vòng 2 thì thành phần Yes bắt buộc phải :

- Trên 35% số lượng cử tri .

- Phải giữ đa số so với No .

Chúng ta nên nhớ là số cử tri bao gồm tất cả các công dân trên 18 tuổi cư ngụ chứ không phải số lượng người đi bầu , trong 1 cuộc bỏ phiếu bình thường để chọn lựa lãnh đạo, dân chúng đi bầu cao lắm cũng chỉ có 60 % , bây giờ để trưng cầu dân ý có việc tách hay không tách thì những TP có toàn những người thuê nhà, nay ở, mai đi thì họ đâu cần mất thì giờ đi bầu !

Danh sách cử tri tại nhiều TP tự nhiên tăng vọt vì ban tổ chức đã ăn gian, nhiều người đã chết hoặc dọn đi mà vẫn có tên , việc tăng thêm danh sách cử tri này nhằm tạo khó khăn thêm cho giới hạn 35% yes . Đã có những công dân đang ở ...Florida dưỡng già tố cáo gian lận này .
Và vì thế mà điều kiện 35 % tổng số cử tri là cả một sự khó khăn, ngoài ra, nó còn là 1 sự vi phạm tinh thần dân chủ : Đa số thắng thiểu số .Thí dụ như 1 thành phố có 10 000 cử tri, nhưng chỉ có 4 ngàn người đi bầu, kết quả cho ra :

3499 người bầu Yes, xin tách ra khỏi Montreal .
501 người vote : No, cứ sáp nhập .

Phe No vẫn thắng dù là thiểu số vì phe Yes không đủ 35 % .

Sự kiện trên sẽ là 1 nguyên nhân dẫn tới các tranh chấp sau này .

6/ Thực hiện .

Ông Thủ hiến áp dụng phương cách trung dung khi đưa ra luật này, vừa được tiếng giữ lời, vừa tránh khỏi những tốn kém tài chánh cho việc tách ra khỏi 1 thành phố .

Thường thì " trung dung " là phương thức hữu hiệu để chinh phục lòng dân, nhưng trong trường hợp này, ông được cả hai phía ghét và oán hận .

Phe đòi tách rời cho ông là kẻ phản bội, không giữ lời hứa .
Phe đòi kết hợp trách ông là tạo cơ hội cho việc chia rẽ .

Dù sao, việc trưng cầu ý kiến vẫn được thực hiện, họ dành cho các cư dân già yếu, bệnh hoạn hoặc bận rộn 2 ngày cuối tuần trước và ngày mai, chủ nhật thì tất cả sẽ đi bầu .

Nhưng chỉ 2 ngày dành cho những người già, Ban tổ chức đã có nhiều mánh khóe ngăn cản như :

- Cấm đậu xe chung quanh khu vực bỏ phiếu ( điều này chưa bao giờ xảy ra trong mọi cuộc bầu cử ) .
- Mỗi TP chỉ có 1 địa điểm bỏ phiếu , các công dân phải xếp hàng chờ, có nơi dân phải chờ đến 1: 45 phút, đây là 1 khó khăn cho các người già .

Dù vậy, chỉ với 2 ngày dành cho các trường hợp đặc biệt, phe tách rời đã nhìn thấy kết quả khả quan .

Các đảng viên trong phe lãnh đạo đang lúng túng lắm, có bà đại biểu đã xoay chiều , chạy đi xếp hàng vote Yes để nương theochiều gió .
Kết quả sẽ có vào ngày mai .

Chưa hết, tuần sau, dân lại được đi bầu nhưng là bầu Quốc hội để chọn đảng cầm quyền và tân thủ tướng . Cái vụ bầu bán này cũng vui đáo để chỉ vì ông cựu Thủ tướng Jean Chretien " lỡ dại " chống lại Mỹ trong cuộc chiến Iraq, Mỹ giận, Thủ tướng phải nhường chức giữa đường cho người kế nhiệm và bây giờ thì phải bầu bán cho có vẻ tự do, đảng cầm quyền cấp quốc gia cũng đang lúng túng lắm trong việc tham nhũng 200 triệu vừa bị phát hiện .

Làm dân 1 nước được coi là dân chủ trước các sự kiện trên quả là ấm ức .

Thiết nghĩ diễn tiến trên cũng là việc để anh em ham tìm hiểu về luật, tổ chức hành chánh nghiên cứu .

What can I say,... the efforts to demerge send a very important message to the Parti Quebecois who plowed the merger through in the first place and future governments of Quebec that such communist actions will not be tolerated by the people of Quebec. If my memory serves me, at least 75% of the public did NOT want the mergers, but the "will of the people" was outright ignored and trampled upon. Once respected politicians from many cities quickly abandoned their supporters and jumped on the Mega-City bandwagon in hopes of greater power. Their betrayal will not be forgotten.
Hopefully our will can now undo the crime commited against us and Jean Charest must be respected for honouring his promise to give us this chance if elected. Restore hope of democracy in Quebec and power to the people - go out and vote YES to demerge.

Advance turnout looks good for Yes
Heavy participation favours demergerites
Many Montreal suburbs are well on their way to demerging after just the advance polls, an expert says.
Results made public from Sunday''s advance polling suggests heavy participation, according to political scientist Jack Jedwab.
Jedwab and others say they believe that kind of participation spells Yes votes for the demerger side because most No voters can cast their ballots by just staying home.
If that is indeed the case, then such suburbs as Dorval Island, Senneville and Montreal East will clearly demerge after the June 20 referendum, Jedwab added.
For example, Dorval Island needs at least 18 people to vote Yes to demerge.
On Sunday alone, 15 people voted.
If Jedwab is correct, then only three more Yes votes are necessary for Dorval Island to demerge.
In Senneville, at least 237 people must vote for demerger. On Sunday, 100 voted.
Advance polling began Sunday and continued yesterday. But only Sunday''s results have been made public so far.
Special rules have put a threshold on voter participation for the referendum.
At least 35 per cent of eligible voters in a suburb must vote Yes for the referendum to be valid.
On top of that, the Yes side must get more votes than the No side.
Jedwab and others, like No-side official Robert Libman, say they believe that the No side will not be able outvote the Yes camp.
Victory will depend on whether the Yes side is able to get the 35-per-cent minimum participation rate, they say.
In Montreal, six former suburbs - Dorval Island, Senneville, Baie d''Urfe, Montreal East, Hampstead and Westmount - saw more than 10-per-cent participation on the first day of advance polling.
"I''d say even those that got 10 per cent are on the road to easily getting 35 per cent after the actual referendum," Jedwab said.
In Baie d''Urfe, 367 people went to the polls on Sunday, while the minimum participation rate is 899 voters.
"I''d be surprised if they weren''t voting Yes," said Maria Tutino, a demerger activist in Baie d''Urfe. "But you can''t take anything for granted."
Jedwab agreed.
"Even though we don''t know for certain which way people voted, it''s safe to say that the majority of the people at this advance poll will be voting Yes," said Jedwab, executive director of the Association for Canadian Studies.
Across the province, 44,830 people came out to the advance polls held in 89 municipalities Sunday. With 979,744 eligible voters, the overall turnout was 4.6 per cent. Some smaller places in the Laurentians got high numbers, as well. Ste. Marguerite-Esterel got 32 per cent in its bid to leave Esterel.
"Based on the challenges of access," Jedwab said, "it will be people who have strong emotional ties to their community that are going to go out and vote.
"You''ll notice that those that got 20 per cent or higher are smaller towns with lots of emotion."
Bernard Paquet, former
mayor of St. Laurent, which reached the 3.7-per-cent mark Sunday, still thinks the turnout was strong.
"It was a very good turnout," the Yes-side supporter said. "I''m pretty sure that most of them voted Yes, and I''m pretty sure that we''re going to win this one."

Adopting his toughest tone to date, accused demerger activists of peddling lies as they try to woo voters.
"It''s going to be a very rude awakening," Tremblay told The Gazette''s e***orial board.
"Demerger activists are making promises they cannot (keep). And when people find out exactly the consequences of their vote, some are going to be really upset."

Luis Miranda, the borough mayor of Anjou, bristled at the accusation. "Before he starts calling people liars, he should look at himself in the mirror," Miranda said.
Miranda added that when candidates joined Tremblay''s team before the 2001 municipal election, it was expected he would not work against demergers.
Miranda, the head of the local Yes Committee, defended the campaign tactics of demerger advocates.
"I don''t think any borough at all said that we would get back our municipalities the same as they were before," Miranda said.
Some political observers believe several former Montreal suburbs are well on their way to separating following high voter turnout at advance polls this week.
However, Tremblay expressed confidence about holding on to some key suburbs. "I''m sure of that," Tremblay said.
He conceded it was difficult to predict how much of the island''s population would opt to stay in Montreal. "But Anjou is a good probability, like St. Laurent, LaSalle and Pierrefonds. Those are four major cities."
"I really hope that we are going to keep Cote St. Luc and Dorval," Tremblay said. And not just because, he said, the borough mayors - Robert Libman and Peter Yeomans, respectively - sit on the city''s executive committee.
"It''s difficult for Robert because people are calling him traitor, turncoat - the same thing for Peter Yeomans. But they are playing a very important role."
If Tremblay is bitter that the megacity seems poised to partly unravel, it was not visibly apparent. He displayed no rancour during the interview despite his pointed remarks about demerger activists.

What can I say,... the efforts to demerge send a very important message to the Parti Quebecois who plowed the merger through in the first place and future governments of Quebec that such communist actions will not be tolerated by the people of Quebec. If my memory serves me, at least 75% of the public did NOT want the mergers, but the "will of the people" was outright ignored and trampled upon. Once respected politicians from many cities quickly abandoned their supporters and jumped on the Mega-City bandwagon in hopes of greater power. Their betrayal will not be forgotten.
Hopefully our will can now undo the crime commited against us and Jean Charest must be respected for honouring his promise to give us this chance if elected. Restore hope of democracy in Quebec and power to the people - go out and vote YES to demerge.

Heavy participation favours demergerites
Many Montreal suburbs are well on their way to demerging after just the advance polls, an expert says.
Results made public from Sunday''s advance polling suggests heavy participation, according to political scientist Jack Jedwab.
Jedwab and others say they believe that kind of participation spells Yes votes for the demerger side because most No voters can cast their ballots by just staying home.
If that is indeed the case, then such suburbs as Dorval Island, Senneville and Montreal East will clearly demerge after the June 20 referendum, Jedwab added.
For example, Dorval Island needs at least 18 people to vote Yes to demerge.
On Sunday alone, 15 people voted.
If Jedwab is correct, then only three more Yes votes are necessary for Dorval Island to demerge.
In Senneville, at least 237 people must vote for demerger. On Sunday, 100 voted.
Advance polling began Sunday and continued yesterday. But only Sunday''s results have been made public so far.
Special rules have put a threshold on voter participation for the referendum.
At least 35 per cent of eligible voters in a suburb must vote Yes for the referendum to be valid.
On top of that, the Yes side must get more votes than the No side.
Jedwab and others, like No-side official Robert Libman, say they believe that the No side will not be able outvote the Yes camp.
Victory will depend on whether the Yes side is able to get the 35-per-cent minimum participation rate, they say.
In Montreal, six former suburbs - Dorval Island, Senneville, Baie d''Urfe, Montreal East, Hampstead and Westmount - saw more than 10-per-cent participation on the first day of advance polling.
"I''d say even those that got 10 per cent are on the road to easily getting 35 per cent after the actual referendum," Jedwab said.
In Baie d''Urfe, 367 people went to the polls on Sunday, while the minimum participation rate is 899 voters.
"I''d be surprised if they weren''t voting Yes," said Maria Tutino, a demerger activist in Baie d''Urfe. "But you can''t take anything for granted."
Jedwab agreed.
"Even though we don''t know for certain which way people voted, it''s safe to say that the majority of the people at this advance poll will be voting Yes," said Jedwab, executive director of the Association for Canadian Studies.
Across the province, 44,830 people came out to the advance polls held in 89 municipalities Sunday. With 979,744 eligible voters, the overall turnout was 4.6 per cent. Some smaller places in the Laurentians got high numbers, as well. Ste. Marguerite-Esterel got 32 per cent in its bid to leave Esterel.
"Based on the challenges of access," Jedwab said, "it will be people who have strong emotional ties to their community that are going to go out and vote.
"You''ll notice that those that got 20 per cent or higher are smaller towns with lots of emotion."
Bernard Paquet, former
mayor of St. Laurent, which reached the 3.7-per-cent mark Sunday, still thinks the turnout was strong.
"It was a very good turnout," the Yes-side supporter said. "I''m pretty sure that most of them voted Yes, and I''m pretty sure that we''re going to win this one."

Our cities were stolen from us in a most undemocratic fashion. We will finally be allowed to vote in favour or against demergers, but justice is still not being done, since we are not getting the opportunity to vote for or against the regaining of our original cities. What kind of a vote is that? Important decisions like these should never be decided by the political party in power. They are not given such wide mandates when elected by the people. It is very sad indeed to note that ours is not the democratic country I always believed I lived in. What a letdown.

This massive forced merger of millions of people across Europe and Asia eroded the rights and relatively good life of these people. As of today these mergers have been dissolved and the people are struggling to overcome the problems that the forced merger.

*The forced merger implemented by the PQ government disrespected basic democratic principles and was forced in against the will of the majority of the citizens effected
*We have never realized the economies of scale or savings promised by the merger. On the contrary operating costs and number of management staff have increased above inflation levels since the merger.
*I deploy the heavy handed tactics the Montreal unions use to negotiate their working con***ions. They intimidate and hold the city hostage every time they negotiate a contract. The painting of the fire trunks green last year was unprofessional and defaced city property .
*I do not understand why we cannot have our cities back. The Liberals and Mayor Tremblay keep telling us we cannot go back. However no one has ever explained why that is not possible.That was not what they both said to get elected.

On Saturday, there will be a "love in" at Westmount Park, where residents from different municipalities will beg Westmount to stay with the city.
An e-mail has been circulating with slogans like "Westmount, ne me quitte pas" (Westmount, don''t leave me) and "All we are saying is give Montreal a chance."
Organizer Dominic Turgeon estimates he''s reached over 4,000 people. He expects between 1,000 and 2,000 people to come out .
The "love in" is inspired by the one held during the 1995 referendum to keep Quebec as a part of Canada.
"For French Canadians, Westmount is important," Turgeon said. "To me, I think Westmount is Montreal."
The "demonstration of love" will be held at 1 p.m., at Sherbrooke St. and Melville Ave.

Hundreds of Montrealers determined to extend their love to Westmounters today in a last-minute effort to persuade them to stick with the megacity may find themselves snubbed by a stubborn bunch.
Sure, they''d welcome a hug, and some say they could even use one, but at the end of the day, the tony borough''s 20,000 residents have suffered enough and, like their lawn signs say, are set to take back their city.
Since they were forced to merge with Montreal back on January 1, 2002, they''ve moaned that their swimming pool, tennis courts and library - the pride of the city - have been overrun. Garbage isn''t picked up as often, snow isn''t cleared as quickly and grass is left to grow longer.
Even the dog runs aren''t what they once were.
"The demand from people and dogs increased noticeably," said Bridget Blackader, head of Westmount Dog Owners Association.
And while many residents report rifts between neighbours and within families, Blackader hasn''t noticed any emotional change among the dogs, including the non-purebreds that have infiltrated the once elite club.
"There have been no more, no less, dog fights," she said.
The word "merger" probably sets off more people in this little community - a little more than one square mile of the island - than anywhere else, but the emotion is rooted in history. Since becoming a city in 1908, Westmount has fought fiercely to protect its independence from neighbouring Montreal.
"Westmount, by being pirated into the octopus Montreal, would be sucked dry as a bone in three years," one resident told an anti-merger town-hall meeting in 1909, according to Aline Gubbay''s history of Westmount, A View of Their Own: The Story of Westmount.
The love-in today, to start at 1 p.m. in Westmount Park, was organized by psychologist and writer Dominic Turgeon, who lives in Villeray. The 29-year-old said he and his friends from the Plateau and Mile End will show up with placards carrying such slogans as "All we are saying is give Montreal a chance," but there will be no speeches.
"The impact will probably be limited," Turgeon admitted, adding he ''s hoping 1,000 people will show up. "But we have to show them as citizens that we are all in the same boat."
Westmounters didn''t seem to be aware yesterday of their recent admirers. Most said they''d already made up their minds, so probably they wouldn''t go to the park, although some said a hug would be nice.
"I think it''s an interesting idea and we''d all love a love-in," said Tronny Sweivel as she emerged from Salon Olivier on Greene Ave. "But I think Westmount is going to stick together."
It''s that attitude than sends Natalie Fotopulos into a rage.
The head of the No Committee accuses her fellow citizens of "not knowing how to play together" and not understanding that even if they demerge, the city will not be like it was before.
"We don''t live surrounded by prairies or cornfields, we live in the heart of the city," she said. "We have to wake up from this trance." Fotopulos will be at the love-in, as will borough president Karin Marks, who calls it a "harmless idea."
"It won''t make any difference," she said. "People in Westmount aren''t doing this in order to be loved or not loved. They love their city and want it back."

The Yes side fighting for demergers on the island says it got more of a boot than a boost with hundreds of Yes signs that suddenly sprouted up in a number of boroughs Wednesday night.
They read: "I vote Yes to separation." Which, in some parts of town, isn''t exactly what residents like to hear.
"Use of the word separation has particular connotation in our community," said Pointe Claire borough mayor Bill
McMurchie, chairperson of the local Yes committee.
Anthony Housefather, chairperson of Cote St. Luc''s Yes committee, said the signs are a deliberate attempt to frighten demerger voters.
"Yes, there are posters going up telling us to vote Yes, but they''re really not telling voters to vote Yes. They are aimed at confusing voters," Housefather told reporters. "Someone has a lot of money involved to put up misleading signs. It is a well-orchestrated campaign."
Hundreds of the posters went up quickly overnight in a number of boroughs.
"They are expensive posters that cost more than all of the signs we have been able to afford," Housefather said. "I call that dirty politics. They''re only in English, and it''s very suspicious: They went up in front of seniors'' residences, aimed at a segment of the community that is most vulnerable."
But Housefather added he isn''t questioning the intelligence of voters, who know the difference between Quebec separatism and municipal demergers.
He said he doesn''t know who put the signs up or paid for them.
"But it is so wrong that I hope the No side and Mayor Tremblay and his team have the honesty to condemn it."
Robert Libman, borough mayor of Cote St. Luc/Hampstead/Montreal West, who supports the No side, said he can''t understand the motivation behind the signs'' message.
"Is is someone playing a prank? I don''t know," Libman said. "We had nothing to do with them. But as ridiculous as the message might be, people have a right to freedom of expression."
Mayor Gerald Tremblay said he had no idea where the signs came from and wouldn''t comment further.
Martine Painchaud, a representative for Tremblay''s party, said, however, that the Montreal Island Citizens Union has filed an official complaint with the elections office, demanding the sides come down.
"We don''t know where they came from," she said.
"They are illegal, and we want to adhere strictly to the law."

em mà theo topic này của anh Minh chắc khoảng vài năm nữa mới nổi hix hix, nếu không phải tìm sách về các thể chế của các Quốc gia đọc ít nhất vài triệu tiền sách mới có thể bàn luận , cách đâu không lâu em tôi có xem qua quyển sách viết về quyền con người
Em xin tạm trích dẫn những nguyên tắc bởi hiến chương về các quyền của con người như sau :
-Tất cả mọi người sinh ra ,đều có những giá trị tự do,bình đẳng trong các chế độ xã hội và được thừa nhận bởi công lý và luật pháp...
-Mỗi cá nhân ,không phân biệt dân tộc,màu da,giới tính,ngôn ngữ,tôn giáo,quan điểm chính trị...và theo những xu hướng quốc gia ,xã hội v.v...Họ đếu được hưởng dụng các quyền căn bản về nhân phẩm của con người...
-Tất cả mỗi cá nhân ,phải có quyền sống,quyền tự do và quyền được pháp luật bảo vệ an ninh cá nhân...

Tôi muốn nói đến : " Ý dân là ý trời " ; dân là chủ, dù ý dân sai như trời mưa bão, dù ý dân có thể làm ảnh hưởng đến chính sách quốc gia như trời hạn hán, và chỉ dám nói đến xứ người . , còn anh em suy nghĩ xa xôi là chuyện của anh em đấy nhá
Các thành phố ở đây ( Quebec ) đang sôi nổi với " Trưng cầu dân ý ", 1 cuộc trưng cầu dân ý có trong luật nhưng phương thức trưng cầu dân ý đang vi phạm nguyên tắc sinh hoạt dân chủ, nhà nước ( Chính quyền cấp Tỉnh bang và Thành phố ) cố tìm những mưu chước " đê hèn " và " phản trắc " ( theo định nghĩa của Constancy viết lên ) để áp đặt lên ý dân .
Để tóm gọn lại vấn đề 1 chút .
Năm 2001, Tỉnh bang quyết định gom nhiều TP lại làm 1 Đại đô thị . ( Rất nhiều dân ở các TP nhỏ phản đối )
Năm 2002, Cuộc bầu cử chính quyền Đại đô thị tiến hành, Đảng cầm quyền thua, đảng đối lập với " chiêu bài " Ý dân : Chống kết hợp thắng . Nhưng ngay khi nhận chức, họ đã quên lời và chủ trương ngược lại để có cơ hội nắm quyền 1 Đô thị thật rộng lớn . Có nhiều người cho rằng ông là kẻ phản bội nhân dân .
Năm 2003, Cuộc bầu cử Quốc hội Tỉnh bang được tổ chức, Cũng lại với chiêu bài " Ý dân là ý trời " , thủ lĩnh đảng đối lập tuyên bố nếu được cầm quyền, ông sẽ tách các thành phố lại như cũ bằng mọi gía và ngay lập tức .
Và cử tri lại cố bảo nhau dồn phiếu cho ông, ông đắc cử nhưng ông lại đưa ra các lý do khác để chần chờ : Tách ra tốn kém 2 tỷ $. Tách ra sẽ thiệt hại cho kinh tế , nói chung, tách ra là SAI .
Nhưng những người dân quá phẫn nộ, ông nhượng bộ bằng cách chế tạo ra 1 cuộc trưng cầu dân ý 2 vòng với nhiều rào cản mà hôm nay là ngày quyết định ,
Thành phố ông cư ngụ ( đã bị xóa tên ) lại là TP đòi tách ra mạnh nhất . Ngày hôm qua, Báo chí phỏng vấn, Ông cho biết : Ông sẽ KHÔNG đi bỏ phiếu ! vì là ngày Father '''' s day !!!
Cũng ngày hôm qua, đảng cầm quyền huy động 1 ngàn dân Montreal lại TP nơi ông ở để hát bài : If you go away ( hát thật chứ không phải đùa ) .
Cũng ngày hôm qua, đảng cầm quyền TP nhìn thấy những thất bại và chưa tỉnh ngộ, họ tìm đủ mọi phương cách cản trở trưng cầu dân ý kể cả chiêu " Tự vẩy mực vào mình rồi đổ cho người " ( VN hình như gọi là " Vừa đánh trống, vừa ăn cướp "
Cuộc trưng cầu dân ý bắt đầu mới 3 phút, các đài TH đang trực tiếp khắp các thành phố và rất sôi nổi, người dân đang bỏ qua mọi cuộc vui để thể hiện ý dân .
